解讀《高(gao)技能(neng)人才隊伍建設中長(chang)期規劃(2010-2020年)》
—哪些人才是(shi)高(gao)技(ji)能人才?我國高(gao)技(ji)能人才發展現狀如(ru)何(he)?
中央組(zu)織部、人(ren)力資源(yuan)社會保障(zhang)部近日(ri)發布《高技能人(ren)才(cai)隊伍建(jian)設中長(chang)期規(gui)劃(hua)(2010-2020年(nian))》。這是新中國(guo)建(jian)國(guo)以(yi)來第(di)一個高技能人(ren)才(cai)隊伍發展規(gui)劃(hua),這一規(gui)劃(hua)將成(cheng)為當前(qian)和(he)今后(hou)一個時期我(wo)國(guo)高技能人(ren)才(cai)工作的重要綱領性文(wen)件。
《高(gao)技(ji)能人才隊(dui)伍建設中長期規劃(2010-2020年》是國家人才發展(zhan)規劃體系的重要(yao)組(zu)成部(bu)分。我國高(gao)技(ji)能人才發展(zhan)現(xian)狀(zhuang)如何?如何打造一支適(shi)應走新型工業(ye)化(hua)道(dao)路和產業(ye)結構優(you)化(hua)升級的要(yao)求,同時又具備精湛(zhan)技(ji)藝的高(gao)技(ji)能人才隊(dui)伍?日前,人社部(bu)有關負責同志就這(zhe)些問題接受了本報記者的采訪。
據(ju)統計,到(dao)2009年(nian)(nian)底,我國高(gao)技(ji)能(neng)人才(cai)達到(dao)2631萬(wan)人,比2004年(nian)(nian)底增加(jia)771萬(wan)人,增長(chang)約(yue)40%,高(gao)技(ji)能(neng)人才(cai)占技(ji)能(neng)勞(lao)動者總量(liang)的比例達24.7%。據(ju)預測,2015年(nian)(nian)和2020年(nian)(nian),技(ji)能(neng)勞(lao)動者需(xu)求(qiu)將分(fen)別比2009年(nian)(nian)增加(jia)近(jin)1900萬(wan)人和3290萬(wan)人,其中,高(gao)技(ji)能(neng)人才(cai)需(xu)求(qiu)將分(fen)別增加(jia)約(yue)540萬(wan)人和990萬(wan)人。
規模(mo)擴大 結構優化
記者:哪些(xie)人(ren)才(cai)是高(gao)技能(neng)人(ren)才(cai)?我國高(gao)技能(neng)人(ren)才(cai)發展現(xian)狀如何?
負(fu)責人(ren):高技(ji)(ji)能(neng)(neng)(neng)人(ren)才是指(zhi)具有高超技(ji)(ji)藝和精湛技(ji)(ji)能(neng)(neng)(neng),能(neng)(neng)(neng)夠進(jin)行創造性勞動(dong)并對社會作出貢獻的(de)(de)人(ren),主要包括(kuo)技(ji)(ji)能(neng)(neng)(neng)勞動(dong)者中取得(de)高級技(ji)(ji)工(gong)、技(ji)(ji)師(shi)和高級技(ji)(ji)師(shi)職業(ye)資(zi)格的(de)(de)人(ren)員。高技(ji)(ji)能(neng)(neng)(neng)人(ren)才是我國人(ren)才隊伍(wu)的(de)(de)重要組成(cheng)部分,是各行各業(ye)產業(ye)大軍的(de)(de)優秀代(dai)表,是技(ji)(ji)術工(gong)人(ren)隊伍(wu)的(de)(de)核心骨干,在加快轉變經濟發展(zhan)方式(shi)、促進(jin)產業(ye)結構優化升級、提高企業(ye)競爭力、推(tui)動(dong)技(ji)(ji)術創新(xin)和科(ke)技(ji)(ji)成(cheng)果轉化等方面具有重要作用。
這些(xie)年(nian)來,我(wo)國(guo)高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)工作(zuo)取得(de)了(le)新(xin)進展(zhan)(zhan)。一是高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)規模不斷擴大,結構逐步(bu)優(you)化。截(jie)至2009年(nian)底,高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)達到(dao)(dao)(dao)2631萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren),比2004年(nian)底增加(jia)(jia)(jia)771萬(wan)人(ren)(ren)(ren)(ren)(ren)(ren)(ren),增長約40%,高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)占(zhan)技(ji)(ji)能(neng)(neng)(neng)勞(lao)動(dong)者總量的(de)(de)比例達24.7%。二(er)是高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)成(cheng)(cheng)(cheng)長的(de)(de)政(zheng)策(ce)環境明顯改善。各地區、各部門普遍(bian)制(zhi)(zhi)定了(le)促進高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)隊伍建設的(de)(de)政(zheng)策(ce),國(guo)家將高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)納(na)入享(xiang)受國(guo)務(wu)院政(zheng)府特殊津貼(tie)制(zhi)(zhi)度的(de)(de)范圍。三是高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)培(pei)養體(ti)(ti)系逐步(bu)完善。企業(ye)行業(ye)在培(pei)養高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)中的(de)(de)主體(ti)(ti)作(zuo)用(yong)開(kai)始得(de)到(dao)(dao)(dao)發(fa)(fa)揮(hui)(hui),一批高(gao)級技(ji)(ji)工學校(xiao)、技(ji)(ji)師學院、高(gao)職(zhi)(zhi)院校(xiao)緊貼(tie)市(shi)場需求,與企業(ye)密切(qie)合作(zuo),在加(jia)(jia)(jia)快培(pei)養后備高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)方(fang)面(mian)發(fa)(fa)揮(hui)(hui)了(le)重要基(ji)礎作(zuo)用(yong)。四是高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評價工作(zuo)得(de)到(dao)(dao)(dao)加(jia)(jia)(jia)強(qiang)。以職(zhi)(zhi)業(ye)能(neng)(neng)(neng)力為(wei)導(dao)向、以工作(zuo)業(ye)績(ji)為(wei)重點,注重職(zhi)(zhi)業(ye)道德和(he)職(zhi)(zhi)業(ye)知識水平的(de)(de)高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)評價體(ti)(ti)系初(chu)(chu)步(bu)建立,社(she)會化鑒定、企業(ye)評價、院校(xiao)資格認(ren)證等多元(yuan)評價機(ji)(ji)制(zhi)(zhi)初(chu)(chu)步(bu)形成(cheng)(cheng)(cheng)。五是高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)競賽選拔機(ji)(ji)制(zhi)(zhi)逐步(bu)健全。各類職(zhi)(zhi)業(ye)技(ji)(ji)能(neng)(neng)(neng)競賽活(huo)動(dong)蓬勃開(kai)展(zhan)(zhan),已成(cheng)(cheng)(cheng)為(wei)加(jia)(jia)(jia)快高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)脫穎(ying)而出的(de)(de)重要渠道。六是高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)在經濟社(she)會發(fa)(fa)展(zhan)(zhan)中的(de)(de)作(zuo)用(yong)顯著(zhu)加(jia)(jia)(jia)強(qiang)。以首(shou)席(xi)技(ji)(ji)師、首(shou)席(xi)工人(ren)(ren)(ren)(ren)(ren)(ren)(ren)為(wei)代表的(de)(de)高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)帶頭人(ren)(ren)(ren)(ren)(ren)(ren)(ren)制(zhi)(zhi)度開(kai)始建立,高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)在技(ji)(ji)術攻關、工藝創新(xin)和(he)帶徒(tu)傳技(ji)(ji)等方(fang)面(mian)的(de)(de)重要作(zuo)用(yong)得(de)到(dao)(dao)(dao)發(fa)(fa)揮(hui)(hui)。七(qi)是對高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)的(de)(de)宣(xuan)傳力度不斷加(jia)(jia)(jia)大。崇尚勞(lao)動(dong)、尊重技(ji)(ji)能(neng)(neng)(neng)、重視(shi)高(gao)技(ji)(ji)能(neng)(neng)(neng)人(ren)(ren)(ren)(ren)(ren)(ren)(ren)才(cai)(cai)(cai)(cai)(cai)(cai)的(de)(de)社(she)會氛圍正在逐步(bu)形成(cheng)(cheng)(cheng)。
