評價工作的通知(zhi)》答(da)記者問
日(ri)前(qian),人力資源(yuan)社(she)會保障部制定出臺《關于支(zhi)持企業大力開(kai)展(zhan)技能人才評價工作的通知(zhi)》(以下(xia)簡稱《通知(zhi)》)。記(ji)者就(jiu)有(you)關問題(ti)采訪了人社(she)部有(you)關負責同志。
問:《通知》出臺的背景和意義是什么?
答:2019年9月,習近(jin)平總書記對技(ji)能人才工(gong)作作出重要指示,強(qiang)調(diao)要健全(quan)技(ji)能人才培(pei)養、使用、評價(jia)(jia)、激(ji)勵制(zhi)度。技(ji)能人才評價(jia)(jia)是(shi)技(ji)能人才工(gong)作的重要組成部分,我國(guo)先后(hou)通過推行工(gong)人技(ji)術等(deng)級(ji)考(kao)核、職業資格等(deng)制(zhi)度對勞動者(zhe)實施(shi)職業技(ji)能考(kao)核評價(jia)(jia)。
2019年12月,國(guo)務(wu)院(yuan)常務(wu)會議決定(ding)(ding),分(fen)步取消水平評價(jia)類(lei)(lei)技(ji)能(neng)人員職(zhi)業資格,推行(xing)社(she)會化職(zhi)業技(ji)能(neng)等級認定(ding)(ding)。按照黨中央、國(guo)務(wu)院(yuan)“放管服”改革要求(qiu),加快(kuai)政(zheng)府職(zhi)能(neng)轉變,充分(fen)發揮市場(chang)(chang)在資源配置中的(de)決定(ding)(ding)性作用,激(ji)發市場(chang)(chang)主(zhu)體(ti)活力,人力資源社(she)會保障(zhang)部于今年7月明確提出水平評價(jia)類(lei)(lei)技(ji)能(neng)人員職(zhi)業資格退(tui)出國(guo)家職(zhi)業資格目錄時間(jian)表,并就退(tui)出目錄后續有關工(gong)作作出安(an)排。
針對水平評(ping)價(jia)(jia)類(lei)技(ji)能人員職(zhi)(zhi)業(ye)(ye)(ye)(ye)資(zi)格(ge)退(tui)出國家職(zhi)(zhi)業(ye)(ye)(ye)(ye)資(zi)格(ge)目錄后技(ji)能人才(cai)評(ping)價(jia)(jia)載體(ti)缺失等(deng)問(wen)題(ti),我(wo)部于2018年(nian)底啟動(dong)企(qi)業(ye)(ye)(ye)(ye)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能等(deng)級認定工作試點(dian),2019年(nian)繼(ji)續(xu)擴大試點(dian)范圍,并逐(zhu)步(bu)在(zai)全國推(tui)開。試點(dian)工作取得明顯成效(xiao),得到(dao)了用人企(qi)業(ye)(ye)(ye)(ye)和(he)廣大技(ji)能勞動(dong)者的普遍認同。因(yin)此,加快推(tui)動(dong)建(jian)立(li)以市場為(wei)(wei)導向、以企(qi)業(ye)(ye)(ye)(ye)等(deng)用人單(dan)位為(wei)(wei)主體(ti)、以職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能等(deng)級認定為(wei)(wei)主要(yao)方式的技(ji)能人才(cai)評(ping)價(jia)(jia)制(zhi)度(du),解(jie)決職(zhi)(zhi)業(ye)(ye)(ye)(ye)資(zi)格(ge)制(zhi)度(du)改(gai)革后技(ji)能人才(cai)評(ping)價(jia)(jia)載體(ti)缺失、評(ping)價(jia)(jia)工作急需跟(gen)進等(deng)問(wen)題(ti),已具(ju)有(you)較好的實踐(jian)基礎。
開(kai)展(zhan)企業(ye)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia),其主(zhu)(zhu)要(yao)意義包括(kuo):一(yi)是有(you)利于(yu)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)培養。評(ping)(ping)價(jia)(jia)(jia)對加(jia)強技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)隊伍(wu)建設具有(you)導(dao)向作(zuo)用,通(tong)過評(ping)(ping)價(jia)(jia)(jia),可(ke)以(yi)引導(dao)加(jia)強企業(ye)職工職業(ye)技能(neng)(neng)(neng)(neng)培訓,發展(zhan)技工教育,促進高質(zhi)量就業(ye),推(tui)動產(chan)業(ye)轉型升(sheng)級。二是有(you)利于(yu)建立技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)成長體(ti)系。通(tong)過評(ping)(ping)價(jia)(jia)(jia),暢通(tong)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)成長通(tong)道,加(jia)強人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)激勵(li),提高人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)待(dai)遇和地位,形成人(ren)(ren)(ren)人(ren)(ren)(ren)渴望成才(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)努力成才(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)皆可(ke)成才(cai)(cai)(cai)(cai)(cai)(cai)、人(ren)(ren)(ren)人(ren)(ren)(ren)盡展(zhan)其才(cai)(cai)(cai)(cai)(cai)(cai)的良好局面。三是有(you)利于(yu)推(tui)動技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)改(gai)革。人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)改(gai)革的重點是,促進評(ping)(ping)價(jia)(jia)(jia)與使用結合(he),推(tui)動企校(xiao)合(he)作(zuo)、產(chan)教融合(he)。同(tong)時(shi),受新冠(guan)肺炎(yan)疫情(qing)等(deng)影響,大規模(mo)(mo)的公(gong)共活動受到一(yi)定程度(du)的限制,鼓(gu)勵(li)企業(ye)自主(zhu)(zhu)開(kai)展(zhan)技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評(ping)(ping)價(jia)(jia)(jia)活動,改(gai)變技能(neng)(neng)(neng)(neng)人(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)的評(ping)(ping)價(jia)(jia)(jia)模(mo)(mo)式,也勢在必(bi)行。
問(wen):《通(tong)知》有哪些政策突破或政策亮點?
答(da):《通(tong)知(zhi)》最大的亮點(dian)就是“自主(zhu)(zhu)”。《通(tong)知(zhi)》比較系統地明確(que)了企業(ye)(ye)在開(kai)展技(ji)能人才評(ping)(ping)價(jia)(jia)工作(zuo)中的自主(zhu)(zhu)權,包(bao)括自主(zhu)(zhu)確(que)定評(ping)(ping)價(jia)(jia)范(fan)圍、自主(zhu)(zhu)設置職業(ye)(ye)技(ji)能等級、依托企業(ye)(ye)開(kai)發評(ping)(ping)價(jia)(jia)標(biao)準規范(fan)、自主(zhu)(zhu)運用(yong)評(ping)(ping)價(jia)(jia)方法(fa)、開(kai)展職業(ye)(ye)技(ji)能競(jing)賽評(ping)(ping)價(jia)(jia)、貫(guan)通(tong)企業(ye)(ye)技(ji)能人才職業(ye)(ye)發展等。
一是(shi)企業自主確定評價職業(工種(zhong))范(fan)圍。企業(ye)(ye)(ye)可(ke)結合生(sheng)產經營主業(ye)(ye)(ye),依據(ju)國(guo)家職(zhi)(zhi)(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)和新(xin)發布的職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(工(gong)(gong)種),自主確定評(ping)價(jia)(jia)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(工(gong)(gong)種)范圍。對職(zhi)(zhi)(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)未列(lie)入(ru)但企業(ye)(ye)(ye)生(sheng)產經營中(zhong)實際存在(zai)的技能(neng)崗(gang)位,可(ke)按照相(xiang)(xiang)鄰相(xiang)(xiang)近原則對應到職(zhi)(zhi)(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)內職(zhi)(zhi)(zhi)業(ye)(ye)(ye)(工(gong)(gong)種)實施評(ping)價(jia)(jia)。支(zhi)持企業(ye)(ye)(ye)參與新(xin)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)開發工(gong)(gong)作,推動(dong)較為成熟的技能(neng)崗(gang)位納(na)入(ru)國(guo)家職(zhi)(zhi)(zhi)業(ye)(ye)(ye)分類體系。如石(shi)化(hua)企業(ye)(ye)(ye)將(jiang)未列(lie)入(ru)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)分類大(da)典(dian)(dian)的“鉆(zhan)井地質工(gong)(gong)”,按大(da)典(dian)(dian)中(zhong)的“鉆(zhan)井工(gong)(gong)”職(zhi)(zhi)(zhi)業(ye)(ye)(ye),結合實際崗(gang)位要(yao)求,對職(zhi)(zhi)(zhi)工(gong)(gong)開展技能(neng)評(ping)價(jia)(jia)。有些企業(ye)(ye)(ye)參與了新(xin)職(zhi)(zhi)(zhi)業(ye)(ye)(ye)征集工(gong)(gong)作,將(jiang)“裝(zhuang)配式建筑(zhu)施工(gong)(gong)員”申(shen)報確認為新(xin)職(zhi)(zhi)(zhi)業(ye)(ye)(ye),為新(xin)技能(neng)崗(gang)位職(zhi)(zhi)(zhi)工(gong)(gong)提(ti)供了評(ping)價(jia)(jia)基礎。
二是自(zi)主設置職業技能(neng)等級。企(qi)(qi)業可(ke)(ke)以國家職業技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)設(she)置(zhi)的五級(ji)(ji)(ji)(初級(ji)(ji)(ji)工(gong)(gong))、四級(ji)(ji)(ji)(中級(ji)(ji)(ji)工(gong)(gong))、三級(ji)(ji)(ji)(高級(ji)(ji)(ji)工(gong)(gong))、二級(ji)(ji)(ji)(技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi))和一級(ji)(ji)(ji)(高級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi))為基礎,自主設(she)置(zhi)職業技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)崗位(wei)等(deng)(deng)級(ji)(ji)(ji),形(xing)成(cheng)具(ju)有自身特色的評價等(deng)(deng)級(ji)(ji)(ji)結構,建立技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)才成(cheng)長通(tong)道。企(qi)(qi)業可(ke)(ke)設(she)置(zhi)學徒(tu)工(gong)(gong)、特級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)等(deng)(deng)崗位(wei)等(deng)(deng)級(ji)(ji)(ji),并明(ming)確其(qi)(qi)與國家職業技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)相(xiang)(xiang)應(ying)技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji)(ji)(ji)之間(jian)的對應(ying)關(guan)系。比如,有的企(qi)(qi)業在高級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)之上設(she)置(zhi)了特級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)、首(shou)席技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)等(deng)(deng)崗位(wei),與國家職業技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標(biao)準(zhun)中的高級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)相(xiang)(xiang)對應(ying),享受政(zheng)府人(ren)才政(zheng)策。企(qi)(qi)業還可(ke)(ke)在技(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等(deng)(deng)級(ji)(ji)(ji)內細(xi)分層級(ji)(ji)(ji),以“技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)”為例,有的企(qi)(qi)業將(jiang)其(qi)(qi)分為一級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)、二級(ji)(ji)(ji)技(ji)(ji)(ji)(ji)師(shi)(shi)(shi)(shi)(shi)等(deng)(deng)。
三是自主開發評(ping)價標準規范(fan)。適(shi)應產(chan)業(ye)(ye)(ye)(ye)發(fa)展和(he)技(ji)(ji)術(shu)(shu)(shu)變革需求,發(fa)揮企業(ye)(ye)(ye)(ye)技(ji)(ji)術(shu)(shu)(shu)優勢(shi)開發(fa)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun)或評(ping)價(jia)規范,建立科學合(he)理、符(fu)合(he)生(sheng)產(chan)實際的(de)(de)評(ping)價(jia)標(biao)(biao)(biao)準(zhun)體系(xi)。企業(ye)(ye)(ye)(ye)可(ke)根(gen)據(ju)相應的(de)(de)國(guo)家(jia)(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun),結合(he)企業(ye)(ye)(ye)(ye)工(gong)種(崗位)特(te)殊要求,對職(zhi)(zhi)業(ye)(ye)(ye)(ye)功能(neng)、工(gong)作內容、技(ji)(ji)能(neng)要求和(he)申報條件等進行適(shi)當調(diao)整,原(yuan)則(ze)上不低于國(guo)家(jia)(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun)要求。無相應國(guo)家(jia)(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun)的(de)(de),企業(ye)(ye)(ye)(ye)可(ke)參照《國(guo)家(jia)(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun)編(bian)制(zhi)(zhi)技(ji)(ji)術(shu)(shu)(shu)規程(cheng)》,自主開發(fa)制(zhi)(zhi)定企業(ye)(ye)(ye)(ye)評(ping)價(jia)規范。支持較(jiao)為(wei)成熟和(he)影響較(jiao)大的(de)(de)企業(ye)(ye)(ye)(ye)評(ping)價(jia)規范,按(an)程(cheng)序申報國(guo)家(jia)(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun)。如有的(de)(de)平臺企業(ye)(ye)(ye)(ye)參照《國(guo)家(jia)(jia)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)能(neng)標(biao)(biao)(biao)準(zhun)編(bian)制(zhi)(zhi)技(ji)(ji)術(shu)(shu)(shu)規程(cheng)(2018年(nian)版)》開發(fa)了(le)“網約配(pei)送員”“互聯網營銷(xiao)師”等企業(ye)(ye)(ye)(ye)評(ping)價(jia)規范,據(ju)此對職(zhi)(zhi)工(gong)開展技(ji)(ji)能(neng)評(ping)價(jia)。
四是(shi)自主(zhu)運用評價方法(fa)。建立以職(zhi)業能(neng)(neng)(neng)力為導(dao)向、以工作(zuo)(zuo)(zuo)業績(ji)為重(zhong)點(dian)、注重(zhong)工匠精神和(he)職(zhi)業道德(de)養成的(de)(de)技(ji)(ji)能(neng)(neng)(neng)人才評(ping)(ping)(ping)(ping)(ping)價體系。堅持(chi)把品德(de)作(zuo)(zuo)(zuo)為評(ping)(ping)(ping)(ping)(ping)價的(de)(de)首要(yao)內容(rong),重(zhong)點(dian)考(kao)(kao)察勞(lao)動(dong)者執(zhi)行操作(zuo)(zuo)(zuo)規程(cheng)、進行安(an)全(quan)生產、解(jie)決生產問題(ti)和(he)完成工作(zuo)(zuo)(zuo)任務的(de)(de)能(neng)(neng)(neng)力,并注重(zhong)考(kao)(kao)核崗(gang)位工作(zuo)(zuo)(zuo)績(ji)效,強化(hua)生產服務結(jie)果、創新成果和(he)實際(ji)貢獻。要(yao)把技(ji)(ji)能(neng)(neng)(neng)人才評(ping)(ping)(ping)(ping)(ping)價工作(zuo)(zuo)(zuo)融(rong)入日常(chang)生產經營活動(dong)過(guo)程(cheng)中,靈(ling)活運(yun)用(yong)過(guo)程(cheng)化(hua)考(kao)(kao)核、模塊化(hua)考(kao)(kao)核和(he)業績(ji)評(ping)(ping)(ping)(ping)(ping)審(shen)、直接認(ren)定等多種方(fang)式。探(tan)索利用(yong)現(xian)(xian)代信(xin)息技(ji)(ji)術,創新技(ji)(ji)能(neng)(neng)(neng)評(ping)(ping)(ping)(ping)(ping)價方(fang)式。目前,各地在(zai)實施(shi)企(qi)業技(ji)(ji)能(neng)(neng)(neng)人才自(zi)主評(ping)(ping)(ping)(ping)(ping)價時(shi),除傳統(tong)的(de)(de)理論知識+技(ji)(ji)能(neng)(neng)(neng)操作(zuo)(zuo)(zuo)考(kao)(kao)核方(fang)式外,鼓(gu)勵支持(chi)企(qi)業以業績(ji)評(ping)(ping)(ping)(ping)(ping)定、現(xian)(xian)場作(zuo)(zuo)(zuo)業評(ping)(ping)(ping)(ping)(ping)定等方(fang)式進行技(ji)(ji)能(neng)(neng)(neng)水平認(ren)定。
五是開展(zhan)職業技能競賽評價。發揮以賽(sai)(sai)促(cu)訓、以賽(sai)(sai)促(cu)評(ping)作(zuo)(zuo)用(yong),將職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)作(zuo)(zuo)為技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)才評(ping)價的重(zhong)要方(fang)式之(zhi)一(yi),促(cu)進評(ping)價工作(zuo)(zuo)公(gong)開公(gong)平公(gong)正。鼓勵企業(ye)(ye)(ye)(ye)(ye)(ye)按照(zhao)國家職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)標準和行業(ye)(ye)(ye)(ye)(ye)(ye)企業(ye)(ye)(ye)(ye)(ye)(ye)評(ping)價規范要求,大(da)力(li)開展(zhan)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)、崗位練兵、技(ji)(ji)(ji)(ji)(ji)術(shu)比武等活動,并將競(jing)(jing)賽(sai)(sai)結果與職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等級(ji)認定(ding)相銜(xian)接。支持企業(ye)(ye)(ye)(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)工參加各(ge)(ge)(ge)級(ji)各(ge)(ge)(ge)類(lei)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai),對(dui)在職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)中取(qu)得優異成績的人(ren)(ren)員,可(ke)按規定(ding)晉升相應職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等級(ji)。比如,對(dui)國家級(ji)一(yi)類(lei)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)競(jing)(jing)賽(sai)(sai)各(ge)(ge)(ge)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(工種)決賽(sai)(sai)單人(ren)(ren)賽(sai)(sai)項(xiang)獲前(qian)5名(ming)(ming)、雙人(ren)(ren)賽(sai)(sai)項(xiang)獲前(qian)3名(ming)(ming)、三人(ren)(ren)賽(sai)(sai)項(xiang)獲前(qian)2名(ming)(ming)的選(xuan)手,可(ke)直接晉升技(ji)(ji)(ji)(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)格或(huo)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等級(ji),已具有技(ji)(ji)(ji)(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)格或(huo)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等級(ji)的,可(ke)晉升高級(ji)技(ji)(ji)(ji)(ji)(ji)師職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)資(zi)格或(huo)職(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)技(ji)(ji)(ji)(ji)(ji)能(neng)(neng)(neng)等級(ji)。
六是貫(guan)通企(qi)業技(ji)能人(ren)才職業發展(zhan)。適(shi)應人(ren)(ren)才(cai)(cai)(cai)融(rong)合(he)發(fa)(fa)展趨勢,建立(li)職業(ye)(ye)技(ji)(ji)能(neng)等級認定(ding)與專業(ye)(ye)技(ji)(ji)術(shu)(shu)職稱(cheng)評審貫(guan)通(tong)機制,破除身份、學(xue)歷、資歷等障礙,搭(da)建企業(ye)(ye)人(ren)(ren)才(cai)(cai)(cai)成長立(li)交橋。落實(shi)在(zai)工(gong)(gong)程(cheng)技(ji)(ji)術(shu)(shu)領(ling)(ling)域(yu)實(shi)現(xian)高技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)與工(gong)(gong)程(cheng)技(ji)(ji)術(shu)(shu)人(ren)(ren)才(cai)(cai)(cai)職業(ye)(ye)發(fa)(fa)展貫(guan)通(tong)的意見要(yao)求,逐步擴大貫(guan)通(tong)領(ling)(ling)域(yu),能(neng)擴盡擴,能(neng)融(rong)盡融(rong)。目(mu)前,部(bu)分地區(qu)根據(ju)實(shi)際情況制定(ding)工(gong)(gong)程(cheng)技(ji)(ji)術(shu)(shu)領(ling)(ling)域(yu)高技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)職業(ye)(ye)(工(gong)(gong)種)與專業(ye)(ye)技(ji)(ji)術(shu)(shu)人(ren)(ren)才(cai)(cai)(cai)職稱(cheng)專業(ye)(ye)對應參考目(mu)錄,推動(dong)工(gong)(gong)程(cheng)技(ji)(ji)術(shu)(shu)領(ling)(ling)域(yu)實(shi)現(xian)高技(ji)(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)與工(gong)(gong)程(cheng)技(ji)(ji)術(shu)(shu)人(ren)(ren)才(cai)(cai)(cai)職業(ye)(ye)發(fa)(fa)展貫(guan)通(tong),促進兩類人(ren)(ren)才(cai)(cai)(cai)深度融(rong)合(he)。
為(wei)(wei)(wei)支持(chi)企(qi)業(ye)(ye)(ye)開展自主評(ping)(ping)價(jia)(jia)工作,《通知》還提出,加強企(qi)業(ye)(ye)(ye)評(ping)(ping)價(jia)(jia)基礎能(neng)力建(jian)設,發揮(hui)已有職(zhi)業(ye)(ye)(ye)技(ji)能(neng)鑒定技(ji)術(shu)優(you)(you)勢和組織優(you)(you)勢,依托(tuo)設在企(qi)業(ye)(ye)(ye)的職(zhi)業(ye)(ye)(ye)技(ji)能(neng)鑒定所站、高技(ji)能(neng)人才培(pei)訓(xun)基地和技(ji)能(neng)大師(shi)工作室等(deng)組織開展評(ping)(ping)價(jia)(jia)工作。鼓勵備案企(qi)業(ye)(ye)(ye)申請為(wei)(wei)(wei)社會(hui)培(pei)訓(xun)評(ping)(ping)價(jia)(jia)組織,為(wei)(wei)(wei)其它(ta)中(zhong)小(xiao)企(qi)業(ye)(ye)(ye)和社會(hui)人員提供人才評(ping)(ping)價(jia)(jia)服務。深化產教融合(he)、企(qi)校(xiao)合(he)作,支持(chi)企(qi)業(ye)(ye)(ye)為(wei)(wei)(wei)院(yuan)校(xiao)學(xue)生提供人才評(ping)(ping)價(jia)(jia)服務,引導院(yuan)校(xiao)科(ke)學(xue)合(he)理設置專業(ye)(ye)(ye)和課程。
問:如(ru)何組織實施?
答:一是加強組(zu)織(zhi)領導(dao)。要(yao)牢固(gu)樹立為企業(ye)服(fu)務的意(yi)識,支持(chi)企業(ye)開展(zhan)(zhan)技能人才評價。健全(quan)工(gong)(gong)(gong)(gong)作(zuo)機(ji)制,完善工(gong)(gong)(gong)(gong)作(zuo)規程,指導企業(ye)制定工(gong)(gong)(gong)(gong)作(zuo)方案,優化服(fu)務流程,簡化工(gong)(gong)(gong)(gong)作(zuo)程序,采(cai)取(qu)上門服(fu)務、現場集中(zhong)(zhong)辦理、網上申報、告知承諾、網絡核驗等方式,積(ji)極做好評價備案服(fu)務工(gong)(gong)(gong)(gong)作(zuo)。加快工(gong)(gong)(gong)(gong)作(zuo)進(jin)度,定期調度工(gong)(gong)(gong)(gong)作(zuo)進(jin)展(zhan)(zhan)情(qing)況,及時研(yan)究解決工(gong)(gong)(gong)(gong)作(zuo)中(zhong)(zhong)出現的新(xin)情(qing)況新(xin)問題。
二是強化(hua)質量督導。按照屬地(di)原則(ze),加強對(dui)本地(di)區企業(ye)技能人才評(ping)價工作質量(liang)督導(dao),建(jian)立評(ping)價質量(liang)信用評(ping)估(gu)機制,動態公(gong)布評(ping)估(gu)結果。建(jian)立信息互通、結果互認(ren)機制,企業(ye)所在地(di)人力資(zi)(zi)源(yuan)社(she)會保障部門要加強與企業(ye)子公(gong)司所在地(di)人力資(zi)(zi)源(yuan)社(she)會保障部門的溝(gou)通銜接。
三是做好服務保(bao)障(zhang)。人(ren)力資(zi)源社(she)(she)會(hui)保(bao)障(zhang)部門要(yao)加(jia)強信息化建設,向(xiang)社(she)(she)會(hui)提供證(zheng)書(shu)(shu)信息查(cha)詢(xun)服(fu)務。企(qi)業(ye)按規定頒發的(de)職業(ye)技(ji)能等級證(zheng)書(shu)(shu),納入(ru)(ru)各(ge)級人(ren)力資(zi)源社(she)(she)會(hui)保(bao)障(zhang)部門建設的(de)證(zheng)書(shu)(shu)查(cha)詢(xun)系統,向(xiang)社(she)(she)會(hui)公開(kai)。人(ren)力資(zi)源社(she)(she)會(hui)保(bao)障(zhang)部門要(yao)將(jiang)取得職業(ye)技(ji)能等級證(zheng)書(shu)(shu)的(de)人(ren)員納入(ru)(ru)人(ren)才(cai)統計范圍,并按規定落實相應人(ren)才(cai)政策。大力宣(xuan)傳企(qi)業(ye)技(ji)能人(ren)才(cai)評(ping)價(jia)工作的(de)重要(yao)意義(yi)、主(zhu)要(yao)舉措和經驗成效,營造關(guan)心、支持技(ji)能人(ren)才(cai)評(ping)價(jia)制度改(gai)革和技(ji)能人(ren)才(cai)成長成才(cai)的(de)良(liang)好社(she)(she)會(hui)氛圍。
