評價(jia)工作的通知(zhi)》答記者問
日前,人(ren)力(li)資源社(she)會保障部制定(ding)出臺《關于支持企業大(da)力(li)開(kai)展技能人(ren)才評價工(gong)作的通知》(以下(xia)簡稱《通知》)。記者(zhe)就(jiu)有關問(wen)題采訪了(le)人(ren)社(she)部有關負(fu)責同志。
問:《通知》出臺的背景和意(yi)義(yi)是什么?
答:2019年9月(yue),習近平總書記對技(ji)能人(ren)(ren)(ren)才(cai)工作(zuo)作(zuo)出重要(yao)指示,強調要(yao)健全技(ji)能人(ren)(ren)(ren)才(cai)培養、使(shi)用、評(ping)(ping)價(jia)(jia)、激勵制(zhi)度。技(ji)能人(ren)(ren)(ren)才(cai)評(ping)(ping)價(jia)(jia)是技(ji)能人(ren)(ren)(ren)才(cai)工作(zuo)的重要(yao)組成部分,我國先后通過(guo)推行(xing)工人(ren)(ren)(ren)技(ji)術等級考核(he)、職(zhi)業資(zi)格等制(zhi)度對勞(lao)動者實施職(zhi)業技(ji)能考核(he)評(ping)(ping)價(jia)(jia)。
2019年12月,國(guo)務院常(chang)務會議決定(ding),分步取消水(shui)平(ping)(ping)評價(jia)類技能人(ren)員職業(ye)資格(ge),推行社會化職業(ye)技能等級(ji)認定(ding)。按(an)照黨(dang)中央、國(guo)務院“放管服”改革要求(qiu),加快政(zheng)府職能轉變,充分發揮市(shi)場在資源(yuan)配置中的決定(ding)性(xing)作(zuo)用,激(ji)發市(shi)場主體(ti)活力(li),人(ren)力(li)資源(yuan)社會保障部(bu)于(yu)今年7月明確提出水(shui)平(ping)(ping)評價(jia)類技能人(ren)員職業(ye)資格(ge)退出國(guo)家(jia)職業(ye)資格(ge)目錄時間表,并就(jiu)退出目錄后續有關工作(zuo)作(zuo)出安排。
針對水平評價(jia)類技(ji)(ji)能(neng)人員職(zhi)(zhi)(zhi)業(ye)(ye)資(zi)(zi)格退(tui)出(chu)國家職(zhi)(zhi)(zhi)業(ye)(ye)資(zi)(zi)格目錄(lu)后技(ji)(ji)能(neng)人才(cai)評價(jia)載體(ti)缺失(shi)等(deng)(deng)(deng)(deng)問題,我(wo)部于(yu)2018年底啟(qi)動企業(ye)(ye)職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)等(deng)(deng)(deng)(deng)級認(ren)定(ding)工作(zuo)(zuo)試(shi)點,2019年繼(ji)續擴大試(shi)點范(fan)圍,并逐步在全國推開。試(shi)點工作(zuo)(zuo)取得(de)明顯成效,得(de)到了用人企業(ye)(ye)和廣大技(ji)(ji)能(neng)勞動者的普遍認(ren)同。因此,加(jia)快(kuai)推動建立以市場為(wei)導向、以企業(ye)(ye)等(deng)(deng)(deng)(deng)用人單位為(wei)主體(ti)、以職(zhi)(zhi)(zhi)業(ye)(ye)技(ji)(ji)能(neng)等(deng)(deng)(deng)(deng)級認(ren)定(ding)為(wei)主要方式的技(ji)(ji)能(neng)人才(cai)評價(jia)制(zhi)度,解決職(zhi)(zhi)(zhi)業(ye)(ye)資(zi)(zi)格制(zhi)度改革后技(ji)(ji)能(neng)人才(cai)評價(jia)載體(ti)缺失(shi)、評價(jia)工作(zuo)(zuo)急需跟進等(deng)(deng)(deng)(deng)問題,已具有較好的實踐基礎。
開展(zhan)(zhan)企(qi)業技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價(jia),其主(zhu)要(yao)意義包括(kuo):一是(shi)(shi)有(you)利(li)于(yu)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)培(pei)養。評(ping)(ping)(ping)(ping)(ping)價(jia)對加(jia)強(qiang)(qiang)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)隊伍建(jian)設具有(you)導向作用,通過評(ping)(ping)(ping)(ping)(ping)價(jia),可(ke)以引導加(jia)強(qiang)(qiang)企(qi)業職工(gong)(gong)職業技(ji)(ji)能(neng)(neng)(neng)(neng)培(pei)訓,發展(zhan)(zhan)技(ji)(ji)工(gong)(gong)教(jiao)育,促進(jin)高質量(liang)就業,推(tui)動(dong)產業轉型升級。二是(shi)(shi)有(you)利(li)于(yu)建(jian)立技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)成(cheng)長體(ti)系。通過評(ping)(ping)(ping)(ping)(ping)價(jia),暢通技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)成(cheng)長通道,加(jia)強(qiang)(qiang)人(ren)(ren)才(cai)(cai)(cai)激勵,提(ti)高人(ren)(ren)才(cai)(cai)(cai)待(dai)遇和地位(wei),形(xing)成(cheng)人(ren)(ren)人(ren)(ren)渴望(wang)成(cheng)才(cai)(cai)(cai)、人(ren)(ren)人(ren)(ren)努力成(cheng)才(cai)(cai)(cai)、人(ren)(ren)人(ren)(ren)皆可(ke)成(cheng)才(cai)(cai)(cai)、人(ren)(ren)人(ren)(ren)盡展(zhan)(zhan)其才(cai)(cai)(cai)的(de)(de)良好局面。三是(shi)(shi)有(you)利(li)于(yu)推(tui)動(dong)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價(jia)改(gai)革。人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價(jia)改(gai)革的(de)(de)重點是(shi)(shi),促進(jin)評(ping)(ping)(ping)(ping)(ping)價(jia)與(yu)使用結合(he)(he),推(tui)動(dong)企(qi)校合(he)(he)作、產教(jiao)融合(he)(he)。同時,受新冠(guan)肺炎疫(yi)情(qing)等影響,大規模的(de)(de)公共活(huo)動(dong)受到(dao)一定(ding)程(cheng)度的(de)(de)限制,鼓勵企(qi)業自主(zhu)開展(zhan)(zhan)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)(ping)(ping)價(jia)活(huo)動(dong),改(gai)變技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)(cai)(cai)的(de)(de)評(ping)(ping)(ping)(ping)(ping)價(jia)模式,也勢在必(bi)行。
問:《通知》有哪些政策突破或政策亮(liang)點?
答:《通(tong)知(zhi)(zhi)》最大的亮點(dian)就(jiu)是“自主(zhu)”。《通(tong)知(zhi)(zhi)》比較系(xi)統地明確了(le)企業(ye)在開(kai)展技(ji)能人才評價工作中(zhong)的自主(zhu)權,包(bao)括自主(zhu)確定(ding)評價范圍(wei)、自主(zhu)設置職(zhi)業(ye)技(ji)能等(deng)級、依托企業(ye)開(kai)發評價標準規范、自主(zhu)運用(yong)評價方(fang)法、開(kai)展職(zhi)業(ye)技(ji)能競(jing)賽(sai)評價、貫通(tong)企業(ye)技(ji)能人才職(zhi)業(ye)發展等(deng)。
一是企業自主確定評價職業(工(gong)種)范圍。企(qi)業(ye)(ye)可結(jie)合生產經(jing)營(ying)主業(ye)(ye),依據國家職(zhi)業(ye)(ye)分(fen)類(lei)大(da)典和新(xin)發布的(de)職(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong)(zhong)),自主確定評價(jia)職(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong)(zhong))范圍。對(dui)職(zhi)業(ye)(ye)分(fen)類(lei)大(da)典未列入但企(qi)業(ye)(ye)生產經(jing)營(ying)中實際存在(zai)的(de)技(ji)能(neng)崗位,可按照相鄰相近原則對(dui)應(ying)到職(zhi)業(ye)(ye)分(fen)類(lei)大(da)典內職(zhi)業(ye)(ye)(工(gong)(gong)(gong)種(zhong)(zhong))實施評價(jia)。支持(chi)企(qi)業(ye)(ye)參(can)與新(xin)職(zhi)業(ye)(ye)開發工(gong)(gong)(gong)作,推動較為(wei)(wei)成熟(shu)的(de)技(ji)能(neng)崗位納入國家職(zhi)業(ye)(ye)分(fen)類(lei)體系。如石化(hua)企(qi)業(ye)(ye)將未列入職(zhi)業(ye)(ye)分(fen)類(lei)大(da)典的(de)“鉆(zhan)井地質工(gong)(gong)(gong)”,按大(da)典中的(de)“鉆(zhan)井工(gong)(gong)(gong)”職(zhi)業(ye)(ye),結(jie)合實際崗位要求,對(dui)職(zhi)工(gong)(gong)(gong)開展(zhan)技(ji)能(neng)評價(jia)。有些企(qi)業(ye)(ye)參(can)與了(le)新(xin)職(zhi)業(ye)(ye)征集工(gong)(gong)(gong)作,將“裝配式建筑施工(gong)(gong)(gong)員”申報確認為(wei)(wei)新(xin)職(zhi)業(ye)(ye),為(wei)(wei)新(xin)技(ji)能(neng)崗位職(zhi)工(gong)(gong)(gong)提(ti)供了(le)評價(jia)基礎。
二(er)是自主(zhu)設(she)置職業技能等級(ji)。企業(ye)可(ke)以國(guo)家(jia)(jia)職(zhi)業(ye)技(ji)(ji)(ji)能(neng)標(biao)(biao)準設(she)置(zhi)(zhi)的(de)(de)五級(ji)(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)(ji)工(gong))、四級(ji)(ji)(ji)(ji)(ji)(中級(ji)(ji)(ji)(ji)(ji)工(gong))、三級(ji)(ji)(ji)(ji)(ji)(高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)工(gong))、二(er)級(ji)(ji)(ji)(ji)(ji)(技(ji)(ji)(ji)師(shi)(shi))和(he)一級(ji)(ji)(ji)(ji)(ji)(高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi))為(wei)基(ji)礎,自(zi)主設(she)置(zhi)(zhi)職(zhi)業(ye)技(ji)(ji)(ji)能(neng)崗(gang)(gang)(gang)位(wei)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji),形成具有自(zi)身特色的(de)(de)評價等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)結(jie)構(gou),建立技(ji)(ji)(ji)能(neng)人才(cai)成長通道(dao)。企業(ye)可(ke)設(she)置(zhi)(zhi)學徒工(gong)、特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)、首席技(ji)(ji)(ji)師(shi)(shi)等(deng)(deng)崗(gang)(gang)(gang)位(wei)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji),并(bing)明確其與國(guo)家(jia)(jia)職(zhi)業(ye)技(ji)(ji)(ji)能(neng)標(biao)(biao)準相(xiang)應技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)之(zhi)間的(de)(de)對應關系。比如,有的(de)(de)企業(ye)在高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)之(zhi)上設(she)置(zhi)(zhi)了特級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)、首席技(ji)(ji)(ji)師(shi)(shi)等(deng)(deng)崗(gang)(gang)(gang)位(wei),與國(guo)家(jia)(jia)職(zhi)業(ye)技(ji)(ji)(ji)能(neng)標(biao)(biao)準中的(de)(de)高(gao)(gao)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)相(xiang)對應,享受(shou)政府人才(cai)政策。企業(ye)還可(ke)在技(ji)(ji)(ji)能(neng)等(deng)(deng)級(ji)(ji)(ji)(ji)(ji)內細(xi)分層級(ji)(ji)(ji)(ji)(ji),以“技(ji)(ji)(ji)師(shi)(shi)”為(wei)例,有的(de)(de)企業(ye)將其分為(wei)一級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)、二(er)級(ji)(ji)(ji)(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)等(deng)(deng)。
三是自主開發評價標準(zhun)規范。適應產業(ye)(ye)(ye)(ye)(ye)發(fa)展和技(ji)術變革需求,發(fa)揮企(qi)業(ye)(ye)(ye)(ye)(ye)技(ji)術優勢開(kai)發(fa)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun)或評(ping)價(jia)規范(fan)(fan)(fan),建立科學(xue)合(he)理、符合(he)生產實際(ji)的(de)評(ping)價(jia)標準(zhun)體系。企(qi)業(ye)(ye)(ye)(ye)(ye)可根(gen)據相應的(de)國(guo)家(jia)(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun),結(jie)合(he)企(qi)業(ye)(ye)(ye)(ye)(ye)工種(崗位)特(te)殊要求,對職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)功能(neng)、工作內(nei)容、技(ji)能(neng)要求和申(shen)報(bao)條件等(deng)進行適當調(diao)整(zheng),原則(ze)上(shang)不低于國(guo)家(jia)(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun)要求。無(wu)相應國(guo)家(jia)(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun)的(de),企(qi)業(ye)(ye)(ye)(ye)(ye)可參(can)照《國(guo)家(jia)(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun)編制技(ji)術規程》,自主開(kai)發(fa)制定企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)規范(fan)(fan)(fan)。支持(chi)較為成熟和影響(xiang)較大的(de)企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)規范(fan)(fan)(fan),按(an)程序申(shen)報(bao)國(guo)家(jia)(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun)。如有的(de)平臺企(qi)業(ye)(ye)(ye)(ye)(ye)參(can)照《國(guo)家(jia)(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)技(ji)能(neng)標準(zhun)編制技(ji)術規程(2018年版(ban))》開(kai)發(fa)了“網約配送員”“互聯網營銷師”等(deng)企(qi)業(ye)(ye)(ye)(ye)(ye)評(ping)價(jia)規范(fan)(fan)(fan),據此對職(zhi)(zhi)(zhi)工開(kai)展技(ji)能(neng)評(ping)價(jia)。
四是自主運用(yong)評價方(fang)法。建立以(yi)職業(ye)(ye)能(neng)(neng)(neng)力為導向、以(yi)工(gong)作(zuo)(zuo)業(ye)(ye)績(ji)(ji)為重點、注重工(gong)匠精(jing)神和職業(ye)(ye)道德養成的技(ji)能(neng)(neng)(neng)人才(cai)評價體系。堅持把品(pin)德作(zuo)(zuo)為評價的首要(yao)內容,重點考察勞動(dong)者執行(xing)操作(zuo)(zuo)規程、進行(xing)安(an)全(quan)生產(chan)(chan)、解(jie)決(jue)生產(chan)(chan)問題和完成工(gong)作(zuo)(zuo)任(ren)務(wu)的能(neng)(neng)(neng)力,并(bing)注重考核(he)崗位工(gong)作(zuo)(zuo)績(ji)(ji)效,強化(hua)(hua)生產(chan)(chan)服務(wu)結果、創新成果和實(shi)際貢獻。要(yao)把技(ji)能(neng)(neng)(neng)人才(cai)評價工(gong)作(zuo)(zuo)融入日(ri)常生產(chan)(chan)經營(ying)活動(dong)過程中,靈活運用過程化(hua)(hua)考核(he)、模塊(kuai)化(hua)(hua)考核(he)和業(ye)(ye)績(ji)(ji)評審(shen)、直(zhi)接認定(ding)(ding)等(deng)多種方(fang)式(shi)。探索利用現代信息技(ji)術,創新技(ji)能(neng)(neng)(neng)評價方(fang)式(shi)。目前,各地在實(shi)施(shi)企業(ye)(ye)技(ji)能(neng)(neng)(neng)人才(cai)自(zi)主評價時,除傳統(tong)的理論(lun)知識+技(ji)能(neng)(neng)(neng)操作(zuo)(zuo)考核(he)方(fang)式(shi)外,鼓勵支持企業(ye)(ye)以(yi)業(ye)(ye)績(ji)(ji)評定(ding)(ding)、現場作(zuo)(zuo)業(ye)(ye)評定(ding)(ding)等(deng)方(fang)式(shi)進行(xing)技(ji)能(neng)(neng)(neng)水(shui)平認定(ding)(ding)。

六是貫通企業技能人才(cai)職業發展。適應人(ren)才(cai)融合(he)發展(zhan)趨(qu)勢,建立職(zhi)(zhi)(zhi)(zhi)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)等級認定與專(zhuan)(zhuan)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)職(zhi)(zhi)(zhi)(zhi)稱評(ping)審貫(guan)通(tong)(tong)(tong)機制,破除身份、學歷、資歷等障礙,搭建企業(ye)人(ren)才(cai)成長立交橋。落實在工程技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)領域(yu)實現(xian)高技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才(cai)與工程技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)人(ren)才(cai)職(zhi)(zhi)(zhi)(zhi)業(ye)發展(zhan)貫(guan)通(tong)(tong)(tong)的意見(jian)要求,逐步擴(kuo)大貫(guan)通(tong)(tong)(tong)領域(yu),能(neng)擴(kuo)盡擴(kuo),能(neng)融盡融。目(mu)(mu)前,部分地區根據實際情況制定工程技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)領域(yu)高技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才(cai)職(zhi)(zhi)(zhi)(zhi)業(ye)(工種)與專(zhuan)(zhuan)業(ye)技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)人(ren)才(cai)職(zhi)(zhi)(zhi)(zhi)稱專(zhuan)(zhuan)業(ye)對應參考目(mu)(mu)錄,推動工程技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)領域(yu)實現(xian)高技(ji)(ji)(ji)(ji)(ji)(ji)能(neng)人(ren)才(cai)與工程技(ji)(ji)(ji)(ji)(ji)(ji)術(shu)人(ren)才(cai)職(zhi)(zhi)(zhi)(zhi)業(ye)發展(zhan)貫(guan)通(tong)(tong)(tong),促進兩類(lei)人(ren)才(cai)深度融合(he)。
為支持企(qi)(qi)業(ye)(ye)開(kai)(kai)展自主評(ping)價(jia)工(gong)作(zuo)(zuo),《通知(zhi)》還提出,加強企(qi)(qi)業(ye)(ye)評(ping)價(jia)基礎(chu)能力建設,發揮已有職業(ye)(ye)技(ji)(ji)能鑒定(ding)技(ji)(ji)術優(you)(you)勢和組織(zhi)優(you)(you)勢,依(yi)托設在企(qi)(qi)業(ye)(ye)的職業(ye)(ye)技(ji)(ji)能鑒定(ding)所站、高技(ji)(ji)能人(ren)(ren)(ren)才培(pei)訓基地和技(ji)(ji)能大師工(gong)作(zuo)(zuo)室(shi)等(deng)組織(zhi)開(kai)(kai)展評(ping)價(jia)工(gong)作(zuo)(zuo)。鼓勵(li)備(bei)案企(qi)(qi)業(ye)(ye)申請為社會(hui)培(pei)訓評(ping)價(jia)組織(zhi),為其(qi)它(ta)中(zhong)小企(qi)(qi)業(ye)(ye)和社會(hui)人(ren)(ren)(ren)員提供(gong)人(ren)(ren)(ren)才評(ping)價(jia)服務。深(shen)化(hua)產教融合(he)、企(qi)(qi)校合(he)作(zuo)(zuo),支持企(qi)(qi)業(ye)(ye)為院校學(xue)生提供(gong)人(ren)(ren)(ren)才評(ping)價(jia)服務,引導(dao)院校科學(xue)合(he)理設置專業(ye)(ye)和課程(cheng)。
問:如何組織實施?
答:一是加(jia)強組(zu)織(zhi)領導。要(yao)牢(lao)固樹立為(wei)企(qi)業服(fu)務(wu)(wu)的(de)意識,支持企(qi)業開展技能人才評價(jia)。健全(quan)工(gong)作(zuo)(zuo)(zuo)機制(zhi),完(wan)善工(gong)作(zuo)(zuo)(zuo)規程(cheng)(cheng),指導企(qi)業制(zhi)定工(gong)作(zuo)(zuo)(zuo)方案,優化服(fu)務(wu)(wu)流程(cheng)(cheng),簡(jian)化工(gong)作(zuo)(zuo)(zuo)程(cheng)(cheng)序,采(cai)取上(shang)門(men)服(fu)務(wu)(wu)、現(xian)場(chang)集中辦理(li)、網上(shang)申報、告知承諾、網絡核驗等方式,積極做好評價(jia)備案服(fu)務(wu)(wu)工(gong)作(zuo)(zuo)(zuo)。加快工(gong)作(zuo)(zuo)(zuo)進度(du),定期調(diao)度(du)工(gong)作(zuo)(zuo)(zuo)進展情(qing)況,及時研(yan)究解決工(gong)作(zuo)(zuo)(zuo)中出現(xian)的(de)新(xin)情(qing)況新(xin)問(wen)題。
二是(shi)強化質量督導。按照(zhao)屬地原則(ze),加(jia)強對本地區企業(ye)(ye)技(ji)能人才(cai)評(ping)價工作(zuo)質量督導,建(jian)立評(ping)價質量信(xin)用(yong)評(ping)估機制(zhi),動態公(gong)(gong)布評(ping)估結果。建(jian)立信(xin)息(xi)互(hu)通、結果互(hu)認(ren)機制(zhi),企業(ye)(ye)所在地人力資源(yuan)社(she)會(hui)保(bao)障部(bu)門要加(jia)強與(yu)企業(ye)(ye)子公(gong)(gong)司所在地人力資源(yuan)社(she)會(hui)保(bao)障部(bu)門的溝通銜接。
三是做好服(fu)務保障。人力(li)資(zi)源社會(hui)保(bao)障(zhang)部門(men)要(yao)(yao)(yao)加強(qiang)信(xin)息化建(jian)設,向(xiang)社會(hui)提供(gong)證(zheng)書(shu)信(xin)息查詢(xun)服務。企業(ye)(ye)(ye)按規定頒發的職(zhi)業(ye)(ye)(ye)技(ji)能等(deng)級(ji)證(zheng)書(shu),納入各級(ji)人力(li)資(zi)源社會(hui)保(bao)障(zhang)部門(men)建(jian)設的證(zheng)書(shu)查詢(xun)系統,向(xiang)社會(hui)公開。人力(li)資(zi)源社會(hui)保(bao)障(zhang)部門(men)要(yao)(yao)(yao)將取得職(zhi)業(ye)(ye)(ye)技(ji)能等(deng)級(ji)證(zheng)書(shu)的人員納入人才(cai)統計范圍,并按規定落實相應(ying)人才(cai)政策。大力(li)宣傳企業(ye)(ye)(ye)技(ji)能人才(cai)評(ping)價工作的重要(yao)(yao)(yao)意義、主要(yao)(yao)(yao)舉措和(he)經(jing)驗成(cheng)效,營造關心(xin)、支持(chi)技(ji)能人才(cai)評(ping)價制(zhi)度改革和(he)技(ji)能人才(cai)成(cheng)長成(cheng)才(cai)的良(liang)好社會(hui)氛圍。
