評價工(gong)作的通知》答記者問

  日前,人(ren)力資源社會保(bao)障部(bu)制定出臺《關于支持企業大力開展技能人(ren)才評價工作(zuo)的通知(zhi)》(以下簡(jian)稱《通知(zhi)》)。記者就有關問(wen)題采訪了人(ren)社部(bu)有關負(fu)責同志。

  問(wen):《通知》出(chu)臺(tai)的(de)背景和意義(yi)是什(shen)么?

  答:2019年(nian)9月,習近平(ping)總書記對技(ji)(ji)(ji)能人(ren)才(cai)工(gong)(gong)作(zuo)作(zuo)出重要(yao)(yao)指(zhi)示,強調(diao)要(yao)(yao)健(jian)全(quan)技(ji)(ji)(ji)能人(ren)才(cai)培養(yang)、使用(yong)、評(ping)價、激勵(li)制(zhi)(zhi)度(du)(du)。技(ji)(ji)(ji)能人(ren)才(cai)評(ping)價是技(ji)(ji)(ji)能人(ren)才(cai)工(gong)(gong)作(zuo)的重要(yao)(yao)組成部分,我(wo)國先后通過推行工(gong)(gong)人(ren)技(ji)(ji)(ji)術等級(ji)考(kao)核、職(zhi)(zhi)業(ye)資(zi)格等制(zhi)(zhi)度(du)(du)對勞動者實施職(zhi)(zhi)業(ye)技(ji)(ji)(ji)能考(kao)核評(ping)價。

  2019年12月,國務(wu)院常(chang)務(wu)會議決(jue)定(ding),分步取(qu)消水平(ping)評價(jia)類(lei)技能(neng)人(ren)員職(zhi)業資(zi)(zi)(zi)格,推行(xing)社會化職(zhi)業技能(neng)等級認定(ding)。按照黨中央、國務(wu)院“放管服”改(gai)革要(yao)求,加快政(zheng)府職(zhi)能(neng)轉(zhuan)變,充分發揮(hui)市(shi)場在資(zi)(zi)(zi)源配置中的(de)決(jue)定(ding)性(xing)作(zuo)(zuo)用,激(ji)發市(shi)場主體活力,人(ren)力資(zi)(zi)(zi)源社會保(bao)障(zhang)部于今年7月明確提出(chu)(chu)水平(ping)評價(jia)類(lei)技能(neng)人(ren)員職(zhi)業資(zi)(zi)(zi)格退(tui)出(chu)(chu)國家職(zhi)業資(zi)(zi)(zi)格目錄時(shi)間表,并就退(tui)出(chu)(chu)目錄后續有(you)關工作(zuo)(zuo)作(zuo)(zuo)出(chu)(chu)安排。

  針對(dui)水(shui)平評(ping)(ping)價類(lei)技(ji)(ji)能(neng)(neng)人(ren)員職(zhi)業(ye)資格退出(chu)國家職(zhi)業(ye)資格目(mu)錄后(hou)技(ji)(ji)能(neng)(neng)人(ren)才評(ping)(ping)價載體(ti)(ti)缺(que)失等問(wen)題,我部于2018年(nian)底啟(qi)動企業(ye)職(zhi)業(ye)技(ji)(ji)能(neng)(neng)等級(ji)認(ren)定工(gong)作(zuo)試點(dian)(dian),2019年(nian)繼續擴(kuo)大(da)試點(dian)(dian)范圍(wei),并逐步(bu)在(zai)全國推(tui)開。試點(dian)(dian)工(gong)作(zuo)取得(de)明顯成效(xiao),得(de)到了(le)用(yong)人(ren)企業(ye)和廣大(da)技(ji)(ji)能(neng)(neng)勞動者的普遍認(ren)同。因此,加快(kuai)推(tui)動建立(li)以(yi)(yi)市(shi)場(chang)為(wei)(wei)導向、以(yi)(yi)企業(ye)等用(yong)人(ren)單(dan)位為(wei)(wei)主(zhu)體(ti)(ti)、以(yi)(yi)職(zhi)業(ye)技(ji)(ji)能(neng)(neng)等級(ji)認(ren)定為(wei)(wei)主(zhu)要方式的技(ji)(ji)能(neng)(neng)人(ren)才評(ping)(ping)價制度,解決職(zhi)業(ye)資格制度改(gai)革后(hou)技(ji)(ji)能(neng)(neng)人(ren)才評(ping)(ping)價載體(ti)(ti)缺(que)失、評(ping)(ping)價工(gong)作(zuo)急需跟進等問(wen)題,已(yi)具有較(jiao)好的實踐基礎。

  開(kai)展企(qi)(qi)業(ye)技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia),其主(zhu)要意(yi)義包括:一是(shi)(shi)有(you)(you)利于技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)培養。評(ping)(ping)(ping)價(jia)(jia)(jia)對加(jia)(jia)強技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)隊(dui)伍建設具(ju)有(you)(you)導向作(zuo)用(yong),通(tong)(tong)過(guo)評(ping)(ping)(ping)價(jia)(jia)(jia),可以引導加(jia)(jia)強企(qi)(qi)業(ye)職工(gong)職業(ye)技(ji)(ji)能培訓,發展技(ji)(ji)工(gong)教(jiao)育,促(cu)進(jin)高質量就業(ye),推(tui)動(dong)產(chan)業(ye)轉型(xing)升級。二是(shi)(shi)有(you)(you)利于建立技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)成(cheng)長體(ti)系(xi)。通(tong)(tong)過(guo)評(ping)(ping)(ping)價(jia)(jia)(jia),暢通(tong)(tong)技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)成(cheng)長通(tong)(tong)道,加(jia)(jia)強人(ren)(ren)才(cai)(cai)(cai)激勵,提高人(ren)(ren)才(cai)(cai)(cai)待遇和地位,形成(cheng)人(ren)(ren)人(ren)(ren)渴望成(cheng)才(cai)(cai)(cai)、人(ren)(ren)人(ren)(ren)努力成(cheng)才(cai)(cai)(cai)、人(ren)(ren)人(ren)(ren)皆可成(cheng)才(cai)(cai)(cai)、人(ren)(ren)人(ren)(ren)盡展其才(cai)(cai)(cai)的(de)良好局面(mian)。三是(shi)(shi)有(you)(you)利于推(tui)動(dong)技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)改革(ge)。人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)改革(ge)的(de)重點(dian)是(shi)(shi),促(cu)進(jin)評(ping)(ping)(ping)價(jia)(jia)(jia)與使用(yong)結合,推(tui)動(dong)企(qi)(qi)校合作(zuo)、產(chan)教(jiao)融合。同(tong)時(shi),受新冠肺炎疫情(qing)等影(ying)響,大規模的(de)公(gong)共活(huo)動(dong)受到(dao)一定程度(du)的(de)限制,鼓勵企(qi)(qi)業(ye)自(zi)主(zhu)開(kai)展技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)評(ping)(ping)(ping)價(jia)(jia)(jia)活(huo)動(dong),改變(bian)技(ji)(ji)能人(ren)(ren)才(cai)(cai)(cai)的(de)評(ping)(ping)(ping)價(jia)(jia)(jia)模式,也(ye)勢在必行(xing)。

  問:《通知》有哪些政策突破或政策亮(liang)點?

  答(da):《通(tong)知(zhi)》最大的亮(liang)點就是(shi)“自(zi)主”。《通(tong)知(zhi)》比較系統地明確了企(qi)業(ye)(ye)在(zai)開(kai)展(zhan)技(ji)能(neng)人才(cai)評(ping)價工作中的自(zi)主權,包括自(zi)主確定評(ping)價范(fan)圍、自(zi)主設置職業(ye)(ye)技(ji)能(neng)等級(ji)、依托企(qi)業(ye)(ye)開(kai)發(fa)評(ping)價標準(zhun)規范(fan)、自(zi)主運用評(ping)價方法(fa)、開(kai)展(zhan)職業(ye)(ye)技(ji)能(neng)競(jing)賽評(ping)價、貫通(tong)企(qi)業(ye)(ye)技(ji)能(neng)人才(cai)職業(ye)(ye)發(fa)展(zhan)等。

  一是企業自主確(que)定評價職業(工種)范圍。企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)可結(jie)合(he)(he)生產經營主業(ye)(ye)(ye)(ye)(ye)(ye)(ye),依據國(guo)家(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)分(fen)類大典(dian)和新(xin)(xin)發布的職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)(gong)種),自(zi)主確定評價(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)(gong)種)范圍。對(dui)(dui)(dui)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)分(fen)類大典(dian)未列(lie)入但企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)生產經營中實(shi)際存在的技(ji)能(neng)崗(gang)位,可按(an)照相鄰相近原則對(dui)(dui)(dui)應到(dao)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)分(fen)類大典(dian)內職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)(工(gong)(gong)(gong)種)實(shi)施評價(jia)。支持企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)參與(yu)新(xin)(xin)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)開(kai)發工(gong)(gong)(gong)作,推動較(jiao)為成熟的技(ji)能(neng)崗(gang)位納(na)入國(guo)家(jia)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)分(fen)類體(ti)系。如(ru)石(shi)化企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)將(jiang)未列(lie)入職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)分(fen)類大典(dian)的“鉆井(jing)地質工(gong)(gong)(gong)”,按(an)大典(dian)中的“鉆井(jing)工(gong)(gong)(gong)”職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye),結(jie)合(he)(he)實(shi)際崗(gang)位要(yao)求,對(dui)(dui)(dui)職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)開(kai)展技(ji)能(neng)評價(jia)。有些企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)參與(yu)了(le)新(xin)(xin)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)征(zheng)集工(gong)(gong)(gong)作,將(jiang)“裝配式(shi)建筑施工(gong)(gong)(gong)員”申(shen)報確認為新(xin)(xin)職(zhi)(zhi)(zhi)(zhi)(zhi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye),為新(xin)(xin)技(ji)能(neng)崗(gang)位職(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)提供了(le)評價(jia)基(ji)礎。

  二(er)是自主設置職(zhi)業技能(neng)等級。企業(ye)(ye)可以(yi)國(guo)家職業(ye)(ye)技(ji)(ji)能(neng)標準設置(zhi)的(de)五級(ji)(ji)(ji)(ji)(初級(ji)(ji)(ji)(ji)工)、四(si)級(ji)(ji)(ji)(ji)(中級(ji)(ji)(ji)(ji)工)、三級(ji)(ji)(ji)(ji)(高級(ji)(ji)(ji)(ji)工)、二級(ji)(ji)(ji)(ji)(技(ji)(ji)師(shi)(shi)(shi))和一(yi)級(ji)(ji)(ji)(ji)(高級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi))為(wei)基礎,自(zi)主設置(zhi)職業(ye)(ye)技(ji)(ji)能(neng)崗(gang)位等(deng)級(ji)(ji)(ji)(ji),形(xing)成具有(you)(you)自(zi)身(shen)特(te)(te)色(se)的(de)評價(jia)等(deng)級(ji)(ji)(ji)(ji)結構,建立(li)技(ji)(ji)能(neng)人才成長(chang)通道。企業(ye)(ye)可設置(zhi)學徒工、特(te)(te)級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi)、首席(xi)技(ji)(ji)師(shi)(shi)(shi)等(deng)崗(gang)位等(deng)級(ji)(ji)(ji)(ji),并(bing)明確其與國(guo)家職業(ye)(ye)技(ji)(ji)能(neng)標準相(xiang)應技(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)(ji)之間的(de)對應關系。比(bi)如,有(you)(you)的(de)企業(ye)(ye)在(zai)高級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi)之上設置(zhi)了特(te)(te)級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi)、首席(xi)技(ji)(ji)師(shi)(shi)(shi)等(deng)崗(gang)位,與國(guo)家職業(ye)(ye)技(ji)(ji)能(neng)標準中的(de)高級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi)相(xiang)對應,享(xiang)受政(zheng)(zheng)府人才政(zheng)(zheng)策。企業(ye)(ye)還可在(zai)技(ji)(ji)能(neng)等(deng)級(ji)(ji)(ji)(ji)內細分層級(ji)(ji)(ji)(ji),以(yi)“技(ji)(ji)師(shi)(shi)(shi)”為(wei)例,有(you)(you)的(de)企業(ye)(ye)將其分為(wei)一(yi)級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi)、二級(ji)(ji)(ji)(ji)技(ji)(ji)師(shi)(shi)(shi)等(deng)。

  三是自主開發評價標準規范。適應(ying)產業(ye)(ye)發(fa)展(zhan)和技(ji)術變革需求(qiu),發(fa)揮企業(ye)(ye)技(ji)術優勢開發(fa)職(zhi)業(ye)(ye)技(ji)能標(biao)準或評(ping)價(jia)(jia)(jia)規范,建立科學(xue)合理、符合生產實際的(de)(de)評(ping)價(jia)(jia)(jia)標(biao)準體(ti)系。企業(ye)(ye)可根據相應(ying)的(de)(de)國(guo)(guo)家職(zhi)業(ye)(ye)技(ji)能標(biao)準,結合企業(ye)(ye)工種(崗位)特殊(shu)要求(qiu),對職(zhi)業(ye)(ye)功能、工作內容(rong)、技(ji)能要求(qiu)和申(shen)報(bao)條件等進(jin)行適當(dang)調整,原則上不低于(yu)國(guo)(guo)家職(zhi)業(ye)(ye)技(ji)能標(biao)準要求(qiu)。無(wu)相應(ying)國(guo)(guo)家職(zhi)業(ye)(ye)技(ji)能標(biao)準的(de)(de),企業(ye)(ye)可參照《國(guo)(guo)家職(zhi)業(ye)(ye)技(ji)能標(biao)準編(bian)制(zhi)(zhi)技(ji)術規程》,自主開發(fa)制(zhi)(zhi)定(ding)企業(ye)(ye)評(ping)價(jia)(jia)(jia)規范。支持較(jiao)為(wei)成(cheng)熟和影(ying)響較(jiao)大的(de)(de)企業(ye)(ye)評(ping)價(jia)(jia)(jia)規范,按程序申(shen)報(bao)國(guo)(guo)家職(zhi)業(ye)(ye)技(ji)能標(biao)準。如有的(de)(de)平(ping)臺(tai)企業(ye)(ye)參照《國(guo)(guo)家職(zhi)業(ye)(ye)技(ji)能標(biao)準編(bian)制(zhi)(zhi)技(ji)術規程(2018年版)》開發(fa)了“網(wang)約配送員”“互聯(lian)網(wang)營銷師”等企業(ye)(ye)評(ping)價(jia)(jia)(jia)規范,據此對職(zhi)工開展(zhan)技(ji)能評(ping)價(jia)(jia)(jia)。

  四是自主(zhu)運用評價方法。建立(li)以(yi)職業能(neng)(neng)力為導(dao)向、以(yi)工(gong)作業績為重點、注重工(gong)匠精神和職業道(dao)德(de)養(yang)成的(de)技(ji)能(neng)(neng)人才評(ping)(ping)價(jia)(jia)體系。堅持(chi)把(ba)(ba)品德(de)作為評(ping)(ping)價(jia)(jia)的(de)首(shou)要內容,重點考察勞動(dong)者執(zhi)行(xing)操作規程、進行(xing)安全(quan)生(sheng)產(chan)、解(jie)決(jue)生(sheng)產(chan)問題和完(wan)成工(gong)作任務(wu)(wu)的(de)能(neng)(neng)力,并注重考核崗位工(gong)作績效,強化生(sheng)產(chan)服務(wu)(wu)結果、創新(xin)成果和實際(ji)貢獻。要把(ba)(ba)技(ji)能(neng)(neng)人才評(ping)(ping)價(jia)(jia)工(gong)作融入日常生(sheng)產(chan)經營活(huo)動(dong)過程中,靈活(huo)運(yun)用過程化考核、模塊(kuai)化考核和業績評(ping)(ping)審、直(zhi)接認(ren)定(ding)等多(duo)種方(fang)式(shi)。探(tan)索利用現代信息技(ji)術,創新(xin)技(ji)能(neng)(neng)評(ping)(ping)價(jia)(jia)方(fang)式(shi)。目前,各(ge)地在實施企業技(ji)能(neng)(neng)人才自主評(ping)(ping)價(jia)(jia)時,除傳統(tong)的(de)理論知識+技(ji)能(neng)(neng)操作考核方(fang)式(shi)外,鼓勵支(zhi)持(chi)企業以(yi)業績評(ping)(ping)定(ding)、現場作業評(ping)(ping)定(ding)等方(fang)式(shi)進行(xing)技(ji)能(neng)(neng)水平認(ren)定(ding)。

  五(wu)是開展職(zhi)業技(ji)能競賽評(ping)價。發揮以賽(sai)(sai)促訓、以賽(sai)(sai)促評(ping)(ping)作(zuo)(zuo)(zuo)用,將職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競(jing)(jing)(jing)賽(sai)(sai)作(zuo)(zuo)(zuo)為技(ji)(ji)(ji)能(neng)(neng)人(ren)(ren)才評(ping)(ping)價的(de)重(zhong)要(yao)方(fang)式之一(yi),促進評(ping)(ping)價工(gong)(gong)作(zuo)(zuo)(zuo)公開(kai)(kai)公平公正。鼓勵企(qi)(qi)業(ye)(ye)(ye)(ye)按照國家職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)標準和(he)行業(ye)(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)(ye)評(ping)(ping)價規范要(yao)求,大力開(kai)(kai)展職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競(jing)(jing)(jing)賽(sai)(sai)、崗(gang)位練兵、技(ji)(ji)(ji)術比武等活動,并將競(jing)(jing)(jing)賽(sai)(sai)結果與(yu)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等級(ji)認定(ding)相銜接。支持(chi)企(qi)(qi)業(ye)(ye)(ye)(ye)職(zhi)工(gong)(gong)參加各級(ji)各類職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競(jing)(jing)(jing)賽(sai)(sai),對(dui)在職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競(jing)(jing)(jing)賽(sai)(sai)中(zhong)取得優(you)異(yi)成(cheng)績的(de)人(ren)(ren)員,可按規定(ding)晉升相應職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等級(ji)。比如,對(dui)國家級(ji)一(yi)類職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)競(jing)(jing)(jing)賽(sai)(sai)各職(zhi)業(ye)(ye)(ye)(ye)(工(gong)(gong)種)決賽(sai)(sai)單人(ren)(ren)賽(sai)(sai)項獲前(qian)(qian)5名(ming)、雙人(ren)(ren)賽(sai)(sai)項獲前(qian)(qian)3名(ming)、三人(ren)(ren)賽(sai)(sai)項獲前(qian)(qian)2名(ming)的(de)選手(shou),可直接晉升技(ji)(ji)(ji)師(shi)職(zhi)業(ye)(ye)(ye)(ye)資(zi)格或(huo)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等級(ji),已具有技(ji)(ji)(ji)師(shi)職(zhi)業(ye)(ye)(ye)(ye)資(zi)格或(huo)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等級(ji)的(de),可晉升高級(ji)技(ji)(ji)(ji)師(shi)職(zhi)業(ye)(ye)(ye)(ye)資(zi)格或(huo)職(zhi)業(ye)(ye)(ye)(ye)技(ji)(ji)(ji)能(neng)(neng)等級(ji)。

  六(liu)是貫通企業(ye)技(ji)能人才職業(ye)發展。適應(ying)人(ren)才(cai)(cai)融(rong)合(he)發展趨勢(shi),建(jian)立職業(ye)技(ji)能等級認定(ding)與(yu)專業(ye)技(ji)術(shu)(shu)職稱(cheng)評審貫(guan)通機制(zhi),破除身(shen)份、學歷、資歷等障(zhang)礙,搭建(jian)企業(ye)人(ren)才(cai)(cai)成(cheng)長立交橋。落實在工程技(ji)術(shu)(shu)領域實現(xian)高技(ji)能人(ren)才(cai)(cai)與(yu)工程技(ji)術(shu)(shu)人(ren)才(cai)(cai)職業(ye)發展貫(guan)通的意見要(yao)求,逐步擴大貫(guan)通領域,能擴盡(jin)擴,能融(rong)盡(jin)融(rong)。目前,部分地(di)區根據實際(ji)情況(kuang)制(zhi)定(ding)工程技(ji)術(shu)(shu)領域高技(ji)能人(ren)才(cai)(cai)職業(ye)(工種(zhong))與(yu)專業(ye)技(ji)術(shu)(shu)人(ren)才(cai)(cai)職稱(cheng)專業(ye)對應(ying)參考目錄,推動工程技(ji)術(shu)(shu)領域實現(xian)高技(ji)能人(ren)才(cai)(cai)與(yu)工程技(ji)術(shu)(shu)人(ren)才(cai)(cai)職業(ye)發展貫(guan)通,促進(jin)兩(liang)類人(ren)才(cai)(cai)深度融(rong)合(he)。

  為支(zhi)持企(qi)(qi)(qi)業(ye)(ye)開展自主評(ping)價(jia)工(gong)(gong)作,《通知》還提(ti)(ti)出,加強(qiang)企(qi)(qi)(qi)業(ye)(ye)評(ping)價(jia)基礎能力建設,發揮(hui)已有職(zhi)業(ye)(ye)技(ji)能鑒定技(ji)術優(you)勢和組織優(you)勢,依托設在企(qi)(qi)(qi)業(ye)(ye)的職(zhi)業(ye)(ye)技(ji)能鑒定所站、高技(ji)能人才(cai)培(pei)訓(xun)基地和技(ji)能大師工(gong)(gong)作室(shi)等組織開展評(ping)價(jia)工(gong)(gong)作。鼓(gu)勵備案(an)企(qi)(qi)(qi)業(ye)(ye)申請(qing)為社會(hui)培(pei)訓(xun)評(ping)價(jia)組織,為其(qi)它(ta)中小企(qi)(qi)(qi)業(ye)(ye)和社會(hui)人員提(ti)(ti)供人才(cai)評(ping)價(jia)服(fu)務(wu)(wu)。深化產(chan)教融合(he)、企(qi)(qi)(qi)校合(he)作,支(zhi)持企(qi)(qi)(qi)業(ye)(ye)為院校學生提(ti)(ti)供人才(cai)評(ping)價(jia)服(fu)務(wu)(wu),引導院校科學合(he)理(li)設置(zhi)專業(ye)(ye)和課程。

  問(wen):如何組織實施?

  答:一是(shi)加強(qiang)組(zu)織領導。要牢固樹立為企(qi)(qi)業(ye)服(fu)務的意識,支持企(qi)(qi)業(ye)開展(zhan)技能人才(cai)評(ping)價。健(jian)全工(gong)(gong)(gong)作(zuo)機制,完善工(gong)(gong)(gong)作(zuo)規程,指導企(qi)(qi)業(ye)制定(ding)工(gong)(gong)(gong)作(zuo)方(fang)案(an),優化(hua)服(fu)務流程,簡化(hua)工(gong)(gong)(gong)作(zuo)程序(xu),采取上(shang)門服(fu)務、現場(chang)集中(zhong)辦(ban)理、網上(shang)申報、告知承諾、網絡核驗(yan)等方(fang)式(shi),積極做好(hao)評(ping)價備案(an)服(fu)務工(gong)(gong)(gong)作(zuo)。加快工(gong)(gong)(gong)作(zuo)進度(du),定(ding)期調度(du)工(gong)(gong)(gong)作(zuo)進展(zhan)情(qing)況,及時研究解決工(gong)(gong)(gong)作(zuo)中(zhong)出現的新情(qing)況新問題。

  二是強化質(zhi)量督導。按照屬地(di)原則,加(jia)強對本地(di)區(qu)企業(ye)技能人才評(ping)(ping)價(jia)工(gong)作質(zhi)量督(du)導,建(jian)立評(ping)(ping)價(jia)質(zhi)量信(xin)用評(ping)(ping)估機(ji)制,動態公布評(ping)(ping)估結果。建(jian)立信(xin)息互通、結果互認機(ji)制,企業(ye)所(suo)在地(di)人力資源(yuan)社(she)會(hui)保障部(bu)門要加(jia)強與(yu)企業(ye)子公司所(suo)在地(di)人力資源(yuan)社(she)會(hui)保障部(bu)門的溝通銜接。

  三是(shi)做好服務保障(zhang)。人(ren)力資源社會(hui)保障部(bu)門要加強信(xin)息(xi)化建(jian)設(she),向社會(hui)提(ti)供證(zheng)書信(xin)息(xi)查詢服務。企(qi)業(ye)按規定頒發的職業(ye)技(ji)(ji)能等級證(zheng)書,納(na)入(ru)各級人(ren)力資源社會(hui)保障部(bu)門建(jian)設(she)的證(zheng)書查詢系統,向社會(hui)公(gong)開。人(ren)力資源社會(hui)保障部(bu)門要將取得職業(ye)技(ji)(ji)能等級證(zheng)書的人(ren)員納(na)入(ru)人(ren)才(cai)(cai)(cai)統計范圍,并按規定落(luo)實相應人(ren)才(cai)(cai)(cai)政策。大力宣(xuan)傳企(qi)業(ye)技(ji)(ji)能人(ren)才(cai)(cai)(cai)評價工作的重要意(yi)義、主要舉措和經(jing)驗成(cheng)效(xiao),營造關心(xin)、支(zhi)持技(ji)(ji)能人(ren)才(cai)(cai)(cai)評價制度改(gai)革(ge)和技(ji)(ji)能人(ren)才(cai)(cai)(cai)成(cheng)長成(cheng)才(cai)(cai)(cai)的良好(hao)社會(hui)氛圍。
