新華社北京2月(yue)23日(ri)電 近日(ri),中(zhong)共(gong)中(zhong)央(yang)、國務院印發了《中(zhong)國教育現代(dai)化(hua)2035》,并發出通知,要(yao)求各(ge)地區各(ge)部門(men)結合實際(ji)認真貫徹落實。
《中國教育現代化2035》分為五個部分:一、戰(zhan)略(lve)(lve)背景;二(er)、總體(ti)思路(lu);三(san)、戰(zhan)略(lve)(lve)任(ren)務;四、實施路(lu)徑;五、保障措施。

《中國教(jiao)育(yu)現代(dai)化(hua)2035》提出了(le)推(tui)進(jin)教(jiao)育(yu)現代(dai)化(hua)的八大基本(ben)理念(nian):更加(jia)注重(zhong)(zhong)(zhong)(zhong)以德為先(xian),更加(jia)注重(zhong)(zhong)(zhong)(zhong)全(quan)面(mian)發(fa)展(zhan)(zhan),更加(jia)注重(zhong)(zhong)(zhong)(zhong)面(mian)向人人,更加(jia)注重(zhong)(zhong)(zhong)(zhong)終身學習,更加(jia)注重(zhong)(zhong)(zhong)(zhong)因材(cai)施教(jiao),更加(jia)注重(zhong)(zhong)(zhong)(zhong)知(zhi)行合一,更加(jia)注重(zhong)(zhong)(zhong)(zhong)融合發(fa)展(zhan)(zhan),更加(jia)注重(zhong)(zhong)(zhong)(zhong)共(gong)建共(gong)享。明(ming)確了(le)推(tui)進(jin)教(jiao)育(yu)現代(dai)化(hua)的基本(ben)原則:堅(jian)(jian)持黨的領(ling)導、堅(jian)(jian)持中國特色、堅(jian)(jian)持優先(xian)發(fa)展(zhan)(zhan)、堅(jian)(jian)持服(fu)務人民、堅(jian)(jian)持改革創新、堅(jian)(jian)持依法治教(jiao)、堅(jian)(jian)持統籌推(tui)進(jin)。
《中國(guo)教(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代(dai)(dai)化2035》提出,推進教(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代(dai)(dai)化的(de)(de)總(zong)體(ti)(ti)目標(biao)是:到(dao)2020年(nian),全(quan)(quan)面實現(xian)(xian)“十三五”發(fa)(fa)展(zhan)目標(biao),教(jiao)育(yu)(yu)(yu)(yu)(yu)總(zong)體(ti)(ti)實力和(he)國(guo)際影響力顯(xian)著(zhu)(zhu)增(zeng)強(qiang),勞動(dong)年(nian)齡人(ren)口平(ping)均受教(jiao)育(yu)(yu)(yu)(yu)(yu)年(nian)限明(ming)顯(xian)增(zeng)加(jia),教(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代(dai)(dai)化取得重(zhong)要(yao)進展(zhan),為全(quan)(quan)面建成小康社會作出重(zhong)要(yao)貢獻。在此(ci)基礎上,再經過15年(nian)努(nu)力,到(dao)2035年(nian),總(zong)體(ti)(ti)實現(xian)(xian)教(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代(dai)(dai)化,邁入(ru)教(jiao)育(yu)(yu)(yu)(yu)(yu)強(qiang)國(guo)行列,推動(dong)我國(guo)成為學(xue)習大國(guo)、人(ren)力資源強(qiang)國(guo)和(he)人(ren)才(cai)強(qiang)國(guo),為到(dao)本(ben)世紀(ji)中葉(xie)建成富強(qiang)民(min)主文(wen)明(ming)和(he)諧美麗(li)的(de)(de)社會主義(yi)現(xian)(xian)代(dai)(dai)化強(qiang)國(guo)奠定堅實基礎。2035年(nian)主要(yao)發(fa)(fa)展(zhan)目標(biao)是:建成服務(wu)(wu)全(quan)(quan)民(min)終身學(xue)習的(de)(de)現(xian)(xian)代(dai)(dai)教(jiao)育(yu)(yu)(yu)(yu)(yu)體(ti)(ti)系、普及有(you)質(zhi)量的(de)(de)學(xue)前教(jiao)育(yu)(yu)(yu)(yu)(yu)、實現(xian)(xian)優質(zhi)均衡的(de)(de)義(yi)務(wu)(wu)教(jiao)育(yu)(yu)(yu)(yu)(yu)、全(quan)(quan)面普及高(gao)中階段教(jiao)育(yu)(yu)(yu)(yu)(yu)、職(zhi)業(ye)教(jiao)育(yu)(yu)(yu)(yu)(yu)服務(wu)(wu)能力顯(xian)著(zhu)(zhu)提升、高(gao)等(deng)教(jiao)育(yu)(yu)(yu)(yu)(yu)競爭(zheng)力明(ming)顯(xian)提升、殘疾兒(er)童少(shao)年(nian)享有(you)適合的(de)(de)教(jiao)育(yu)(yu)(yu)(yu)(yu)、形成全(quan)(quan)社會共同(tong)參與的(de)(de)教(jiao)育(yu)(yu)(yu)(yu)(yu)治理(li)新格局(ju)。
《中國教育現(xian)代化(hua)2035》聚(ju)焦教育發展的突出問(wen)題(ti)和薄弱環節,立足當前,著眼長遠,重點部署了面向教育現(xian)代化(hua)的十(shi)大戰略任務:
一是(shi)學(xue)習(xi)(xi)習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)。把(ba)學(xue)習(xi)(xi)貫(guan)徹習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)作為(wei)首要任務,貫(guan)穿到教(jiao)(jiao)(jiao)育改革發展(zhan)全(quan)過程,落實到教(jiao)(jiao)(jiao)育現代(dai)(dai)化(hua)各(ge)領域各(ge)環節。以習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)武(wu)裝教(jiao)(jiao)(jiao)育戰線,推動習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)進(jin)教(jiao)(jiao)(jiao)材進(jin)課堂進(jin)頭腦,將習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)融入中(zhong)(zhong)小(xiao)學(xue)教(jiao)(jiao)(jiao)育,加(jia)強(qiang)(qiang)高等學(xue)校思(si)想(xiang)(xiang)政治教(jiao)(jiao)(jiao)育。加(jia)強(qiang)(qiang)習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)系統化(hua)、學(xue)理化(hua)、學(xue)科化(hua)研(yan)究闡釋,健全(quan)習(xi)(xi)近(jin)平新時(shi)(shi)代(dai)(dai)中(zhong)(zhong)國(guo)(guo)特(te)(te)色(se)社(she)(she)(she)(she)會主(zhu)(zhu)義(yi)(yi)思(si)想(xiang)(xiang)研(yan)究成果傳播機制。

三是推(tui)動各(ge)級教(jiao)(jiao)(jiao)育高水平高質量普(pu)及(ji)。以農村為重點提升學前(qian)教(jiao)(jiao)(jiao)育普(pu)及(ji)水平,建立更(geng)為完善的學前(qian)教(jiao)(jiao)(jiao)育管理體(ti)(ti)(ti)制、辦園(yuan)體(ti)(ti)(ti)制和(he)投入體(ti)(ti)(ti)制,大力發(fa)(fa)展公辦園(yuan),加快發(fa)(fa)展普(pu)惠性民(min)辦幼兒園(yuan)。提升義(yi)務教(jiao)(jiao)(jiao)育鞏固水平,健全控輟(chuo)保學工(gong)作(zuo)責任體(ti)(ti)(ti)系。提升高中(zhong)階段教(jiao)(jiao)(jiao)育普(pu)及(ji)水平,推(tui)進中(zhong)等職業教(jiao)(jiao)(jiao)育和(he)普(pu)通高中(zhong)教(jiao)(jiao)(jiao)育協調(diao)發(fa)(fa)展,鼓勵普(pu)通高中(zhong)多樣化有特色發(fa)(fa)展。振興中(zhong)西部地區高等教(jiao)(jiao)(jiao)育。提升民(min)族教(jiao)(jiao)(jiao)育發(fa)(fa)展水平。
四是(shi)實(shi)(shi)(shi)現基(ji)本公共教(jiao)(jiao)(jiao)育服務均(jun)(jun)等化(hua)。提升義(yi)務教(jiao)(jiao)(jiao)育均(jun)(jun)等化(hua)水平,建立學(xue)(xue)校標(biao)準(zhun)(zhun)化(hua)建設長效機(ji)制,推進(jin)(jin)(jin)城(cheng)鄉義(yi)務教(jiao)(jiao)(jiao)育均(jun)(jun)衡發展。在實(shi)(shi)(shi)現縣(xian)域內(nei)義(yi)務教(jiao)(jiao)(jiao)育基(ji)本均(jun)(jun)衡基(ji)礎(chu)上,進(jin)(jin)(jin)一(yi)步推進(jin)(jin)(jin)優(you)質均(jun)(jun)衡。推進(jin)(jin)(jin)隨遷子(zi)女(nv)入學(xue)(xue)待遇(yu)同城(cheng)化(hua),有序擴大城(cheng)鎮學(xue)(xue)位供(gong)給。完善流動(dong)人(ren)口(kou)子(zi)女(nv)異地升學(xue)(xue)考(kao)試制度。實(shi)(shi)(shi)現困(kun)難(nan)群體幫扶精(jing)準(zhun)(zhun)化(hua),健全(quan)家(jia)庭經(jing)濟困(kun)難(nan)學(xue)(xue)生資助體系,推進(jin)(jin)(jin)教(jiao)(jiao)(jiao)育精(jing)準(zhun)(zhun)脫貧。辦好(hao)特殊教(jiao)(jiao)(jiao)育,推進(jin)(jin)(jin)適齡殘疾兒(er)童少年(nian)教(jiao)(jiao)(jiao)育全(quan)覆蓋,全(quan)面推進(jin)(jin)(jin)融合教(jiao)(jiao)(jiao)育,促(cu)進(jin)(jin)(jin)醫(yi)教(jiao)(jiao)(jiao)結合。

《中國(guo)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)2035》明確(que)了實(shi)現(xian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)的(de)實(shi)施(shi)路徑:一(yi)是(shi)(shi)(shi)總體(ti)(ti)(ti)規(gui)劃,分(fen)(fen)區推(tui)進(jin)(jin)(jin)。在國(guo)家教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)總體(ti)(ti)(ti)規(gui)劃框(kuang)架下(xia),推(tui)動(dong)各(ge)地從實(shi)際出發(fa)(fa)(fa),制(zhi)定本(ben)地區教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)規(gui)劃,形成一(yi)地一(yi)案、分(fen)(fen)區推(tui)進(jin)(jin)(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)的(de)生動(dong)局面。二是(shi)(shi)(shi)細化(hua)(hua)目標,分(fen)(fen)步(bu)推(tui)進(jin)(jin)(jin)。科學設(she)計和(he)進(jin)(jin)(jin)一(yi)步(bu)細化(hua)(hua)不同發(fa)(fa)(fa)展(zhan)階段、不同規(gui)劃周期內的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)發(fa)(fa)(fa)展(zhan)目標和(he)重點任務,有(you)計劃有(you)步(bu)驟地推(tui)進(jin)(jin)(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)。三(san)是(shi)(shi)(shi)精準施(shi)策(ce),統籌推(tui)進(jin)(jin)(jin)。完善(shan)區域教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)發(fa)(fa)(fa)展(zhan)協(xie)作機(ji)制(zhi)和(he)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)對口支(zhi)援(yuan)機(ji)制(zhi),深入實(shi)施(shi)東西部協(xie)作,推(tui)動(dong)不同地區協(xie)同推(tui)進(jin)(jin)(jin)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)現(xian)代(dai)化(hua)(hua)建設(she)。四(si)是(shi)(shi)(shi)改革先行,系統推(tui)進(jin)(jin)(jin)。充(chong)分(fen)(fen)發(fa)(fa)(fa)揮基層(ceng)特別是(shi)(shi)(shi)各(ge)級各(ge)類(lei)學校的(de)積(ji)極性(xing)和(he)創(chuang)造(zao)性(xing),鼓勵大膽探索(suo)、積(ji)極改革創(chuang)新(xin),形成充(chong)滿活(huo)力、富有(you)效率、更(geng)加(jia)開放(fang)、有(you)利(li)于高(gao)質量發(fa)(fa)(fa)展(zhan)的(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)體(ti)(ti)(ti)制(zhi)機(ji)制(zhi)。
為確(que)保教(jiao)育(yu)現代化(hua)目(mu)標任(ren)務的實現,《中國教(jiao)育(yu)現代化(hua)2035》明確(que)了三個(ge)方面的保障(zhang)措施:
一(yi)是加(jia)強黨(dang)(dang)對(dui)教(jiao)(jiao)育(yu)工(gong)作(zuo)(zuo)的全面(mian)領導(dao)(dao)。各級(ji)黨(dang)(dang)委要把(ba)教(jiao)(jiao)育(yu)改革發展納入(ru)議事日(ri)程(cheng),協調動員各方面(mian)力量(liang)共(gong)(gong)同推進教(jiao)(jiao)育(yu)現代化。建立健全黨(dang)(dang)委統(tong)一(yi)領導(dao)(dao)、黨(dang)(dang)政(zheng)(zheng)齊抓共(gong)(gong)管(guan)、部門各負其責的教(jiao)(jiao)育(yu)領導(dao)(dao)體制。建設高(gao)素質專業化教(jiao)(jiao)育(yu)系(xi)統(tong)干(gan)部隊(dui)伍。加(jia)強各級(ji)各類學校黨(dang)(dang)的領導(dao)(dao)和黨(dang)(dang)的建設工(gong)作(zuo)(zuo)。深入(ru)推進教(jiao)(jiao)育(yu)系(xi)統(tong)全面(mian)從嚴治(zhi)黨(dang)(dang)、黨(dang)(dang)風廉政(zheng)(zheng)建設和反腐敗斗爭。
二是(shi)完善教(jiao)(jiao)(jiao)育(yu)(yu)(yu)現代化(hua)投(tou)入(ru)支(zhi)撐體(ti)制。健(jian)(jian)全(quan)(quan)保(bao)證(zheng)財(cai)政(zheng)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)投(tou)入(ru)持續穩定增(zeng)長的(de)長效機制,確(que)保(bao)財(cai)政(zheng)一(yi)般公(gong)(gong)共預(yu)(yu)算(suan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)支(zhi)出(chu)逐(zhu)年只(zhi)增(zeng)不減,確(que)保(bao)按在校學(xue)生(sheng)(sheng)人數平(ping)均的(de)一(yi)般公(gong)(gong)共預(yu)(yu)算(suan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)支(zhi)出(chu)逐(zhu)年只(zhi)增(zeng)不減,保(bao)證(zheng)國家(jia)財(cai)政(zheng)性教(jiao)(jiao)(jiao)育(yu)(yu)(yu)經(jing)(jing)費支(zhi)出(chu)占國內生(sheng)(sheng)產總值的(de)比例一(yi)般不低于4%。依法落實各級政(zheng)府教(jiao)(jiao)(jiao)育(yu)(yu)(yu)支(zhi)出(chu)責任,完善多渠道(dao)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)經(jing)(jing)費籌措體(ti)制,完善國家(jia)、社(she)會和受教(jiao)(jiao)(jiao)育(yu)(yu)(yu)者合理(li)分擔(dan)非(fei)義(yi)務教(jiao)(jiao)(jiao)育(yu)(yu)(yu)培養(yang)成本的(de)機制,支(zhi)持和規范(fan)社(she)會力量興(xing)辦教(jiao)(jiao)(jiao)育(yu)(yu)(yu)。優化(hua)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)經(jing)(jing)費使用結構,全(quan)(quan)面實施績效管(guan)理(li),建立健(jian)(jian)全(quan)(quan)全(quan)(quan)覆蓋全(quan)(quan)過程全(quan)(quan)方位(wei)的(de)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)經(jing)(jing)費監管(guan)體(ti)系,全(quan)(quan)面提高經(jing)(jing)費使用效益。
三是完善落(luo)實機(ji)制。建立協(xie)同規劃(hua)機(ji)制、健全(quan)跨部門(men)統籌協(xie)調機(ji)制,建立教(jiao)育發展監測(ce)評價機(ji)制和督導問責(ze)機(ji)制,全(quan)方位(wei)協(xie)同推進教(jiao)育現(xian)代(dai)化(hua),形成全(quan)社會(hui)關心、支持和主動參與教(jiao)育現(xian)代(dai)化(hua)建設的良好(hao)氛圍。
