
全國(guo)教(jiao)育(yu)人才工(gong)作(zuo)會(hui)議(yi)7月22日在京召開(kai)。教(jiao)育(yu)部黨組書(shu)記、部長(chang)袁(yuan)貴仁出(chu)席會(hui)議(yi)并講(jiang)話。他(ta)強(qiang)調,要(yao)按照胡錦濤總書(shu)記“七一”重要(yao)講(jiang)話要(yao)求(qiu),全面(mian)落實(shi)教(jiao)育(yu)規劃(hua)綱要(yao)和人才規劃(hua)綱要(yao),進(jin)一步統一認識、明(ming)確任務,為推動教(jiao)育(yu)事業科學發展(zhan)和實(shi)現(xian)“十二五”規劃(hua)目標(biao)、全面(mian)建設(she)小康社會(hui)提(ti)供強(qiang)有力的人才保(bao)證和智力支撐。
袁貴仁指出,胡錦濤總書記在慶祝(zhu)中(zhong)(zhong)國共產黨(dang)成立(li)90周(zhou)年大(da)會(hui)上(shang)的(de)重(zhong)要(yao)(yao)講話,對人才(cai)(cai)(cai)(cai)和(he)人才(cai)(cai)(cai)(cai)工作(zuo)作(zuo)了全面深刻(ke)的(de)論述,深刻(ke)闡釋了人才(cai)(cai)(cai)(cai)在黨(dang)和(he)國家工作(zuo)中(zhong)(zhong)的(de)極端重(zhong)要(yao)(yao)性。7月20日的(de)中(zhong)(zhong)央(yang)人才(cai)(cai)(cai)(cai)工作(zuo)協調小組第三十二次會(hui)議,明(ming)確(que)要(yao)(yao)求進(jin)一步樹(shu)立(li)科學發展(zhan)人才(cai)(cai)(cai)(cai)觀,加大(da)人才(cai)(cai)(cai)(cai)工作(zuo)力度。我(wo)們(men)要(yao)(yao)按照(zhao)中(zhong)(zhong)央(yang)要(yao)(yao)求,堅定不(bu)移(yi)地(di)走人才(cai)(cai)(cai)(cai)強教、人才(cai)(cai)(cai)(cai)強校(xiao)之路,集中(zhong)(zhong)力量建設好以教師為(wei)主(zhu)體的(de)高素(su)質(zhi)教育人才(cai)(cai)(cai)(cai)隊(dui)伍(wu),把優秀(xiu)人才(cai)(cai)(cai)(cai)集聚(ju)到(dao)科教興國、人才(cai)(cai)(cai)(cai)強國的(de)偉大(da)事(shi)業中(zhong)(zhong)來。這是黨(dang)中(zhong)(zhong)央(yang)國務院的(de)明(ming)確(que)要(yao)(yao)求,是教育改革發展(zhan)的(de)重(zhong)要(yao)(yao)經驗(yan),是辦好人民滿(man)意教育的(de)迫切(qie)需要(yao)(yao),是實現教育由大(da)變強的(de)必然選擇。
袁貴(gui)仁強(qiang)調,必須(xu)清醒地認識(shi)到,與教(jiao)(jiao)(jiao)育(yu)(yu)(yu)改(gai)(gai)革(ge)發(fa)(fa)(fa)(fa)展的要(yao)求相比,與經濟社(she)會發(fa)(fa)(fa)(fa)展的需要(yao)相比,我國(guo)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)工作總體上還不適應。做好(hao)新(xin)形勢下教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)工作,要(yao)堅(jian)持(chi)黨管人(ren)(ren)才(cai)原則,確(que)立教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)優(you)先發(fa)(fa)(fa)(fa)展的戰略布局,培(pei)(pei)養(yang)(yang)(yang)和(he)(he)造就一支品德(de)(de)高(gao)尚、業(ye)務(wu)精(jing)湛、結(jie)構合理、充滿活(huo)力(li)的高(gao)素質(zhi)、專業(ye)化、創(chuang)新(xin)型教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)。一是加(jia)強(qiang)師(shi)(shi)(shi)(shi)(shi)德(de)(de)建(jian)(jian)設(she)(she)(she)和(he)(he)能力(li)開發(fa)(fa)(fa)(fa),著(zhu)(zhu)力(li)建(jian)(jian)設(she)(she)(she)高(gao)素質(zhi)專業(ye)化教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)(wu)。要(yao)進(jin)(jin)一步加(jia)強(qiang)和(he)(he)改(gai)(gai)進(jin)(jin)師(shi)(shi)(shi)(shi)(shi)德(de)(de)建(jian)(jian)設(she)(she)(she),全面提高(gao)中小學(xue)(xue)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)素質(zhi),加(jia)強(qiang)職業(ye)學(xue)(xue)校(xiao)“雙師(shi)(shi)(shi)(shi)(shi)型”教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)(wu)建(jian)(jian)設(she)(she)(she),建(jian)(jian)設(she)(she)(she)高(gao)素質(zhi)高(gao)校(xiao)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)(wu)。二是推進(jin)(jin)開放培(pei)(pei)養(yang)(yang)(yang)和(he)(he)管理創(chuang)新(xin),著(zhu)(zhu)力(li)造就高(gao)層次教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)。要(yao)培(pei)(pei)養(yang)(yang)(yang)造就一批具有國(guo)際影響的學(xue)(xue)科(ke)領軍(jun)人(ren)(ren)才(cai),培(pei)(pei)養(yang)(yang)(yang)造就一批教(jiao)(jiao)(jiao)書育(yu)(yu)(yu)人(ren)(ren)、立德(de)(de)樹人(ren)(ren)的教(jiao)(jiao)(jiao)學(xue)(xue)名師(shi)(shi)(shi)(shi)(shi),培(pei)(pei)養(yang)(yang)(yang)造就一批有真才(cai)實學(xue)(xue)、真知灼見的教(jiao)(jiao)(jiao)育(yu)(yu)(yu)家。三是抓住(zhu)薄弱環節,著(zhu)(zhu)力(li)培(pei)(pei)養(yang)(yang)(yang)開發(fa)(fa)(fa)(fa)急需緊缺教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai),尤其(qi)要(yao)加(jia)強(qiang)學(xue)(xue)前教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)、農村學(xue)(xue)校(xiao)人(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)、民族(zu)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)、特殊教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)隊(dui)(dui)伍(wu)(wu)(wu)建(jian)(jian)設(she)(she)(she)。四(si)是堅(jian)持(chi)改(gai)(gai)革(ge)創(chuang)新(xin),著(zhu)(zhu)力(li)推進(jin)(jin)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)制度(du)(du)建(jian)(jian)設(she)(she)(she)。切實轉變教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)管理方式,完善教(jiao)(jiao)(jiao)育(yu)(yu)(yu)人(ren)(ren)才(cai)激勵保障制度(du)(du),深化學(xue)(xue)校(xiao)用人(ren)(ren)制度(du)(du)改(gai)(gai)革(ge)。
袁貴仁要(yao)求,要(yao)加(jia)強領導,把(ba)教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作的(de)(de)(de)各(ge)項任務落到實(shi)(shi)處。一是把(ba)教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作擺上更加(jia)突出(chu)(chu)的(de)(de)(de)位(wei)置(zhi)。各(ge)地各(ge)校要(yao)加(jia)強對(dui)教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作的(de)(de)(de)統籌規劃、政(zheng)策研(yan)究和(he)宏觀指導,建(jian)立人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作目(mu)標責任制。二是解(jie)決教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作中的(de)(de)(de)突出(chu)(chu)問題。各(ge)地各(ge)校要(yao)深入調查研(yan)究,有針對(dui)性地拿出(chu)(chu)解(jie)決辦法(fa)和(he)有效措施。三(san)是統籌實(shi)(shi)施好高素質教(jiao)育(yu)(yu)人才(cai)(cai)(cai)培養(yang)工(gong)(gong)(gong)(gong)程與(yu)教(jiao)育(yu)(yu)人才(cai)(cai)(cai)規劃提出(chu)(chu)的(de)(de)(de)重大人才(cai)(cai)(cai)項目(mu)。四(si)是建(jian)立完善教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作支撐體系(xi)。推進(jin)教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作信息化(hua)建(jian)設(she),加(jia)強教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作者隊伍建(jian)設(she),建(jian)立教(jiao)育(yu)(yu)人才(cai)(cai)(cai)工(gong)(gong)(gong)(gong)作專家咨詢委員會。
會(hui)上(shang),清華(hua)大學(xue)(xue)、福建省教(jiao)育(yu)廳(ting)、廣西壯族自治區教(jiao)育(yu)廳(ting)、上(shang)海(hai)交通(tong)大學(xue)(xue)分別就高校教(jiao)師(shi)隊(dui)伍(wu)建設(she)、中小學(xue)(xue)教(jiao)師(shi)隊(dui)伍(wu)建設(she)、中職教(jiao)師(shi)隊(dui)伍(wu)建設(she)和青年教(jiao)師(shi)隊(dui)伍(wu)建設(she)的經驗做法作了交流發(fa)言(yan)。
