日前,人力(li)(li)資源(yuan)社會保障(zhang)部制定(ding)出臺《關(guan)于支(zhi)持企業大力(li)(li)開展技能人才評價(jia)工作的(de)通知》(以下(xia)簡稱《通知》)。記者就有關(guan)問題采訪(fang)了人社部有關(guan)負責(ze)同志。
問:《通(tong)知(zhi)》出臺(tai)的背景(jing)和意義是什么(me)?
答(da):2019年9月,習近平總書(shu)記對(dui)技(ji)能(neng)(neng)人才(cai)工作作出重(zhong)要指示,強調要健全技(ji)能(neng)(neng)人才(cai)培養(yang)、使用(yong)、評價、激(ji)勵制度。技(ji)能(neng)(neng)人才(cai)評價是技(ji)能(neng)(neng)人才(cai)工作的重(zhong)要組(zu)成(cheng)部分(fen),我國先(xian)后(hou)通過推行工人技(ji)術等級考(kao)核(he)、職業資(zi)格等制度對(dui)勞動者實施職業技(ji)能(neng)(neng)考(kao)核(he)評價。
2019年(nian)12月,國(guo)務(wu)(wu)院常(chang)務(wu)(wu)會(hui)議決定,分步取(qu)消水(shui)平(ping)評價類技(ji)能人員職(zhi)(zhi)業(ye)(ye)資(zi)格(ge)(ge),推行(xing)社會(hui)化(hua)職(zhi)(zhi)業(ye)(ye)技(ji)能等級認定。按照黨中(zhong)央、國(guo)務(wu)(wu)院“放管服”改革要求,加快政(zheng)府職(zhi)(zhi)能轉(zhuan)變(bian),充分發揮市(shi)場在資(zi)源(yuan)配(pei)置中(zhong)的決定性作用,激發市(shi)場主體活力,人力資(zi)源(yuan)社會(hui)保障部于今(jin)年(nian)7月明確(que)提出水(shui)平(ping)評價類技(ji)能人員職(zhi)(zhi)業(ye)(ye)資(zi)格(ge)(ge)退出國(guo)家職(zhi)(zhi)業(ye)(ye)資(zi)格(ge)(ge)目(mu)錄時間表,并就退出目(mu)錄后續有關工(gong)作作出安排。
針對水平評(ping)價(jia)類技(ji)能(neng)人(ren)員職業資(zi)格退出國(guo)家(jia)職業資(zi)格目錄(lu)后(hou)技(ji)能(neng)人(ren)才(cai)評(ping)價(jia)載(zai)體(ti)缺(que)失(shi)等(deng)問(wen)題,我部(bu)于2018年底(di)啟動(dong)(dong)企業職業技(ji)能(neng)等(deng)級認定(ding)工作試點,2019年繼續(xu)擴大(da)試點范(fan)圍,并逐步在(zai)全國(guo)推開。試點工作取得明(ming)顯成(cheng)效,得到了用(yong)人(ren)企業和廣大(da)技(ji)能(neng)勞動(dong)(dong)者的普遍(bian)認同。因此,加快推動(dong)(dong)建立以市(shi)場(chang)為導向、以企業等(deng)用(yong)人(ren)單位為主體(ti)、以職業技(ji)能(neng)等(deng)級認定(ding)為主要方式的技(ji)能(neng)人(ren)才(cai)評(ping)價(jia)制度,解決(jue)職業資(zi)格制度改革(ge)后(hou)技(ji)能(neng)人(ren)才(cai)評(ping)價(jia)載(zai)體(ti)缺(que)失(shi)、評(ping)價(jia)工作急需跟進等(deng)問(wen)題,已(yi)具有較好的實踐基礎(chu)。
開展(zhan)(zhan)企業技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia),其主(zhu)要意(yi)義包(bao)括:一是有利于(yu)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)培養(yang)。評(ping)(ping)價(jia)對加強技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)隊(dui)伍建設具有導向作用,通過評(ping)(ping)價(jia),可以引導加強企業職工(gong)職業技(ji)(ji)能(neng)(neng)(neng)(neng)培訓,發展(zhan)(zhan)技(ji)(ji)工(gong)教(jiao)(jiao)育(yu),促進高質量就業,推(tui)動(dong)(dong)產業轉型升級。二是有利于(yu)建立技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)成(cheng)長體系。通過評(ping)(ping)價(jia),暢通技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)成(cheng)長通道,加強人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)激(ji)勵(li),提(ti)高人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)待遇和地(di)位,形成(cheng)人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)渴望成(cheng)才(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)努力成(cheng)才(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)皆(jie)可成(cheng)才(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)(ren)(ren)人(ren)(ren)(ren)(ren)(ren)盡(jin)展(zhan)(zhan)其才(cai)(cai)(cai)(cai)(cai)(cai)的(de)(de)良好局面(mian)。三是有利于(yu)推(tui)動(dong)(dong)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)改革。人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)改革的(de)(de)重點是,促進評(ping)(ping)價(jia)與使用結(jie)合,推(tui)動(dong)(dong)企校合作、產教(jiao)(jiao)融合。同時,受新冠(guan)肺炎(yan)疫情等影(ying)響,大(da)規模的(de)(de)公共活動(dong)(dong)受到一定程度的(de)(de)限(xian)制,鼓勵(li)企業自主(zhu)開展(zhan)(zhan)技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)活動(dong)(dong),改變技(ji)(ji)能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)的(de)(de)評(ping)(ping)價(jia)模式,也(ye)勢在必行。
問:《通知(zhi)》有哪些(xie)政策(ce)突破或(huo)政策(ce)亮(liang)點?
答:《通知(zhi)》最大的亮點(dian)就是“自(zi)主(zhu)”。《通知(zhi)》比較系統(tong)地明確(que)了企業(ye)在開(kai)展(zhan)技(ji)(ji)能(neng)人才評價(jia)工(gong)作中的自(zi)主(zhu)權,包括(kuo)自(zi)主(zhu)確(que)定評價(jia)范(fan)圍、自(zi)主(zhu)設(she)置職(zhi)業(ye)技(ji)(ji)能(neng)等級、依托企業(ye)開(kai)發(fa)評價(jia)標(biao)準規范(fan)、自(zi)主(zhu)運用評價(jia)方法、開(kai)展(zhan)職(zhi)業(ye)技(ji)(ji)能(neng)競賽評價(jia)、貫通企業(ye)技(ji)(ji)能(neng)人才職(zhi)業(ye)發(fa)展(zhan)等。
一是企業(ye)自主確(que)定(ding)評價(jia)職業(ye)(工種)范圍。企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)可(ke)結合(he)生產經營(ying)主(zhu)業(ye)(ye)(ye)(ye)(ye),依據國家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)分(fen)類大(da)(da)典(dian)和新(xin)(xin)(xin)發布的(de)(de)(de)(de)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工(gong)種(zhong)(zhong)),自主(zhu)確定評價(jia)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工(gong)種(zhong)(zhong))范(fan)圍。對(dui)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)分(fen)類大(da)(da)典(dian)未列入但企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)生產經營(ying)中(zhong)實際存在(zai)的(de)(de)(de)(de)技(ji)能崗位(wei)(wei),可(ke)按照相(xiang)鄰相(xiang)近(jin)原則(ze)對(dui)應(ying)到職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)分(fen)類大(da)(da)典(dian)內職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(工(gong)種(zhong)(zhong))實施評價(jia)。支持企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)參與(yu)新(xin)(xin)(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)開(kai)發工(gong)作,推動較為成(cheng)熟的(de)(de)(de)(de)技(ji)能崗位(wei)(wei)納入國家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)分(fen)類體系。如(ru)石化(hua)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)將未列入職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)分(fen)類大(da)(da)典(dian)的(de)(de)(de)(de)“鉆井(jing)地質工(gong)”,按大(da)(da)典(dian)中(zhong)的(de)(de)(de)(de)“鉆井(jing)工(gong)”職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye),結合(he)實際崗位(wei)(wei)要求,對(dui)職(zhi)(zhi)(zhi)(zhi)工(gong)開(kai)展技(ji)能評價(jia)。有些企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)參與(yu)了新(xin)(xin)(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)征(zheng)集工(gong)作,將“裝配式建筑施工(gong)員”申報確認為新(xin)(xin)(xin)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye),為新(xin)(xin)(xin)技(ji)能崗位(wei)(wei)職(zhi)(zhi)(zhi)(zhi)工(gong)提供了評價(jia)基礎(chu)。
二是自主(zhu)設(she)置(zhi)職業技能等級。企(qi)(qi)業(ye)(ye)可(ke)以國家職業(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)標準(zhun)設置(zhi)的(de)五級(ji)(初級(ji)工)、四級(ji)(中(zhong)級(ji)工)、三級(ji)(高級(ji)工)、二(er)級(ji)(技(ji)(ji)(ji)(ji)師(shi))和一級(ji)(高級(ji)技(ji)(ji)(ji)(ji)師(shi))為(wei)基礎,自(zi)主設置(zhi)職業(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)崗(gang)位(wei)等(deng)級(ji),形成(cheng)具有(you)自(zi)身(shen)特(te)(te)色的(de)評價(jia)等(deng)級(ji)結構,建立(li)技(ji)(ji)(ji)(ji)能(neng)人才成(cheng)長通道。企(qi)(qi)業(ye)(ye)可(ke)設置(zhi)學(xue)徒工、特(te)(te)級(ji)技(ji)(ji)(ji)(ji)師(shi)、首(shou)席(xi)技(ji)(ji)(ji)(ji)師(shi)等(deng)崗(gang)位(wei)等(deng)級(ji),并明確其(qi)(qi)與(yu)國家職業(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)標準(zhun)相應技(ji)(ji)(ji)(ji)能(neng)等(deng)級(ji)之(zhi)間的(de)對應關系。比如,有(you)的(de)企(qi)(qi)業(ye)(ye)在高級(ji)技(ji)(ji)(ji)(ji)師(shi)之(zhi)上設置(zhi)了特(te)(te)級(ji)技(ji)(ji)(ji)(ji)師(shi)、首(shou)席(xi)技(ji)(ji)(ji)(ji)師(shi)等(deng)崗(gang)位(wei),與(yu)國家職業(ye)(ye)技(ji)(ji)(ji)(ji)能(neng)標準(zhun)中(zhong)的(de)高級(ji)技(ji)(ji)(ji)(ji)師(shi)相對應,享(xiang)受政府人才政策。企(qi)(qi)業(ye)(ye)還可(ke)在技(ji)(ji)(ji)(ji)能(neng)等(deng)級(ji)內(nei)細分層級(ji),以“技(ji)(ji)(ji)(ji)師(shi)”為(wei)例,有(you)的(de)企(qi)(qi)業(ye)(ye)將其(qi)(qi)分為(wei)一級(ji)技(ji)(ji)(ji)(ji)師(shi)、二(er)級(ji)技(ji)(ji)(ji)(ji)師(shi)等(deng)。
三是自主(zhu)開發評價(jia)標準規范。適應(ying)產(chan)業(ye)(ye)發(fa)展和(he)技(ji)(ji)術(shu)變革需(xu)求,發(fa)揮企(qi)業(ye)(ye)技(ji)(ji)術(shu)優勢開(kai)發(fa)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準或評(ping)(ping)價(jia)(jia)規(gui)范(fan)(fan),建立科學合理(li)、符合生產(chan)實際的(de)(de)評(ping)(ping)價(jia)(jia)標準體系。企(qi)業(ye)(ye)可(ke)根據(ju)相應(ying)的(de)(de)國(guo)(guo)家(jia)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準,結合企(qi)業(ye)(ye)工種(崗位)特殊要求,對(dui)職(zhi)業(ye)(ye)功能(neng)(neng)(neng)(neng)、工作(zuo)內容、技(ji)(ji)能(neng)(neng)(neng)(neng)要求和(he)申報條件(jian)等進行適當調整(zheng),原則上不(bu)低于(yu)國(guo)(guo)家(jia)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準要求。無相應(ying)國(guo)(guo)家(jia)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準的(de)(de),企(qi)業(ye)(ye)可(ke)參照(zhao)《國(guo)(guo)家(jia)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準編(bian)制(zhi)技(ji)(ji)術(shu)規(gui)程(cheng)(cheng)(cheng)》,自主開(kai)發(fa)制(zhi)定(ding)企(qi)業(ye)(ye)評(ping)(ping)價(jia)(jia)規(gui)范(fan)(fan)。支持較(jiao)為成(cheng)熟和(he)影響較(jiao)大的(de)(de)企(qi)業(ye)(ye)評(ping)(ping)價(jia)(jia)規(gui)范(fan)(fan),按程(cheng)(cheng)(cheng)序(xu)申報國(guo)(guo)家(jia)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準。如有的(de)(de)平(ping)臺企(qi)業(ye)(ye)參照(zhao)《國(guo)(guo)家(jia)職(zhi)業(ye)(ye)技(ji)(ji)能(neng)(neng)(neng)(neng)標準編(bian)制(zhi)技(ji)(ji)術(shu)規(gui)程(cheng)(cheng)(cheng)(2018年(nian)版)》開(kai)發(fa)了“網約(yue)配送員”“互(hu)聯網營銷師”等企(qi)業(ye)(ye)評(ping)(ping)價(jia)(jia)規(gui)范(fan)(fan),據(ju)此(ci)對(dui)職(zhi)工開(kai)展技(ji)(ji)能(neng)(neng)(neng)(neng)評(ping)(ping)價(jia)(jia)。
四(si)是(shi)自主(zhu)運用評價方法。建立以職業能(neng)(neng)(neng)(neng)力(li)為(wei)導向(xiang)、以工作業績為(wei)重點(dian)(dian)、注重工匠精神和(he)職業道德(de)(de)養成(cheng)的(de)(de)技能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)評價(jia)體系。堅持把品(pin)德(de)(de)作為(wei)評價(jia)的(de)(de)首要內容,重點(dian)(dian)考(kao)察勞動者執行(xing)操作規程(cheng)、進行(xing)安(an)全生(sheng)產(chan)、解決(jue)生(sheng)產(chan)問題(ti)和(he)完成(cheng)工作任務的(de)(de)能(neng)(neng)(neng)(neng)力(li),并注重考(kao)核(he)崗位工作績效,強(qiang)化(hua)(hua)生(sheng)產(chan)服務結(jie)果、創新成(cheng)果和(he)實(shi)際貢(gong)獻。要把技能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)評價(jia)工作融入日常生(sheng)產(chan)經營活動過程(cheng)中,靈(ling)活運用過程(cheng)化(hua)(hua)考(kao)核(he)、模塊化(hua)(hua)考(kao)核(he)和(he)業績評審、直(zhi)接認定(ding)(ding)(ding)等多種方式。探索利(li)用現(xian)代信息技術(shu),創新技能(neng)(neng)(neng)(neng)評價(jia)方式。目前,各地在(zai)實(shi)施企業技能(neng)(neng)(neng)(neng)人(ren)(ren)才(cai)自主評價(jia)時,除傳(chuan)統的(de)(de)理論知識(shi)+技能(neng)(neng)(neng)(neng)操作考(kao)核(he)方式外,鼓勵支(zhi)持企業以業績評定(ding)(ding)(ding)、現(xian)場(chang)作業評定(ding)(ding)(ding)等方式進行(xing)技能(neng)(neng)(neng)(neng)水(shui)平認定(ding)(ding)(ding)。
五是開(kai)展(zhan)職業技能競(jing)賽評(ping)價。發揮以賽(sai)(sai)促訓(xun)、以賽(sai)(sai)促評(ping)(ping)作用,將職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競賽(sai)(sai)作為技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)(ren)才(cai)評(ping)(ping)價的重要方式之(zhi)一,促進(jin)評(ping)(ping)價工作公開公平(ping)公正(zheng)。鼓勵企(qi)業(ye)(ye)(ye)按(an)照國家職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)標(biao)準和行業(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)評(ping)(ping)價規(gui)范要求(qiu),大(da)力開展(zhan)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競賽(sai)(sai)、崗(gang)位練兵(bing)、技(ji)(ji)(ji)術比(bi)武等(deng)活(huo)動,并將競賽(sai)(sai)結(jie)果與職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)認(ren)定(ding)相(xiang)銜接。支持企(qi)業(ye)(ye)(ye)職(zhi)工參加(jia)各(ge)級(ji)(ji)各(ge)類(lei)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競賽(sai)(sai),對在(zai)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競賽(sai)(sai)中取得優(you)異成績的人(ren)(ren)(ren)員(yuan),可按(an)規(gui)定(ding)晉升(sheng)相(xiang)應職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)。比(bi)如,對國家級(ji)(ji)一類(lei)職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競賽(sai)(sai)各(ge)職(zhi)業(ye)(ye)(ye)(工種)決賽(sai)(sai)單人(ren)(ren)(ren)賽(sai)(sai)項獲(huo)前(qian)(qian)(qian)5名、雙人(ren)(ren)(ren)賽(sai)(sai)項獲(huo)前(qian)(qian)(qian)3名、三(san)人(ren)(ren)(ren)賽(sai)(sai)項獲(huo)前(qian)(qian)(qian)2名的選手,可直接晉升(sheng)技(ji)(ji)(ji)師(shi)(shi)職(zhi)業(ye)(ye)(ye)資格(ge)(ge)或職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji),已具有(you)技(ji)(ji)(ji)師(shi)(shi)職(zhi)業(ye)(ye)(ye)資格(ge)(ge)或職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)的,可晉升(sheng)高級(ji)(ji)技(ji)(ji)(ji)師(shi)(shi)職(zhi)業(ye)(ye)(ye)資格(ge)(ge)或職(zhi)業(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等(deng)級(ji)(ji)。

為支(zhi)持企(qi)業(ye)開展自主(zhu)評價(jia)工(gong)作(zuo),《通知》還提(ti)出,加強企(qi)業(ye)評價(jia)基(ji)礎能(neng)力建設(she)(she),發揮已有職業(ye)技(ji)能(neng)鑒定技(ji)術優(you)勢和(he)組織優(you)勢,依托設(she)(she)在企(qi)業(ye)的職業(ye)技(ji)能(neng)鑒定所(suo)站(zhan)、高技(ji)能(neng)人才培訓基(ji)地和(he)技(ji)能(neng)大師(shi)工(gong)作(zuo)室等(deng)組織開展評價(jia)工(gong)作(zuo)。鼓勵備案企(qi)業(ye)申請為社(she)會(hui)培訓評價(jia)組織,為其它中(zhong)小企(qi)業(ye)和(he)社(she)會(hui)人員提(ti)供(gong)人才評價(jia)服(fu)務。深化產教(jiao)融合、企(qi)校(xiao)合作(zuo),支(zhi)持企(qi)業(ye)為院(yuan)(yuan)校(xiao)學生提(ti)供(gong)人才評價(jia)服(fu)務,引導院(yuan)(yuan)校(xiao)科學合理設(she)(she)置專業(ye)和(he)課程(cheng)。
問:如何組織實施(shi)?
答:一是加強組織領(ling)導。要(yao)牢固(gu)樹立為企業服(fu)務的意識,支持企業開展(zhan)技能人(ren)才評(ping)價。健全工(gong)(gong)(gong)作(zuo)(zuo)(zuo)機(ji)制(zhi)(zhi),完善(shan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)規程,指導企業制(zhi)(zhi)定(ding)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)方(fang)案(an),優(you)化服(fu)務流程,簡化工(gong)(gong)(gong)作(zuo)(zuo)(zuo)程序,采取上門服(fu)務、現場集(ji)中(zhong)辦理、網上申報、告知承諾、網絡核驗等方(fang)式,積(ji)極做好評(ping)價備案(an)服(fu)務工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。加快工(gong)(gong)(gong)作(zuo)(zuo)(zuo)進度(du),定(ding)期(qi)調度(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)進展(zhan)情況(kuang),及(ji)時(shi)研(yan)究(jiu)解決工(gong)(gong)(gong)作(zuo)(zuo)(zuo)中(zhong)出現的新情況(kuang)新問(wen)題。
二是強化(hua)質量(liang)督導。按(an)照屬地原(yuan)則,加強對(dui)本(ben)地區企(qi)業(ye)技(ji)能(neng)人才評(ping)價工(gong)作質量(liang)督導,建(jian)立評(ping)價質量(liang)信(xin)(xin)用(yong)評(ping)估機制,動態公布評(ping)估結果(guo)。建(jian)立信(xin)(xin)息互通、結果(guo)互認機制,企(qi)業(ye)所在(zai)地人力資(zi)源(yuan)社會保(bao)障部門要加強與企(qi)業(ye)子公司所在(zai)地人力資(zi)源(yuan)社會保(bao)障部門的(de)溝通銜接(jie)。
三(san)是做(zuo)好服務保障(zhang)。人(ren)(ren)力(li)資(zi)源(yuan)(yuan)社(she)會(hui)保(bao)障部(bu)門(men)要(yao)加強信息化建(jian)設(she),向(xiang)社(she)會(hui)提(ti)供證書信息查詢服務。企業按規(gui)定(ding)頒(ban)發(fa)的職(zhi)業技(ji)能(neng)等級(ji)證書,納入各級(ji)人(ren)(ren)力(li)資(zi)源(yuan)(yuan)社(she)會(hui)保(bao)障部(bu)門(men)建(jian)設(she)的證書查詢系(xi)統,向(xiang)社(she)會(hui)公開。人(ren)(ren)力(li)資(zi)源(yuan)(yuan)社(she)會(hui)保(bao)障部(bu)門(men)要(yao)將取得職(zhi)業技(ji)能(neng)等級(ji)證書的人(ren)(ren)員納入人(ren)(ren)才(cai)(cai)(cai)統計范圍,并(bing)按規(gui)定(ding)落(luo)實(shi)相應(ying)人(ren)(ren)才(cai)(cai)(cai)政(zheng)策。大(da)力(li)宣(xuan)傳企業技(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)工作的重要(yao)意義、主要(yao)舉措和經(jing)驗成(cheng)效(xiao),營造(zao)關(guan)心、支持技(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)評(ping)價(jia)制度改革和技(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)成(cheng)長(chang)成(cheng)才(cai)(cai)(cai)的良好社(she)會(hui)氛圍。
