百(bai)年(nian)大(da)(da)計(ji),教育為(wei)本(ben);教育大(da)(da)計(ji),教師為(wei)本(ben)。為(wei)深入(ru)貫徹落(luo)(luo)實(shi)黨的(de)(de)十九大(da)(da)精神,造就(jiu)黨和人(ren)民滿(man)意的(de)(de)高(gao)素質(zhi)專(zhuan)業化創(chuang)新型教師隊(dui)(dui)伍(wu)(wu),落(luo)(luo)實(shi)立德(de)樹人(ren)根本(ben)任務,培養德(de)智體美全(quan)面發展的(de)(de)社(she)會主義建(jian)設者和接班人(ren),全(quan)面提升國民素質(zhi)和人(ren)力資源質(zhi)量,加快(kuai)教育現(xian)代化,建(jian)設教育強(qiang)國,辦(ban)好人(ren)民滿(man)意的(de)(de)教育,為(wei)決勝(sheng)全(quan)面建(jian)成小康社(she)會、奪取新時(shi)代中國特色社(she)會主義偉(wei)大(da)(da)勝(sheng)利、實(shi)現(xian)中華民族偉(wei)大(da)(da)復興的(de)(de)中國夢奠定堅實(shi)基礎(chu),現(xian)就(jiu)全(quan)面深化新時(shi)代教師隊(dui)(dui)伍(wu)(wu)建(jian)設改革提出如下意見。
一(yi)、堅持(chi)興國必先強師,深刻認(ren)識(shi)教師隊伍(wu)建設的重要意義(yi)和總體要求
1.戰略意義(yi)。教(jiao)師(shi)承擔著(zhu)傳播知識、傳播思想、傳播真理的歷史使(shi)命(ming),肩(jian)負(fu)著(zhu)塑(su)造靈魂、塑(su)造生命(ming)、塑(su)造人(ren)(ren)的時代(dai)重(zhong)(zhong)(zhong)任(ren),是(shi)教(jiao)育發展的第一(yi)資源,是(shi)國家富強、民(min)族(zu)振興、人(ren)(ren)民(min)幸(xing)福(fu)的重(zhong)(zhong)(zhong)要基石。黨和國家歷來高度重(zhong)(zhong)(zhong)視(shi)教(jiao)師(shi)工作(zuo)(zuo)。黨的十(shi)八(ba)大以來,以習近平同志為(wei)核心的黨中央將教(jiao)師(shi)隊伍(wu)建設擺在突(tu)出(chu)位置,作(zuo)(zuo)出(chu)一(yi)系列(lie)重(zhong)(zhong)(zhong)大決策部(bu)(bu)署(shu),各(ge)(ge)(ge)地區各(ge)(ge)(ge)部(bu)(bu)門(men)和各(ge)(ge)(ge)級各(ge)(ge)(ge)類學校采(cai)取有(you)力措施認真貫(guan)徹落實(shi),教(jiao)師(shi)隊伍(wu)建設取得顯著(zhu)成就。廣(guang)大教(jiao)師(shi)牢記使(shi)命(ming)、不忘初衷,愛崗敬(jing)業(ye)、教(jiao)書育人(ren)(ren),改革(ge)創新、服務社會,作(zuo)(zuo)出(chu)了(le)重(zhong)(zhong)(zhong)要貢(gong)獻(xian)。
當(dang)今(jin)世界正(zheng)處在(zai)大(da)發(fa)展(zhan)大(da)變革大(da)調整(zheng)之中(zhong)(zhong)(zhong),新(xin)(xin)(xin)一(yi)輪科技和(he)(he)(he)(he)工(gong)業(ye)革命正(zheng)在(zai)孕育,新(xin)(xin)(xin)的(de)(de)(de)(de)(de)(de)增長(chang)(chang)動(dong)能(neng)(neng)不(bu)(bu)斷積聚。中(zhong)(zhong)(zhong)國特色社會主(zhu)(zhu)義(yi)進入了(le)新(xin)(xin)(xin)時代,開(kai)啟了(le)全(quan)面建(jian)(jian)設(she)(she)社會主(zhu)(zhu)義(yi)現代化國家的(de)(de)(de)(de)(de)(de)新(xin)(xin)(xin)征(zheng)程。我國社會主(zhu)(zhu)要(yao)矛盾已經轉(zhuan)化為(wei)人(ren)民(min)日益(yi)增長(chang)(chang)的(de)(de)(de)(de)(de)(de)美好(hao)生(sheng)活需要(yao)和(he)(he)(he)(he)不(bu)(bu)平(ping)衡不(bu)(bu)充分的(de)(de)(de)(de)(de)(de)發(fa)展(zhan)之間的(de)(de)(de)(de)(de)(de)矛盾,人(ren)民(min)對公平(ping)而有(you)(you)質(zhi)量的(de)(de)(de)(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)育的(de)(de)(de)(de)(de)(de)向往更加(jia)(jia)迫切。面對新(xin)(xin)(xin)方位(wei)、新(xin)(xin)(xin)征(zheng)程、新(xin)(xin)(xin)使(shi)命,教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍(wu)建(jian)(jian)設(she)(she)還(huan)不(bu)(bu)能(neng)(neng)完全(quan)適應。有(you)(you)的(de)(de)(de)(de)(de)(de)地方對教(jiao)(jiao)(jiao)(jiao)育和(he)(he)(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)作(zuo)(zuo)重(zhong)視(shi)不(bu)(bu)夠(gou),在(zai)教(jiao)(jiao)(jiao)(jiao)育事業(ye)發(fa)展(zhan)中(zhong)(zhong)(zhong)重(zhong)硬件(jian)輕軟件(jian)、重(zhong)外延(yan)輕內涵(han)的(de)(de)(de)(de)(de)(de)現象還(huan)比較突(tu)出,對教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍(wu)建(jian)(jian)設(she)(she)的(de)(de)(de)(de)(de)(de)支持力(li)度(du)亟須加(jia)(jia)大(da);師(shi)(shi)(shi)范教(jiao)(jiao)(jiao)(jiao)育體系有(you)(you)所削弱(ruo),對師(shi)(shi)(shi)范院校支持不(bu)(bu)夠(gou);有(you)(you)的(de)(de)(de)(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)素質(zhi)能(neng)(neng)力(li)難以(yi)適應新(xin)(xin)(xin)時代人(ren)才培養需要(yao),思想(xiang)政(zheng)治素質(zhi)和(he)(he)(he)(he)師(shi)(shi)(shi)德水平(ping)需要(yao)提(ti)升,專業(ye)化水平(ping)需要(yao)提(ti)高;教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)特別是(shi)中(zhong)(zhong)(zhong)小學(xue)(xue)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)職業(ye)吸(xi)引力(li)不(bu)(bu)足,地位(wei)待遇有(you)(you)待提(ti)高;教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)城鄉(xiang)結構、學(xue)(xue)科結構分布不(bu)(bu)盡合理(li),準(zhun)入、招聘、交流、退出等機制還(huan)不(bu)(bu)夠(gou)完善,管理(li)體制機制亟須理(li)順(shun)。時代越是(shi)向前,知識和(he)(he)(he)(he)人(ren)才的(de)(de)(de)(de)(de)(de)重(zhong)要(yao)性就(jiu)愈發(fa)突(tu)出,教(jiao)(jiao)(jiao)(jiao)育和(he)(he)(he)(he)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)的(de)(de)(de)(de)(de)(de)地位(wei)和(he)(he)(he)(he)作(zuo)(zuo)用就(jiu)愈發(fa)凸顯。各級黨(dang)委和(he)(he)(he)(he)政(zheng)府要(yao)從戰略(lve)和(he)(he)(he)(he)全(quan)局高度(du)充分認識教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)極端重(zhong)要(yao)性,把全(quan)面加(jia)(jia)強教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊伍(wu)建(jian)(jian)設(she)(she)作(zuo)(zuo)為(wei)一(yi)項(xiang)重(zhong)大(da)政(zheng)治任務和(he)(he)(he)(he)根(gen)本性民(min)生(sheng)工(gong)程切實抓緊抓好(hao)。
2.指(zhi)導(dao)(dao)(dao)思想(xiang)。全(quan)面(mian)(mian)(mian)(mian)貫(guan)徹落實黨的十(shi)九大精神,以(yi)習近平新(xin)時代中國特色社(she)會主義思想(xiang)為指(zhi)導(dao)(dao)(dao),緊緊圍繞統籌推(tui)(tui)進“五(wu)位一體(ti)”總體(ti)布(bu)(bu)局(ju)和協調推(tui)(tui)進“四個(ge)全(quan)面(mian)(mian)(mian)(mian)”戰略(lve)布(bu)(bu)局(ju),堅(jian)持和加(jia)強黨的全(quan)面(mian)(mian)(mian)(mian)領導(dao)(dao)(dao),堅(jian)持以(yi)人民為中心的發展(zhan)思想(xiang),堅(jian)持全(quan)面(mian)(mian)(mian)(mian)深(shen)化改革,牢(lao)固樹立新(xin)發展(zhan)理念(nian),全(quan)面(mian)(mian)(mian)(mian)貫(guan)徹黨的教(jiao)(jiao)(jiao)育方針,堅(jian)持社(she)會主義辦學(xue)方向(xiang),落實立德(de)樹人根本任務,遵循教(jiao)(jiao)(jiao)育規律和教(jiao)(jiao)(jiao)師成長發展(zhan)規律,加(jia)強師德(de)師風建設(she),培養高素(su)質教(jiao)(jiao)(jiao)師隊(dui)伍,倡導(dao)(dao)(dao)全(quan)社(she)會尊師重教(jiao)(jiao)(jiao),形成優秀人才爭相從(cong)教(jiao)(jiao)(jiao)、教(jiao)(jiao)(jiao)師人人盡展(zhan)其才、好教(jiao)(jiao)(jiao)師不斷(duan)涌現的良好局(ju)面(mian)(mian)(mian)(mian)。
3.基本(ben)原則
——確(que)保方向(xiang)。堅持(chi)(chi)黨(dang)(dang)(dang)管干部、黨(dang)(dang)(dang)管人才,堅持(chi)(chi)依法治教、依法執教,堅持(chi)(chi)嚴格管理監督與激勵關懷(huai)相結合,充分發揮黨(dang)(dang)(dang)委(wei)(黨(dang)(dang)(dang)組)的領(ling)導和把關作用,確(que)保黨(dang)(dang)(dang)牢牢掌握教師(shi)隊伍(wu)建設的領(ling)導權,保證教師(shi)隊伍(wu)建設正(zheng)確(que)的政治方向(xiang)。
——強化保障(zhang)。堅持(chi)教育優先發(fa)展戰略,把(ba)教師工(gong)作置于(yu)教育事業發(fa)展的重點支持(chi)戰略領域,優先謀劃教師工(gong)作,優先保障(zhang)教師工(gong)作投(tou)入(ru),優先滿足(zu)教師隊伍建設需要。
——突出(chu)師(shi)德(de)。把提高教(jiao)師(shi)思(si)想(xiang)政(zheng)治素質(zhi)和職業道德(de)水平擺在首(shou)要(yao)位(wei)置(zhi),把社會主義(yi)核心(xin)價值觀貫穿(chuan)教(jiao)書育人全(quan)過(guo)程,突出(chu)全(quan)員全(quan)方位(wei)全(quan)過(guo)程師(shi)德(de)養(yang)成,推動教(jiao)師(shi)成為先(xian)進思(si)想(xiang)文化的傳播者(zhe)、黨執政(zheng)的堅定支持者(zhe)、學生健康成長的指(zhi)導者(zhe)。
——深(shen)化改(gai)革。抓(zhua)住關鍵環節,優化頂層設(she)計,推動實踐(jian)探索,破解(jie)發展瓶頸,把管理(li)體制改(gai)革與(yu)機制創新(xin)作為突破口,把提高教師地位待遇作為真招實招,增強(qiang)教師職(zhi)業吸引力。
——分類(lei)施策。立足我國國情,借鑒(jian)國際(ji)經驗,根(gen)據各級各類(lei)教(jiao)師(shi)的(de)不同(tong)特點(dian)和發展(zhan)實際(ji),考慮區域、城鄉、校(xiao)際(ji)差異,采取(qu)有針(zhen)對性的(de)政策舉措,定向發力,重視專(zhuan)業(ye)發展(zhan),培養一(yi)(yi)批(pi)教(jiao)師(shi);加大資源供給,補充一(yi)(yi)批(pi)教(jiao)師(shi);創新體制(zhi)機制(zhi),激活一(yi)(yi)批(pi)教(jiao)師(shi);優化隊伍結(jie)構,調配一(yi)(yi)批(pi)教(jiao)師(shi)。
4.目標任務。經過(guo)5年左右努力(li),教(jiao)師(shi)培養培訓體系基(ji)本健全,職業發(fa)展通(tong)道比較暢通(tong),事權(quan)人權(quan)財(cai)權(quan)相(xiang)統一的教(jiao)師(shi)管理體制普遍建立,待遇提升保障機制更加(jia)完善,教(jiao)師(shi)職業吸(xi)引力(li)明顯增(zeng)強(qiang)。教(jiao)師(shi)隊伍規模、結構、素(su)質能力(li)基(ji)本滿足各(ge)級各(ge)類教(jiao)育發(fa)展需要(yao)。
到2035年,教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)綜合(he)素(su)質、專(zhuan)業化(hua)水(shui)平和(he)(he)創新能力大幅提(ti)升,培(pei)養造就數(shu)以(yi)百萬(wan)計的骨干教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)、數(shu)以(yi)十萬(wan)計的卓越教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)、數(shu)以(yi)萬(wan)計的教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)家型(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)。教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)管理體制機制科學高效(xiao),實現教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)隊伍治理體系(xi)和(he)(he)治理能力現代化(hua)。教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)主動適應信息化(hua)、人工智能等(deng)新技術(shu)變革,積極有效(xiao)開展(zhan)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)學。尊師(shi)重教(jiao)(jiao)(jiao)(jiao)(jiao)蔚然成(cheng)風,廣大教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)在崗位(wei)上有幸福(fu)感(gan)、事業上有成(cheng)就感(gan)、社會上有榮譽感(gan),教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)成(cheng)為讓人羨(xian)慕(mu)的職業。
二、著力提升(sheng)思(si)想(xiang)政治素質(zhi),全面加強師德(de)師風(feng)建設

配齊建強高等學(xue)(xue)校思想政治(zhi)(zhi)工作隊伍(wu)和(he)黨務工作隊伍(wu),完善選拔、培養、激勵機(ji)制,形成一支專職為主(zhu)、專兼結合、數量(liang)(liang)充足、素質優良的工作力量(liang)(liang)。把從事學(xue)(xue)生(sheng)思想政治(zhi)(zhi)教育計入高等學(xue)(xue)校思想政治(zhi)(zhi)工作兼職教師的工作量(liang)(liang),作為職稱評審的重要依據(ju),進一步增強開展(zhan)思想政治(zhi)(zhi)工作的積(ji)極性和(he)主(zhu)動性。
