中共中央、國務院印發《中國教育現代化2035》

新(xin)華社北京(jing)2月23日電 近日,中共中央、國務(wu)院印發了《中國教育現代化2035》,并發出通知(zhi),要求各(ge)地(di)區各(ge)部門結合實際認真貫徹落實。

《中國教育現(xian)代(dai)化(hua)2035》分為五個部(bu)分:一、戰略(lve)背景;二、總體思(si)路;三、戰略(lve)任務;四(si)、實(shi)施路徑;五、保(bao)障措施。

《中(zhong)(zhong)(zhong)國(guo)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代化(hua)2035》提(ti)出(chu)推(tui)(tui)(tui)進(jin)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代化(hua)的指(zhi)導思(si)想是:以(yi)習近平(ping)新時代中(zhong)(zhong)(zhong)國(guo)特(te)色(se)社(she)(she)(she)會(hui)(hui)(hui)主義(yi)思(si)想為(wei)(wei)(wei)指(zhi)導,全(quan)面(mian)(mian)貫徹黨(dang)的十九(jiu)大和十九(jiu)屆二中(zhong)(zhong)(zhong)、三中(zhong)(zhong)(zhong)全(quan)會(hui)(hui)(hui)精神(shen),堅(jian)(jian)(jian)定實(shi)施科教(jiao)(jiao)(jiao)興(xing)國(guo)戰略(lve)、人(ren)才(cai)強(qiang)(qiang)國(guo)戰略(lve),緊緊圍(wei)繞統籌推(tui)(tui)(tui)進(jin)“五位(wei)一體(ti)”總(zong)體(ti)布局和協(xie)調推(tui)(tui)(tui)進(jin)“四(si)(si)個全(quan)面(mian)(mian)”戰略(lve)布局,堅(jian)(jian)(jian)定“四(si)(si)個自信”,在黨(dang)的堅(jian)(jian)(jian)強(qiang)(qiang)領導下,全(quan)面(mian)(mian)貫徹黨(dang)的教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)方針,堅(jian)(jian)(jian)持(chi)(chi)馬(ma)克思(si)主義(yi)指(zhi)導地位(wei),堅(jian)(jian)(jian)持(chi)(chi)中(zhong)(zhong)(zhong)國(guo)特(te)色(se)社(she)(she)(she)會(hui)(hui)(hui)主義(yi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)發(fa)(fa)(fa)(fa)展(zhan)道(dao)路,堅(jian)(jian)(jian)持(chi)(chi)社(she)(she)(she)會(hui)(hui)(hui)主義(yi)辦學(xue)方向,立足基本(ben)國(guo)情,遵循教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)規(gui)律,堅(jian)(jian)(jian)持(chi)(chi)改革創新,以(yi)凝聚(ju)人(ren)心、完善人(ren)格、開發(fa)(fa)(fa)(fa)人(ren)力、培育(yu)(yu)(yu)(yu)(yu)人(ren)才(cai)、造福人(ren)民(min)為(wei)(wei)(wei)工(gong)作目標(biao),培養德智體(ti)美勞全(quan)面(mian)(mian)發(fa)(fa)(fa)(fa)展(zhan)的社(she)(she)(she)會(hui)(hui)(hui)主義(yi)建(jian)設(she)者和接班人(ren),加快推(tui)(tui)(tui)進(jin)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)現(xian)(xian)代化(hua)、建(jian)設(she)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)強(qiang)(qiang)國(guo)、辦好人(ren)民(min)滿意的教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)。將服(fu)(fu)務(wu)(wu)中(zhong)(zhong)(zhong)華民(min)族偉大復(fu)興(xing)作為(wei)(wei)(wei)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的重要使命,堅(jian)(jian)(jian)持(chi)(chi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)為(wei)(wei)(wei)人(ren)民(min)服(fu)(fu)務(wu)(wu)、為(wei)(wei)(wei)中(zhong)(zhong)(zhong)國(guo)共產黨(dang)治(zhi)國(guo)理政服(fu)(fu)務(wu)(wu)、為(wei)(wei)(wei)鞏固和發(fa)(fa)(fa)(fa)展(zhan)中(zhong)(zhong)(zhong)國(guo)特(te)色(se)社(she)(she)(she)會(hui)(hui)(hui)主義(yi)制度服(fu)(fu)務(wu)(wu)、為(wei)(wei)(wei)改革開放和社(she)(she)(she)會(hui)(hui)(hui)主義(yi)現(xian)(xian)代化(hua)建(jian)設(she)服(fu)(fu)務(wu)(wu),優先發(fa)(fa)(fa)(fa)展(zhan)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu),大力推(tui)(tui)(tui)進(jin)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)理念、體(ti)系(xi)、制度、內容、方法、治(zhi)理現(xian)(xian)代化(hua),著力提(ti)高教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)質量(liang),促進(jin)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)公(gong)平(ping),優化(hua)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)結構,為(wei)(wei)(wei)決(jue)勝(sheng)全(quan)面(mian)(mian)建(jian)成小康社(she)(she)(she)會(hui)(hui)(hui)、實(shi)現(xian)(xian)新時代中(zhong)(zhong)(zhong)國(guo)特(te)色(se)社(she)(she)(she)會(hui)(hui)(hui)主義(yi)發(fa)(fa)(fa)(fa)展(zhan)的奮斗目標(biao)提(ti)供有力支撐。

《中國教育現代化2035》提出了推進教育現代化的(de)八大基(ji)本理念:更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)以德為先(xian),更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)全面發(fa)展(zhan),更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)面向人人,更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)終身(shen)學習,更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)因(yin)材施(shi)教,更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)知行合一,更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)融(rong)合發(fa)展(zhan),更加(jia)(jia)(jia)注(zhu)(zhu)重(zhong)(zhong)(zhong)(zhong)共(gong)建(jian)共(gong)享。明確(que)了推進教育現代化的(de)基(ji)本原則(ze):堅(jian)(jian)持黨的(de)領(ling)導、堅(jian)(jian)持中國特色、堅(jian)(jian)持優先(xian)發(fa)展(zhan)、堅(jian)(jian)持服務人民、堅(jian)(jian)持改革(ge)創新、堅(jian)(jian)持依(yi)法治教、堅(jian)(jian)持統籌推進。

《中(zhong)國(guo)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)現(xian)(xian)代化(hua)2035》提出,推進教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)現(xian)(xian)代化(hua)的(de)(de)總體目(mu)(mu)標是:到(dao)2020年(nian),全面實(shi)(shi)(shi)現(xian)(xian)“十(shi)三五”發(fa)展(zhan)目(mu)(mu)標,教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)總體實(shi)(shi)(shi)力(li)(li)和國(guo)際影(ying)響(xiang)力(li)(li)顯(xian)(xian)著增強(qiang)(qiang),勞動(dong)年(nian)齡人(ren)口平(ping)均受教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)年(nian)限明顯(xian)(xian)增加,教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)現(xian)(xian)代化(hua)取得(de)重要(yao)進展(zhan),為(wei)(wei)全面建成小康社(she)(she)會作(zuo)出重要(yao)貢獻。在此(ci)基礎上,再經過15年(nian)努(nu)力(li)(li),到(dao)2035年(nian),總體實(shi)(shi)(shi)現(xian)(xian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)現(xian)(xian)代化(hua),邁入教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)強(qiang)(qiang)國(guo)行列,推動(dong)我(wo)國(guo)成為(wei)(wei)學(xue)習(xi)(xi)大(da)國(guo)、人(ren)力(li)(li)資(zi)源強(qiang)(qiang)國(guo)和人(ren)才強(qiang)(qiang)國(guo),為(wei)(wei)到(dao)本世(shi)紀中(zhong)葉建成富強(qiang)(qiang)民(min)(min)主文明和諧美(mei)麗的(de)(de)社(she)(she)會主義(yi)現(xian)(xian)代化(hua)強(qiang)(qiang)國(guo)奠(dian)定堅(jian)實(shi)(shi)(shi)基礎。2035年(nian)主要(yao)發(fa)展(zhan)目(mu)(mu)標是:建成服(fu)務全民(min)(min)終身學(xue)習(xi)(xi)的(de)(de)現(xian)(xian)代教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)體系、普及有質(zhi)(zhi)量的(de)(de)學(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、實(shi)(shi)(shi)現(xian)(xian)優(you)質(zhi)(zhi)均衡的(de)(de)義(yi)務教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、全面普及高中(zhong)階(jie)段教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、職業教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)服(fu)務能力(li)(li)顯(xian)(xian)著提升(sheng)、高等教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)競爭力(li)(li)明顯(xian)(xian)提升(sheng)、殘疾兒(er)童(tong)少年(nian)享有適合的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)、形成全社(she)(she)會共同參(can)與(yu)的(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)治理新(xin)格局。

《中國教(jiao)育現(xian)代化(hua)2035》聚焦(jiao)教(jiao)育發展的(de)突出問題和(he)薄弱環節(jie),立足當(dang)前,著眼長遠,重點部署了(le)面向(xiang)教(jiao)育現(xian)代化(hua)的(de)十大戰略任務(wu):

一是學(xue)習(xi)習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)。把(ba)學(xue)習(xi)貫徹習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)作為首(shou)要(yao)任務,貫穿到教(jiao)育(yu)改革(ge)發展全過程,落實到教(jiao)育(yu)現代(dai)(dai)(dai)化(hua)各領域各環(huan)節。以習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)武裝教(jiao)育(yu)戰線,推(tui)動習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)進教(jiao)材進課(ke)堂進頭腦(nao),將習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)融入中小學(xue)教(jiao)育(yu),加強(qiang)高(gao)等學(xue)校思(si)(si)想(xiang)(xiang)政治教(jiao)育(yu)。加強(qiang)習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)系統(tong)化(hua)、學(xue)理化(hua)、學(xue)科化(hua)研(yan)究(jiu)闡釋(shi),健全習(xi)近(jin)平(ping)(ping)新(xin)時(shi)(shi)代(dai)(dai)(dai)中國特色(se)社(she)會(hui)(hui)主(zhu)義(yi)(yi)思(si)(si)想(xiang)(xiang)研(yan)究(jiu)成果(guo)傳播機制。

二是發展(zhan)中國特色世界先(xian)進(jin)(jin)水平(ping)(ping)的(de)(de)(de)優質(zhi)(zhi)(zhi)(zhi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)。全面(mian)落實立(li)(li)德(de)樹人(ren)根本任務,廣泛開展(zhan)理想信(xin)念(nian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu),厚植愛(ai)國主(zhu)義情懷,加(jia)(jia)強(qiang)品德(de)修養(yang)(yang),增(zeng)長知識(shi)見識(shi),培(pei)(pei)養(yang)(yang)奮(fen)斗精神,不斷提高學(xue)(xue)(xue)生思想水平(ping)(ping)、政治覺悟、道德(de)品質(zhi)(zhi)(zhi)(zhi)、文(wen)化素養(yang)(yang)。增(zeng)強(qiang)綜合(he)素質(zhi)(zhi)(zhi)(zhi),樹立(li)(li)健康第一的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)理念(nian),全面(mian)強(qiang)化學(xue)(xue)(xue)校(xiao)體育(yu)(yu)(yu)(yu)(yu)(yu)工作,全面(mian)加(jia)(jia)強(qiang)和(he)(he)改進(jin)(jin)學(xue)(xue)(xue)校(xiao)美育(yu)(yu)(yu)(yu)(yu)(yu),弘揚勞動(dong)精神,強(qiang)化實踐動(dong)手能(neng)(neng)力、合(he)作能(neng)(neng)力、創新(xin)能(neng)(neng)力的(de)(de)(de)培(pei)(pei)養(yang)(yang)。完善(shan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)體系(xi),制(zhi)定覆蓋全學(xue)(xue)(xue)段、體現(xian)(xian)世界先(xian)進(jin)(jin)水平(ping)(ping)、符(fu)合(he)不同層次類(lei)型教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)特點的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),明確學(xue)(xue)(xue)生發展(zhan)核(he)心素養(yang)(yang)要求。完善(shan)學(xue)(xue)(xue)前教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)保教(jiao)(jiao)(jiao)(jiao)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。建(jian)立(li)(li)健全中小學(xue)(xue)(xue)各學(xue)(xue)(xue)科(ke)(ke)學(xue)(xue)(xue)業質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)和(he)(he)體質(zhi)(zhi)(zhi)(zhi)健康標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。健全職(zhi)業教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)人(ren)才培(pei)(pei)養(yang)(yang)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),制(zhi)定緊(jin)跟時代(dai)(dai)發展(zhan)的(de)(de)(de)多樣化高等教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)人(ren)才培(pei)(pei)養(yang)(yang)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)。建(jian)立(li)(li)以師資配備、生均撥款、教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)設(she)(she)施(shi)設(she)(she)備等資源要素為(wei)核(he)心的(de)(de)(de)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)體系(xi)和(he)(he)辦(ban)學(xue)(xue)(xue)條件標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun)動(dong)態調整機(ji)制(zhi)。加(jia)(jia)強(qiang)課(ke)(ke)程教(jiao)(jiao)(jiao)(jiao)材體系(xi)建(jian)設(she)(she),科(ke)(ke)學(xue)(xue)(xue)規劃大(da)中小學(xue)(xue)(xue)課(ke)(ke)程,分(fen)類(lei)制(zhi)定課(ke)(ke)程標(biao)(biao)(biao)準(zhun)(zhun)(zhun)(zhun),充(chong)分(fen)利用現(xian)(xian)代(dai)(dai)信(xin)息技術,豐富并創新(xin)課(ke)(ke)程形式(shi)。健全國家(jia)教(jiao)(jiao)(jiao)(jiao)材制(zhi)度(du),統(tong)籌(chou)為(wei)主(zhu)、統(tong)分(fen)結(jie)合(he)、分(fen)類(lei)指(zhi)導,增(zeng)強(qiang)教(jiao)(jiao)(jiao)(jiao)材的(de)(de)(de)思想性(xing)、科(ke)(ke)學(xue)(xue)(xue)性(xing)、民族性(xing)、時代(dai)(dai)性(xing)、系(xi)統(tong)性(xing),完善(shan)教(jiao)(jiao)(jiao)(jiao)材編寫、修訂、審查、選用、退出機(ji)制(zhi)。創新(xin)人(ren)才培(pei)(pei)養(yang)(yang)方式(shi),推行啟發式(shi)、探究式(shi)、參與式(shi)、合(he)作式(shi)等教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)方式(shi)以及走班(ban)制(zhi)、選課(ke)(ke)制(zhi)等教(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)組(zu)織(zhi)模式(shi),培(pei)(pei)養(yang)(yang)學(xue)(xue)(xue)生創新(xin)精神與實踐能(neng)(neng)力。大(da)力推進(jin)(jin)校(xiao)園文(wen)化建(jian)設(she)(she)。重視家(jia)庭教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)和(he)(he)社會教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)。構建(jian)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)(yu)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)評(ping)估監測機(ji)制(zhi),建(jian)立(li)(li)更(geng)加(jia)(jia)科(ke)(ke)學(xue)(xue)(xue)公正的(de)(de)(de)考試評(ping)價制(zhi)度(du),建(jian)立(li)(li)全過程、全方位人(ren)才培(pei)(pei)養(yang)(yang)質(zhi)(zhi)(zhi)(zhi)量(liang)(liang)(liang)反饋監控體系(xi)。

三是推(tui)(tui)動各級(ji)教(jiao)育(yu)高水(shui)(shui)平(ping)(ping)高質量普(pu)及。以農村(cun)為重(zhong)點提(ti)(ti)升學(xue)前教(jiao)育(yu)普(pu)及水(shui)(shui)平(ping)(ping),建立更(geng)為完善的(de)學(xue)前教(jiao)育(yu)管理體(ti)制(zhi)、辦(ban)(ban)(ban)園(yuan)體(ti)制(zhi)和(he)(he)投入體(ti)制(zhi),大(da)力發(fa)展(zhan)(zhan)公辦(ban)(ban)(ban)園(yuan),加(jia)快(kuai)發(fa)展(zhan)(zhan)普(pu)惠性民(min)辦(ban)(ban)(ban)幼兒園(yuan)。提(ti)(ti)升義務教(jiao)育(yu)鞏固水(shui)(shui)平(ping)(ping),健全控輟保學(xue)工作責(ze)任體(ti)系(xi)。提(ti)(ti)升高中(zhong)階段教(jiao)育(yu)普(pu)及水(shui)(shui)平(ping)(ping),推(tui)(tui)進中(zhong)等職(zhi)業教(jiao)育(yu)和(he)(he)普(pu)通高中(zhong)教(jiao)育(yu)協調(diao)發(fa)展(zhan)(zhan),鼓(gu)勵普(pu)通高中(zhong)多樣化有特色發(fa)展(zhan)(zhan)。振興中(zhong)西部地區高等教(jiao)育(yu)。提(ti)(ti)升民(min)族教(jiao)育(yu)發(fa)展(zhan)(zhan)水(shui)(shui)平(ping)(ping)。

四是實現基(ji)本公共教育服務(wu)均等化。提升義務(wu)教育均等化水平,建(jian)(jian)立學(xue)(xue)校標準(zhun)化建(jian)(jian)設長效機制(zhi),推(tui)(tui)進城鄉義務(wu)教育均衡發(fa)展。在實現縣域(yu)內義務(wu)教育基(ji)本均衡基(ji)礎(chu)上,進一步(bu)推(tui)(tui)進優質均衡。推(tui)(tui)進隨遷子女入學(xue)(xue)待遇同城化,有序(xu)擴大城鎮學(xue)(xue)位(wei)供(gong)給。完善流動人口子女異(yi)地升學(xue)(xue)考試制(zhi)度。實現困難群體(ti)幫扶精準(zhun)化,健(jian)全家庭經濟困難學(xue)(xue)生資助體(ti)系,推(tui)(tui)進教育精準(zhun)脫貧(pin)。辦好特殊教育,推(tui)(tui)進適齡殘疾兒童少年教育全覆(fu)蓋,全面推(tui)(tui)進融合(he)教育,促進醫教結合(he)。

五(wu)是構(gou)建(jian)(jian)服務全(quan)民的(de)終身學(xue)(xue)習(xi)體系(xi)。構(gou)建(jian)(jian)更加開(kai)放(fang)暢(chang)通(tong)(tong)的(de)人才成(cheng)長(chang)通(tong)(tong)道(dao),完善招生入學(xue)(xue)、彈性學(xue)(xue)習(xi)及繼(ji)續(xu)教(jiao)(jiao)育(yu)制度(du),暢(chang)通(tong)(tong)轉換渠道(dao)。建(jian)(jian)立全(quan)民終身學(xue)(xue)習(xi)的(de)制度(du)環境,建(jian)(jian)立國家(jia)(jia)資歷框(kuang)架,建(jian)(jian)立跨部門跨行業(ye)(ye)的(de)工(gong)作機制和(he)專業(ye)(ye)化支持體系(xi)。建(jian)(jian)立健全(quan)國家(jia)(jia)學(xue)(xue)分銀行制度(du)和(he)學(xue)(xue)習(xi)成(cheng)果認證(zheng)制度(du)。強化職業(ye)(ye)學(xue)(xue)校(xiao)(xiao)和(he)高等學(xue)(xue)校(xiao)(xiao)的(de)繼(ji)續(xu)教(jiao)(jiao)育(yu)與社(she)會培訓服務功能,開(kai)展多類型多形式的(de)職工(gong)繼(ji)續(xu)教(jiao)(jiao)育(yu)。擴大社(she)區教(jiao)(jiao)育(yu)資源供(gong)給,加快(kuai)發展城(cheng)鄉社(she)區老年(nian)教(jiao)(jiao)育(yu),推動各(ge)類學(xue)(xue)習(xi)型組織建(jian)(jian)設(she)。

八是加快信息化(hua)時(shi)代(dai)教育(yu)(yu)變(bian)革。建(jian)設智能化(hua)校園,統籌(chou)建(jian)設一體(ti)化(hua)智能化(hua)教學(xue)、管(guan)(guan)理與服(fu)務(wu)平(ping)臺。利用現(xian)(xian)代(dai)技術(shu)加快推動人才培養模式改革,實現(xian)(xian)規模化(hua)教育(yu)(yu)與個性(xing)化(hua)培養的有機(ji)結(jie)合。創新教育(yu)(yu)服(fu)務(wu)業(ye)態,建(jian)立數(shu)字(zi)教育(yu)(yu)資(zi)源共(gong)建(jian)共(gong)享機(ji)制,完善利益分配(pei)機(ji)制、知識產權保護制度和(he)新型教育(yu)(yu)服(fu)務(wu)監(jian)管(guan)(guan)制度。推進教育(yu)(yu)治理方式變(bian)革,加快形(xing)成現(xian)(xian)代(dai)化(hua)的教育(yu)(yu)管(guan)(guan)理與監(jian)測體(ti)系,推進管(guan)(guan)理精準化(hua)和(he)決策(ce)科學(xue)化(hua)。

九是開創教育(yu)對(dui)外(wai)開放新格(ge)局(ju)。全面(mian)提升(sheng)國(guo)(guo)(guo)際(ji)交(jiao)流(liu)(liu)合(he)作水平,推(tui)動(dong)我國(guo)(guo)(guo)同其他國(guo)(guo)(guo)家學(xue)歷學(xue)位互(hu)認(ren)、標(biao)準(zhun)互(hu)通、經驗(yan)互(hu)鑒。扎實推(tui)進“一(yi)帶一(yi)路”教育(yu)行(xing)動(dong)。加強與聯合(he)國(guo)(guo)(guo)教科文組(zu)織等國(guo)(guo)(guo)際(ji)組(zu)織和(he)多邊組(zu)織的(de)合(he)作。提升(sheng)中(zhong)(zhong)外(wai)合(he)作辦學(xue)質(zhi)量。優化出國(guo)(guo)(guo)留(liu)學(xue)服務。實施(shi)留(liu)學(xue)中(zhong)(zhong)國(guo)(guo)(guo)計劃,建(jian)立并完善來華留(liu)學(xue)教育(yu)質(zhi)量保障機(ji)制,全面(mian)提升(sheng)來華留(liu)學(xue)質(zhi)量。推(tui)進中(zhong)(zhong)外(wai)高(gao)級別人文交(jiao)流(liu)(liu)機(ji)制建(jian)設(she),拓展(zhan)人文交(jiao)流(liu)(liu)領(ling)域,促進中(zhong)(zhong)外(wai)民心相(xiang)通和(he)文明交(jiao)流(liu)(liu)互(hu)鑒。促進孔子學(xue)院和(he)孔子課堂特色(se)發(fa)展(zhan)。加快建(jian)設(she)中(zhong)(zhong)國(guo)(guo)(guo)特色(se)海外(wai)國(guo)(guo)(guo)際(ji)學(xue)校(xiao)。鼓(gu)勵有條件的(de)職業(ye)院校(xiao)在(zai)海外(wai)建(jian)設(she)“魯(lu)班(ban)工(gong)坊”。積(ji)極(ji)參與全球教育(yu)治理,深(shen)度(du)參與國(guo)(guo)(guo)際(ji)教育(yu)規則、標(biao)準(zhun)、評(ping)價(jia)體(ti)系(xi)的(de)研究制定。推(tui)進與國(guo)(guo)(guo)際(ji)組(zu)織及專(zhuan)業(ye)機(ji)構的(de)教育(yu)交(jiao)流(liu)(liu)合(he)作。健(jian)全對(dui)外(wai)教育(yu)援助機(ji)制。

十是推(tui)進教育(yu)治(zhi)理(li)體系和(he)(he)(he)治(zhi)理(li)能(neng)(neng)力現(xian)代化(hua)。提(ti)高(gao)(gao)(gao)教育(yu)法(fa)治(zhi)化(hua)水(shui)平,構(gou)建(jian)完備(bei)的(de)(de)教育(yu)法(fa)律(lv)法(fa)規體系,健全學(xue)(xue)校(xiao)(xiao)辦學(xue)(xue)法(fa)律(lv)支持體系。健全教育(yu)法(fa)律(lv)實施和(he)(he)(he)監管機制。提(ti)升政(zheng)(zheng)府管理(li)服(fu)務(wu)水(shui)平,提(ti)升政(zheng)(zheng)府綜合(he)運(yun)用法(fa)律(lv)、標準、信息服(fu)務(wu)等(deng)現(xian)代治(zhi)理(li)手段的(de)(de)能(neng)(neng)力和(he)(he)(he)水(shui)平。健全教育(yu)督導體制機制,提(ti)高(gao)(gao)(gao)教育(yu)督導的(de)(de)權(quan)威(wei)性(xing)和(he)(he)(he)實效性(xing)。提(ti)高(gao)(gao)(gao)學(xue)(xue)校(xiao)(xiao)自主(zhu)管理(li)能(neng)(neng)力,完善學(xue)(xue)校(xiao)(xiao)治(zhi)理(li)結構(gou),繼續加強高(gao)(gao)(gao)等(deng)學(xue)(xue)校(xiao)(xiao)章程建(jian)設。鼓勵(li)民辦學(xue)(xue)校(xiao)(xiao)按照非營利(li)性(xing)和(he)(he)(he)營利(li)性(xing)兩種組織屬性(xing)開展現(xian)代學(xue)(xue)校(xiao)(xiao)制度改革創(chuang)新(xin)。推(tui)動社(she)會參(can)與教育(yu)治(zhi)理(li)常態(tai)化(hua),建(jian)立健全社(she)會參(can)與學(xue)(xue)校(xiao)(xiao)管理(li)和(he)(he)(he)教育(yu)評價監管機制。

《中國教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)2035》明確了實(shi)(shi)現(xian)(xian)(xian)(xian)教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)的(de)實(shi)(shi)施(shi)路徑(jing):一(yi)(yi)是(shi)(shi)總(zong)(zong)體(ti)(ti)規劃,分區(qu)推(tui)(tui)進(jin)。在國家教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)總(zong)(zong)體(ti)(ti)規劃框架下,推(tui)(tui)動各(ge)(ge)地從實(shi)(shi)際出發,制定本(ben)地區(qu)教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)規劃,形(xing)成(cheng)(cheng)一(yi)(yi)地一(yi)(yi)案、分區(qu)推(tui)(tui)進(jin)教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)的(de)生動局面。二是(shi)(shi)細化(hua)(hua)目標,分步(bu)推(tui)(tui)進(jin)。科學設(she)計和(he)進(jin)一(yi)(yi)步(bu)細化(hua)(hua)不同(tong)發展階段、不同(tong)規劃周期內的(de)教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)發展目標和(he)重點任務,有計劃有步(bu)驟地推(tui)(tui)進(jin)教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)。三是(shi)(shi)精(jing)準(zhun)施(shi)策,統籌推(tui)(tui)進(jin)。完善區(qu)域(yu)教(jiao)(jiao)育(yu)發展協(xie)作機(ji)制和(he)教(jiao)(jiao)育(yu)對口支(zhi)援機(ji)制,深入(ru)實(shi)(shi)施(shi)東西(xi)部協(xie)作,推(tui)(tui)動不同(tong)地區(qu)協(xie)同(tong)推(tui)(tui)進(jin)教(jiao)(jiao)育(yu)現(xian)(xian)(xian)(xian)代(dai)(dai)化(hua)(hua)建設(she)。四(si)是(shi)(shi)改革(ge)先(xian)行,系統推(tui)(tui)進(jin)。充分發揮基層(ceng)特別是(shi)(shi)各(ge)(ge)級各(ge)(ge)類學校的(de)積極性和(he)創造(zao)性,鼓勵大膽探(tan)索、積極改革(ge)創新,形(xing)成(cheng)(cheng)充滿活力、富有效率、更加開放(fang)、有利于高(gao)質量發展的(de)教(jiao)(jiao)育(yu)體(ti)(ti)制機(ji)制。

為(wei)確保教育現(xian)代化目標(biao)任務(wu)的(de)實現(xian),《中(zhong)國教育現(xian)代化2035》明確了(le)三(san)個方(fang)面的(de)保障措施:

一是加強黨對教(jiao)育(yu)工作(zuo)的(de)全面(mian)領(ling)導。各(ge)(ge)級黨委(wei)要把教(jiao)育(yu)改革發展納入議事日程(cheng),協調動(dong)員各(ge)(ge)方面(mian)力量(liang)共同推進教(jiao)育(yu)現代化(hua)。建(jian)(jian)(jian)立健全黨委(wei)統(tong)一領(ling)導、黨政齊抓共管、部門各(ge)(ge)負其責的(de)教(jiao)育(yu)領(ling)導體制。建(jian)(jian)(jian)設高素(su)質專業(ye)化(hua)教(jiao)育(yu)系統(tong)干(gan)部隊伍。加強各(ge)(ge)級各(ge)(ge)類(lei)學校黨的(de)領(ling)導和(he)黨的(de)建(jian)(jian)(jian)設工作(zuo)。深入推進教(jiao)育(yu)系統(tong)全面(mian)從(cong)嚴治黨、黨風廉政建(jian)(jian)(jian)設和(he)反腐敗斗爭。

二是完善教(jiao)育(yu)(yu)現(xian)代化投(tou)入支(zhi)(zhi)(zhi)撐(cheng)體制。健全(quan)保(bao)(bao)證(zheng)財政教(jiao)育(yu)(yu)投(tou)入持(chi)續(xu)穩定(ding)增(zeng)長的(de)長效機(ji)(ji)制,確保(bao)(bao)財政一般公共預(yu)算教(jiao)育(yu)(yu)支(zhi)(zhi)(zhi)出(chu)逐(zhu)(zhu)年只增(zeng)不(bu)(bu)減,確保(bao)(bao)按在校學生(sheng)人數平均的(de)一般公共預(yu)算教(jiao)育(yu)(yu)支(zhi)(zhi)(zhi)出(chu)逐(zhu)(zhu)年只增(zeng)不(bu)(bu)減,保(bao)(bao)證(zheng)國家財政性教(jiao)育(yu)(yu)經(jing)費(fei)(fei)支(zhi)(zhi)(zhi)出(chu)占國內生(sheng)產總值的(de)比例一般不(bu)(bu)低于4%。依法落實各(ge)級政府(fu)教(jiao)育(yu)(yu)支(zhi)(zhi)(zhi)出(chu)責任(ren),完善多渠(qu)道(dao)教(jiao)育(yu)(yu)經(jing)費(fei)(fei)籌措(cuo)體制,完善國家、社會和(he)受教(jiao)育(yu)(yu)者合理(li)分擔非義務教(jiao)育(yu)(yu)培養成本的(de)機(ji)(ji)制,支(zhi)(zhi)(zhi)持(chi)和(he)規(gui)范社會力(li)量興辦教(jiao)育(yu)(yu)。優(you)化教(jiao)育(yu)(yu)經(jing)費(fei)(fei)使用(yong)結(jie)構,全(quan)面實施(shi)績效管理(li),建立健全(quan)全(quan)覆蓋全(quan)過(guo)程(cheng)全(quan)方位的(de)教(jiao)育(yu)(yu)經(jing)費(fei)(fei)監管體系,全(quan)面提(ti)高經(jing)費(fei)(fei)使用(yong)效益。

三是完善落實(shi)機制。建(jian)立協(xie)同規劃機制、健全(quan)(quan)跨(kua)部門統籌協(xie)調(diao)機制,建(jian)立教(jiao)育發展監測評價(jia)機制和督導問(wen)責機制,全(quan)(quan)方位協(xie)同推(tui)進教(jiao)育現代化(hua),形成全(quan)(quan)社會(hui)關心、支持和主(zhu)動參與教(jiao)育現代化(hua)建(jian)設的良好氛圍。
