為加快工作落實,推進優質校建設,5月9日,我院召開優質校項目建設推進專題會議。院長秦河主持會議并講話,學院領導,優質校各項目組負責人,財務處、資產管理處、總務處、學生處、監察審計處、繼續教育與社會服務處、圖書館負責人,各系(部)主任參加會議。

副院長(chang)郭鵬匯報(bao)了(le)優(you)(you)質(zhi)(zhi)校(xiao)項(xiang)目(mu)建(jian)(jian)設(she)(she)(she)(she)整(zheng)體(ti)(ti)推(tui)進(jin)情(qing)(qing)況,各項(xiang)目(mu)組負責人匯報(bao)了(le)9個(ge)(ge)項(xiang)目(mu)建(jian)(jian)設(she)(she)(she)(she)推(tui)進(jin)情(qing)(qing)況,資產管理處、財務處匯報(bao)了(le)資產采購、資金支出進(jin)展情(qing)(qing)況。會議指出,自優(you)(you)質(zhi)(zhi)校(xiao)立項(xiang)建(jian)(jian)設(she)(she)(she)(she)特別(bie)(bie)是今年以來,學院把優(you)(you)質(zhi)(zhi)校(xiao)建(jian)(jian)設(she)(she)(she)(she)作(zuo)為(wei)工作(zuo)主線,加強頂層設(she)(she)(she)(she)計(ji)、統籌整(zheng)體(ti)(ti)推(tui)進(jin),強化工作(zuo)落實,各個(ge)(ge)項(xiang)目(mu)建(jian)(jian)設(she)(she)(she)(she)按照進(jin)度(du)全(quan)面展開,部(bu)分建(jian)(jian)設(she)(she)(she)(she)任務提前完成(cheng)(cheng)預期目(mu)標,整(zheng)個(ge)(ge)建(jian)(jian)設(she)(she)(she)(she)工作(zuo)取(qu)得了(le)重(zhong)要階段性成(cheng)(cheng)績。當(dang)前,優(you)(you)質(zhi)(zhi)校(xiao)建(jian)(jian)設(she)(she)(she)(she)時間(jian)緊(jin)、任務重(zhong)、要求高,建(jian)(jian)設(she)(she)(she)(she)過(guo)程中仍存在整(zheng)體(ti)(ti)推(tui)進(jin)較為(wei)緩慢(man),重(zhong)點指標成(cheng)(cheng)績不夠突出,個(ge)(ge)別(bie)(bie)建(jian)(jian)設(she)(she)(she)(she)項(xiang)目(mu)遇到瓶頸,資產招標、資金支出滯后等問題,必須(xu)引起高度(du)重(zhong)視,采取(qu)更加有力的措施(shi)認真加以解決。
院長秦(qin)河對做(zuo)好(hao)(hao)下一步(bu)優質(zhi)(zhi)校項(xiang)目(mu)建(jian)(jian)(jian)設工(gong)(gong)作(zuo)(zuo)進(jin)(jin)行(xing)了(le)安排部署(shu)。秦(qin)河強(qiang)(qiang)調(diao),一是(shi)要(yao)(yao)(yao)牢固(gu)樹(shu)(shu)立質(zhi)(zhi)量(liang)(liang)(liang)意識,把保(bao)(bao)證質(zhi)(zhi)量(liang)(liang)(liang)貫徹優質(zhi)(zhi)校建(jian)(jian)(jian)設的(de)(de)始終,切(qie)實(shi)(shi)(shi)把建(jian)(jian)(jian)設目(mu)標落(luo)腳到創新辦學體(ti)制(zhi)機制(zhi)、增(zeng)強(qiang)(qiang)社會(hui)服務能力、提(ti)(ti)高人才培養質(zhi)(zhi)量(liang)(liang)(liang)、提(ti)(ti)升學院綜合實(shi)(shi)(shi)力上來,工(gong)(gong)作(zuo)(zuo)要(yao)(yao)(yao)做(zuo)實(shi)(shi)(shi)做(zuo)細,成(cheng)效(xiao)要(yao)(yao)(yao)務實(shi)(shi)(shi)可見,堅決杜絕(jue)搞“花架子”“空(kong)殼子”。二(er)是(shi)要(yao)(yao)(yao)加快項(xiang)目(mu)整體(ti)推(tui)進(jin)(jin),強(qiang)(qiang)化時(shi)間觀念(nian)和(he)效(xiao)率意識,要(yao)(yao)(yao)進(jin)(jin)一步(bu)加強(qiang)(qiang)對項(xiang)目(mu)建(jian)(jian)(jian)設的(de)(de)統籌(chou)協調(diao)、調(diao)度落(luo)實(shi)(shi)(shi),建(jian)(jian)(jian)設任務建(jian)(jian)(jian)立臺賬、進(jin)(jin)榜(bang)上墻(qiang)。要(yao)(yao)(yao)正確處理項(xiang)目(mu)建(jian)(jian)(jian)設和(he)常規工(gong)(gong)作(zuo)(zuo)的(de)(de)關系(xi),必要(yao)(yao)(yao)時(shi)加班加點推(tui)進(jin)(jin)建(jian)(jian)(jian)設進(jin)(jin)度。資(zi)產采購、資(zi)金支出(chu)要(yao)(yao)(yao)打好(hao)(hao)工(gong)(gong)作(zuo)(zuo)提(ti)(ti)前量(liang)(liang)(liang),確保(bao)(bao)按時(shi)保(bao)(bao)質(zhi)(zhi)完(wan)成(cheng)工(gong)(gong)作(zuo)(zuo)任務。三(san)是(shi)要(yao)(yao)(yao)突(tu)出(chu)重點建(jian)(jian)(jian)設指標,要(yao)(yao)(yao)抓住優質(zhi)(zhi)校評(ping)估(gu)體(ti)系(xi)中權重大的(de)(de)部分(fen),在國家級(ji)、省級(ji)標志性成(cheng)果方面(mian)實(shi)(shi)(shi)現突(tu)破(po)。要(yao)(yao)(yao)把核(he)心(xin)期刊論(lun)(lun)文數量(liang)(liang)(liang)等具有橫向(xiang)可比性的(de)(de)量(liang)(liang)(liang)化指標作(zuo)(zuo)為(wei)建(jian)(jian)(jian)設重點,健全激勵機制(zhi),強(qiang)(qiang)化重點補短,推(tui)動建(jian)(jian)(jian)設期內多(duo)出(chu)成(cheng)果、快出(chu)成(cheng)果,提(ti)(ti)升學院競爭力。四是(shi)要(yao)(yao)(yao)抓好(hao)(hao)難點工(gong)(gong)作(zuo)(zuo)落(luo)實(shi)(shi)(shi),要(yao)(yao)(yao)進(jin)(jin)一步(bu)創新工(gong)(gong)作(zuo)(zuo)思(si)路,對于難度比較大的(de)(de)工(gong)(gong)作(zuo)(zuo)項(xiang)目(mu),要(yao)(yao)(yao)樹(shu)(shu)立目(mu)標意識,全力以赴攻(gong)堅克難,必要(yao)(yao)(yao)時(shi)尋找替代(dai)方案,確保(bao)(bao)工(gong)(gong)作(zuo)(zuo)目(mu)標完(wan)成(cheng)。對于確實(shi)(shi)(shi)需要(yao)(yao)(yao)作(zuo)(zuo)出(chu)調(diao)整的(de)(de)項(xiang)目(mu),必須充分(fen)進(jin)(jin)行(xing)論(lun)(lun)證,提(ti)(ti)交黨委會(hui)研究(jiu)決定。
秦河要求,各(ge)單(dan)位、各(ge)部(bu)門要牢固樹立一(yi)盤棋(qi)思想(xiang),服從(cong)、服務于優質(zhi)(zhi)校建設(she)的(de)大(da)(da)局,單(dan)位(部(bu)門)負(fu)責(ze)人(ren)要將(jiang)優質(zhi)(zhi)校建設(she)的(de)緊(jin)迫意識傳導(dao)給廣(guang)大(da)(da)教職工(gong),消除畏難和抵觸情(qing)緒,把思想(xiang)統(tong)一(yi)到完成(cheng)優質(zhi)(zhi)校建設(she)目標、促進(jin)(jin)學校發展上來(lai);創優辦要進(jin)(jin)一(yi)步加強工(gong)作(zuo)(zuo)統(tong)籌,整體把控任(ren)務完成(cheng)進(jin)(jin)度(du)和質(zhi)(zhi)量;各(ge)項目組要加強與創優辦的(de)溝(gou)通協(xie)調,推動各(ge)項具體工(gong)作(zuo)(zuo)往前推進(jin)(jin);廣(guang)大(da)(da)教職要繼續(xu)保持(chi)緊(jin)張、有序的(de)工(gong)作(zuo)(zuo)作(zuo)(zuo)風,進(jin)(jin)一(yi)步樹立大(da)(da)局意識,立足本(ben)職工(gong)作(zuo)(zuo)、弘揚奉獻精神(shen)、狠抓工(gong)作(zuo)(zuo)落實(shi),為優質(zhi)(zhi)校建設(she)添(tian)磚加瓦。
