企(qi)(qi)(qi)業是創(chuang)(chuang)新(xin)(xin)的(de)主體,不同(tong)(tong)類型的(de)企(qi)(qi)(qi)業在創(chuang)(chuang)新(xin)(xin)中(zhong)發揮(hui)不同(tong)(tong)的(de)職能。《中(zhong)共(gong)中(zhong)央關于制定國(guo)民經濟和(he)社會發展(zhan)第十四(si)個五年(nian)規(gui)劃和(he)二(er)〇三五年(nian)遠景(jing)目(mu)標的(de)建議》提出,發揮(hui)大(da)企(qi)(qi)(qi)業引領支撐(cheng)作(zuo)用,支持創(chuang)(chuang)新(xin)(xin)型中(zhong)小微企(qi)(qi)(qi)業成長(chang)為創(chuang)(chuang)新(xin)(xin)重要發源地(di),加強共(gong)性技術平臺建設,推動產業鏈上中(zhong)下游、大(da)中(zhong)小企(qi)(qi)(qi)業融(rong)通創(chuang)(chuang)新(xin)(xin)。這(zhe)進一步明確了不同(tong)(tong)規(gui)模企(qi)(qi)(qi)業在創(chuang)(chuang)新(xin)(xin)中(zhong)的(de)定位(wei),指出了大(da)中(zhong)小企(qi)(qi)(qi)業創(chuang)(chuang)新(xin)(xin)發展(zhan)的(de)方向。
中小微(wei)企(qi)業(ye)在促進經(jing)濟發展(zhan)、保障勞動力就業(ye)、滿足生產生活需求等方面發揮著重(zhong)要作用(yong)。第(di)四次全國經(jing)濟普(pu)查結(jie)果顯示,2018年末,我國共有中小微(wei)企(qi)業(ye)法人(ren)單位1807萬家,占(zhan)全部(bu)規(gui)模企(qi)業(ye)法人(ren)單位的(de)99.8%;吸納就業(ye)人(ren)員23300.4萬人(ren),占(zhan)全部(bu)企(qi)業(ye)就業(ye)人(ren)員的(de)比重(zhong)為(wei)79.4%;擁(yong)有資產總計402.6萬億(yi)元(yuan),占(zhan)全部(bu)企(qi)業(ye)的(de)77.1%;全年營(ying)業(ye)收入達到188.2萬億(yi)元(yuan),占(zhan)全部(bu)企(qi)業(ye)的(de)68.2%。
