百年大(da)計(ji),教(jiao)育為本;教(jiao)育大(da)計(ji),教(jiao)師為本。為深入貫徹(che)落實(shi)黨的十九(jiu)大(da)精(jing)神,造(zao)就黨和(he)人民滿意(yi)的高素質(zhi)專業化(hua)創(chuang)新(xin)型(xing)教(jiao)師隊伍,落實(shi)立德樹(shu)人根本任務,培養德智(zhi)體美全面(mian)發展的社(she)會主(zhu)義建(jian)設者和(he)接班人,全面(mian)提升國(guo)(guo)民素質(zhi)和(he)人力資(zi)源質(zhi)量,加快教(jiao)育現代(dai)化(hua),建(jian)設教(jiao)育強國(guo)(guo),辦好(hao)人民滿意(yi)的教(jiao)育,為決勝(sheng)全面(mian)建(jian)成小康社(she)會、奪(duo)取(qu)新(xin)時代(dai)中(zhong)國(guo)(guo)特色(se)社(she)會主(zhu)義偉大(da)勝(sheng)利、實(shi)現中(zhong)華(hua)民族偉大(da)復興的中(zhong)國(guo)(guo)夢(meng)奠定堅(jian)實(shi)基礎,現就全面(mian)深化(hua)新(xin)時代(dai)教(jiao)師隊伍建(jian)設改革提出如下(xia)意(yi)見。

  一(yi)、堅(jian)持興(xing)國必先強師,深(shen)刻認(ren)識(shi)教(jiao)師隊伍建(jian)設的重要(yao)意義和(he)總體(ti)要(yao)求(qiu)

  1.戰略(lve)意義。教(jiao)師承擔著傳播知識(shi)、傳播思想、傳播真(zhen)理(li)的(de)歷(li)史使命(ming)(ming)(ming),肩負(fu)著塑(su)造靈(ling)魂、塑(su)造生(sheng)命(ming)(ming)(ming)、塑(su)造人(ren)的(de)時代重任,是(shi)教(jiao)育(yu)發展的(de)第一資源(yuan),是(shi)國家富強(qiang)、民(min)族振(zhen)興、人(ren)民(min)幸福的(de)重要(yao)基石。黨(dang)和(he)國家歷(li)來高度重視教(jiao)師工作(zuo)(zuo)。黨(dang)的(de)十八(ba)大(da)以來,以習近平同志為核心的(de)黨(dang)中央將教(jiao)師隊伍建設擺在突出位置,作(zuo)(zuo)出一系(xi)列重大(da)決(jue)策部署,各地區各部門和(he)各級各類(lei)學校采取(qu)有(you)力措施認真(zhen)貫徹落(luo)實,教(jiao)師隊伍建設取(qu)得顯著成就。廣大(da)教(jiao)師牢(lao)記使命(ming)(ming)(ming)、不(bu)忘初衷(zhong),愛崗敬業(ye)、教(jiao)書育(yu)人(ren),改革(ge)創新(xin)、服務社會,作(zuo)(zuo)出了重要(yao)貢獻。

  當今世界(jie)正(zheng)處在(zai)大(da)(da)發(fa)展(zhan)(zhan)大(da)(da)變革大(da)(da)調(diao)整之(zhi)中,新(xin)(xin)一輪科技和(he)(he)工(gong)業(ye)(ye)(ye)革命(ming)正(zheng)在(zai)孕育(yu),新(xin)(xin)的(de)(de)(de)(de)增長動能不(bu)斷積(ji)聚。中國特色(se)社(she)(she)會主義(yi)進入(ru)了(le)新(xin)(xin)時代,開(kai)啟(qi)了(le)全(quan)面建(jian)設(she)社(she)(she)會主義(yi)現(xian)(xian)代化(hua)國家(jia)的(de)(de)(de)(de)新(xin)(xin)征程(cheng)。我(wo)國社(she)(she)會主要(yao)矛盾(dun)已經轉化(hua)為人(ren)民日(ri)益增長的(de)(de)(de)(de)美好生(sheng)活需要(yao)和(he)(he)不(bu)平衡不(bu)充分的(de)(de)(de)(de)發(fa)展(zhan)(zhan)之(zhi)間(jian)的(de)(de)(de)(de)矛盾(dun),人(ren)民對(dui)(dui)公平而有(you)(you)質量(liang)的(de)(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)(de)向往更加(jia)迫切(qie)(qie)。面對(dui)(dui)新(xin)(xin)方位(wei)(wei)、新(xin)(xin)征程(cheng)、新(xin)(xin)使命(ming),教(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建(jian)設(she)還不(bu)能完全(quan)適應。有(you)(you)的(de)(de)(de)(de)地(di)方對(dui)(dui)教(jiao)(jiao)(jiao)育(yu)和(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作(zuo)重(zhong)視不(bu)夠(gou),在(zai)教(jiao)(jiao)(jiao)育(yu)事(shi)業(ye)(ye)(ye)發(fa)展(zhan)(zhan)中重(zhong)硬件(jian)輕軟件(jian)、重(zhong)外延輕內涵的(de)(de)(de)(de)現(xian)(xian)象還比較突出(chu),對(dui)(dui)教(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建(jian)設(she)的(de)(de)(de)(de)支持力度(du)亟須加(jia)大(da)(da);師(shi)(shi)范教(jiao)(jiao)(jiao)育(yu)體系有(you)(you)所削弱,對(dui)(dui)師(shi)(shi)范院校(xiao)支持不(bu)夠(gou);有(you)(you)的(de)(de)(de)(de)教(jiao)(jiao)(jiao)師(shi)(shi)素質能力難以適應新(xin)(xin)時代人(ren)才(cai)培養需要(yao),思想政(zheng)治素質和(he)(he)師(shi)(shi)德水(shui)平需要(yao)提升(sheng),專(zhuan)業(ye)(ye)(ye)化(hua)水(shui)平需要(yao)提高;教(jiao)(jiao)(jiao)師(shi)(shi)特別是(shi)中小學(xue)教(jiao)(jiao)(jiao)師(shi)(shi)職業(ye)(ye)(ye)吸引力不(bu)足,地(di)位(wei)(wei)待遇有(you)(you)待提高;教(jiao)(jiao)(jiao)師(shi)(shi)城鄉(xiang)結(jie)(jie)構、學(xue)科結(jie)(jie)構分布不(bu)盡(jin)合(he)理(li),準入(ru)、招聘、交流、退出(chu)等機制還不(bu)夠(gou)完善,管理(li)體制機制亟須理(li)順。時代越是(shi)向前,知識和(he)(he)人(ren)才(cai)的(de)(de)(de)(de)重(zhong)要(yao)性就愈(yu)發(fa)突出(chu),教(jiao)(jiao)(jiao)育(yu)和(he)(he)教(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)(de)(de)地(di)位(wei)(wei)和(he)(he)作(zuo)用就愈(yu)發(fa)凸顯。各級黨委和(he)(he)政(zheng)府要(yao)從(cong)戰(zhan)略(lve)和(he)(he)全(quan)局(ju)高度(du)充分認識教(jiao)(jiao)(jiao)師(shi)(shi)工(gong)作(zuo)的(de)(de)(de)(de)極端重(zhong)要(yao)性,把全(quan)面加(jia)強教(jiao)(jiao)(jiao)師(shi)(shi)隊伍(wu)建(jian)設(she)作(zuo)為一項重(zhong)大(da)(da)政(zheng)治任務(wu)和(he)(he)根本(ben)性民生(sheng)工(gong)程(cheng)切(qie)(qie)實抓緊抓好。

  2.指(zhi)導(dao)思想。全(quan)(quan)面(mian)(mian)(mian)貫(guan)(guan)徹落實黨的(de)十九大精神,以習近平新時代(dai)中國特色社(she)會(hui)主(zhu)義(yi)思想為指(zhi)導(dao),緊(jin)緊(jin)圍(wei)繞統籌推進“五位一體(ti)”總體(ti)布(bu)局和協調推進“四個全(quan)(quan)面(mian)(mian)(mian)”戰略布(bu)局,堅持(chi)和加強黨的(de)全(quan)(quan)面(mian)(mian)(mian)領導(dao),堅持(chi)以人(ren)(ren)民為中心的(de)發展思想,堅持(chi)全(quan)(quan)面(mian)(mian)(mian)深化改革,牢固樹(shu)立新發展理念,全(quan)(quan)面(mian)(mian)(mian)貫(guan)(guan)徹黨的(de)教(jiao)(jiao)(jiao)育方針,堅持(chi)社(she)會(hui)主(zhu)義(yi)辦學(xue)方向,落實立德(de)樹(shu)人(ren)(ren)根本任務(wu),遵循教(jiao)(jiao)(jiao)育規(gui)律(lv)和教(jiao)(jiao)(jiao)師(shi)成長發展規(gui)律(lv),加強師(shi)德(de)師(shi)風建設,培(pei)養高素質教(jiao)(jiao)(jiao)師(shi)隊伍(wu),倡導(dao)全(quan)(quan)社(she)會(hui)尊(zun)師(shi)重教(jiao)(jiao)(jiao),形成優秀人(ren)(ren)才爭相(xiang)從(cong)教(jiao)(jiao)(jiao)、教(jiao)(jiao)(jiao)師(shi)人(ren)(ren)人(ren)(ren)盡(jin)展其(qi)才、好(hao)教(jiao)(jiao)(jiao)師(shi)不斷涌(yong)現的(de)良(liang)好(hao)局面(mian)(mian)(mian)。

  3.基本原則

  ——確保(bao)方向。堅持(chi)黨管(guan)干部(bu)、黨管(guan)人才,堅持(chi)依法(fa)治(zhi)教(jiao)(jiao)(jiao)(jiao)、依法(fa)執教(jiao)(jiao)(jiao)(jiao),堅持(chi)嚴格管(guan)理監督與激勵(li)關(guan)懷相結合,充分發(fa)揮(hui)黨委(黨組)的領導(dao)和把關(guan)作用,確保(bao)黨牢(lao)牢(lao)掌(zhang)握教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建設(she)的領導(dao)權,保(bao)證教(jiao)(jiao)(jiao)(jiao)師(shi)隊伍建設(she)正確的政治(zhi)方向。

  ——強化保(bao)(bao)障。堅(jian)持教(jiao)育優先(xian)發(fa)展(zhan)戰略,把教(jiao)師(shi)工作置(zhi)于教(jiao)育事(shi)業發(fa)展(zhan)的重點支持戰略領域(yu),優先(xian)謀劃教(jiao)師(shi)工作,優先(xian)保(bao)(bao)障教(jiao)師(shi)工作投入,優先(xian)滿足教(jiao)師(shi)隊伍建設(she)需(xu)要。

  ——突出(chu)師(shi)(shi)德。把提高教(jiao)(jiao)師(shi)(shi)思想政(zheng)治素質和職業道德水平擺在(zai)首要(yao)位置,把社會主義核心價(jia)值觀貫(guan)穿教(jiao)(jiao)書育(yu)人全(quan)(quan)過程(cheng)(cheng),突出(chu)全(quan)(quan)員(yuan)全(quan)(quan)方位全(quan)(quan)過程(cheng)(cheng)師(shi)(shi)德養(yang)成(cheng),推動(dong)教(jiao)(jiao)師(shi)(shi)成(cheng)為先進思想文化的(de)傳(chuan)播(bo)者、黨執政(zheng)的(de)堅定支(zhi)持者、學(xue)生健(jian)康成(cheng)長的(de)指(zhi)導者。

  ——深化(hua)改(gai)革。抓住關鍵環節,優化(hua)頂層設(she)計,推動實踐探索(suo),破(po)解(jie)發(fa)展瓶頸,把管(guan)理體制改(gai)革與(yu)機制創新作為突破(po)口(kou),把提高(gao)教師地(di)位待遇作為真招(zhao)實招(zhao),增強教師職業吸引力(li)。

  ——分類施(shi)策。立足我國(guo)國(guo)情,借鑒(jian)國(guo)際(ji)經驗,根據各級各類教(jiao)師(shi)的不同特點和發(fa)展(zhan)實際(ji),考慮(lv)區域、城鄉、校(xiao)際(ji)差異,采(cai)取有針對性的政策舉措,定向發(fa)力,重視專(zhuan)業發(fa)展(zhan),培養一(yi)批(pi)(pi)教(jiao)師(shi);加大資源供(gong)給,補(bu)充一(yi)批(pi)(pi)教(jiao)師(shi);創新(xin)體(ti)制機(ji)制,激活(huo)一(yi)批(pi)(pi)教(jiao)師(shi);優化隊伍結構(gou),調配一(yi)批(pi)(pi)教(jiao)師(shi)。

  4.目標任務。經過5年左右(you)努力,教(jiao)師(shi)(shi)培養培訓(xun)體(ti)系基本健全,職業發展(zhan)通道比較(jiao)暢(chang)通,事權人權財權相統(tong)一的教(jiao)師(shi)(shi)管理體(ti)制普遍建立,待遇提升保(bao)障(zhang)機(ji)制更加完善,教(jiao)師(shi)(shi)職業吸(xi)引(yin)力明顯(xian)增強。教(jiao)師(shi)(shi)隊伍規模(mo)、結構、素質能力基本滿足各級各類教(jiao)育發展(zhan)需要。

  到2035年,教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)綜合素質、專業化(hua)水平和創新(xin)能力大幅提升,培(pei)養造就數以百萬(wan)計的(de)骨干教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、數以十萬(wan)計的(de)卓越教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)、數以萬(wan)計的(de)教(jiao)(jiao)(jiao)(jiao)(jiao)育家型教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)。教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)管理(li)體(ti)制(zhi)(zhi)機制(zhi)(zhi)科學高效,實現教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍治理(li)體(ti)系和治理(li)能力現代化(hua)。教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)主動適應信(xin)息化(hua)、人工智能等(deng)新(xin)技術變革,積極有效開展教(jiao)(jiao)(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)(jiao)(jiao)學。尊(zun)師(shi)(shi)(shi)(shi)重(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)蔚然成(cheng)風,廣大教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)在崗位上(shang)有幸福感、事(shi)業上(shang)有成(cheng)就感、社會上(shang)有榮譽感,教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)成(cheng)為(wei)讓人羨(xian)慕的(de)職業。

  二、著力提升思想(xiang)政治素質,全面加(jia)強師德師風建設(she)

  5.加(jia)強教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)和黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)隊伍建(jian)設。將全面(mian)從嚴治黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)要(yao)求落實到每個教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)和教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan),把(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)政治建(jian)設擺在首位,用習(xi)近平新時代(dai)中國(guo)特(te)色社會(hui)主(zhu)義思(si)想武(wu)裝頭(tou)(tou)腦,充(chong)分發揮教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)教(jiao)(jiao)育管(guan)理監(jian)督黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)和宣傳(chuan)引導凝聚師(shi)(shi)(shi)(shi)(shi)生的(de)戰(zhan)斗堡壘(lei)作(zuo)用,充(chong)分發揮黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)的(de)先鋒模范作(zuo)用。選(xuan)優配強教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書記(ji),注重選(xuan)拔(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)性強、業務精、有威(wei)信、肯奉(feng)獻(xian)(xian)的(de)優秀黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)擔任教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書記(ji),實施教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書記(ji)“雙帶頭(tou)(tou)人”培(pei)(pei)育工程,定期開(kai)(kai)展(zhan)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)支部(bu)書記(ji)輪訓。堅持黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)組織(zhi)(zhi)生活(huo)(huo)各(ge)項制(zhi)度(du),創新方式方法,增強黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)的(de)組織(zhi)(zhi)生活(huo)(huo)活(huo)(huo)力(li)。健全主(zhu)題黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)日活(huo)(huo)動制(zhi)度(du),加(jia)強黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)日常(chang)管(guan)理監(jian)督。推進“兩學(xue)一(yi)做(zuo)”學(xue)習(xi)教(jiao)(jiao)育常(chang)態化(hua)(hua)制(zhi)度(du)化(hua)(hua),開(kai)(kai)展(zhan)“不忘初心、牢記(ji)使命”主(zhu)題教(jiao)(jiao)育,引導黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)增強政治意(yi)識、大局意(yi)識、核心意(yi)識、看齊意(yi)識,自覺(jue)愛黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)護黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)為黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang),敬業修德,奉(feng)獻(xian)(xian)社會(hui),爭做(zuo)“四(si)有”好(hao)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)的(de)示范標(biao)桿(gan)。重視(shi)做(zuo)好(hao)在優秀青(qing)年教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)、海外留學(xue)歸國(guo)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)中發展(zhan)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)工作(zuo)。健全把(ba)骨(gu)干教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)培(pei)(pei)養成黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan),把(ba)黨(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)(dang)員(yuan)(yuan)教(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)培(pei)(pei)養成教(jiao)(jiao)學(xue)、科研、管(guan)理骨(gu)干的(de)“雙培(pei)(pei)養”機制(zhi)。

  配齊建強高等學校思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)隊(dui)伍和黨務工(gong)(gong)作(zuo)(zuo)隊(dui)伍,完善(shan)選拔、培養、激勵機制,形成一支專(zhuan)職為(wei)主(zhu)(zhu)、專(zhuan)兼結合、數(shu)量(liang)充足、素(su)質優良的工(gong)(gong)作(zuo)(zuo)力量(liang)。把從(cong)事學生(sheng)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)教育計入高等學校思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)兼職教師的工(gong)(gong)作(zuo)(zuo)量(liang),作(zuo)(zuo)為(wei)職稱評審的重要依據,進一步增強開展思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)的積極(ji)性和主(zhu)(zhu)動性。

  7.弘揚(yang)高尚師(shi)(shi)德。健全(quan)師(shi)(shi)德建(jian)設長效機制,推動(dong)師(shi)(shi)德建(jian)設常(chang)態(tai)化長效化,創新師(shi)(shi)德教(jiao)(jiao)育,完善師(shi)(shi)德規范(fan),引導廣大教(jiao)(jiao)師(shi)(shi)以德立身、以德立學(xue)、以德施教(jiao)(jiao)、以德育德,堅持教(jiao)(jiao)書與(yu)育人相統一(yi)、言(yan)傳與(yu)身教(jiao)(jiao)相統一(yi)、潛心問(wen)道與(yu)關(guan)注(zhu)社會(hui)相統一(yi)、學(xue)術(shu)自由(you)與(yu)學(xue)術(shu)規范(fan)相統一(yi),爭做“四有”好教(jiao)(jiao)師(shi)(shi),全(quan)心全(quan)意(yi)做學(xue)生(sheng)錘煉品格、學(xue)習知(zhi)識、創新思維(wei)、奉獻祖國的引路人。

  實(shi)施師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風建設工(gong)程(cheng)。開展教(jiao)(jiao)師(shi)(shi)(shi)宣傳國家(jia)重(zhong)大題(ti)材作品(pin)立項,推出(chu)一批讓(rang)人喜聞樂見(jian)、能夠產生廣泛影響、展現教(jiao)(jiao)師(shi)(shi)(shi)時代風貌的影視作品(pin)和文學作品(pin),發掘師(shi)(shi)(shi)德(de)典型、講(jiang)好師(shi)(shi)(shi)德(de)故事,加強引(yin)領,注重(zhong)感召,弘揚楷(kai)模,形成強大正(zheng)能量。注重(zhong)加強對教(jiao)(jiao)師(shi)(shi)(shi)思想政治素(su)質(zhi)、師(shi)(shi)(shi)德(de)師(shi)(shi)(shi)風等的監察監督,強化師(shi)(shi)(shi)德(de)考評(ping),體現獎優罰劣,推行師(shi)(shi)(shi)德(de)考核負面清單(dan)制度,建立教(jiao)(jiao)師(shi)(shi)(shi)個(ge)人信(xin)用記錄,完善誠信(xin)承諾和失信(xin)懲戒機(ji)制,著力解決(jue)師(shi)(shi)(shi)德(de)失范(fan)、學術不端(duan)等問題(ti)。

  23.維護(hu)民辦學校(xiao)教(jiao)師(shi)(shi)(shi)權益(yi)。完(wan)善學校(xiao)、個人、政府合理分擔(dan)的民辦學校(xiao)教(jiao)師(shi)(shi)(shi)社會(hui)保(bao)障機制,民辦學校(xiao)應與(yu)教(jiao)師(shi)(shi)(shi)依(yi)法簽訂(ding)合同,按(an)時足(zu)額支付工資(zi),保(bao)障其(qi)福(fu)利(li)待遇和其(qi)他合法權益(yi),并為教(jiao)師(shi)(shi)(shi)足(zu)額繳納社會(hui)保(bao)險費和住房公(gong)積金。依(yi)法保(bao)障和落實民辦學校(xiao)教(jiao)師(shi)(shi)(shi)在業務(wu)培(pei)訓(xun)、職務(wu)聘(pin)任、教(jiao)齡(ling)和工齡(ling)計算、表彰獎勵、科(ke)研立項(xiang)等方(fang)面(mian)享有與(yu)公(gong)辦學校(xiao)教(jiao)師(shi)(shi)(shi)同等權利(li)。

  24.推(tui)進高等(deng)學(xue)(xue)(xue)校(xiao)教師(shi)薪酬制度改(gai)革。建立(li)體(ti)現以(yi)增加知識價(jia)值為導向的收(shou)入(ru)分(fen)配機制,擴大高等(deng)學(xue)(xue)(xue)校(xiao)收(shou)入(ru)分(fen)配自主權,高等(deng)學(xue)(xue)(xue)校(xiao)在(zai)核定(ding)的績效工(gong)資(zi)總(zong)量內自主確定(ding)收(shou)入(ru)分(fen)配辦法。高等(deng)學(xue)(xue)(xue)校(xiao)教師(shi)依法取得的科(ke)技成(cheng)果轉化(hua)獎勵(li)收(shou)入(ru),不納入(ru)本單位工(gong)資(zi)總(zong)額基數。完(wan)善適(shi)應(ying)高等(deng)學(xue)(xue)(xue)校(xiao)教學(xue)(xue)(xue)崗(gang)位特點的內部(bu)激勵(li)機制,對專職(zhi)從事教學(xue)(xue)(xue)的人員,適(shi)當提高基礎性績效工(gong)資(zi)在(zai)績效工(gong)資(zi)中的比(bi)重,加大對教學(xue)(xue)(xue)型名師(shi)的崗(gang)位激勵(li)力度。

  25.提升教(jiao)(jiao)(jiao)師(shi)(shi)社(she)會地位。加大(da)教(jiao)(jiao)(jiao)師(shi)(shi)表彰(zhang)力度。大(da)力宣(xuan)傳教(jiao)(jiao)(jiao)師(shi)(shi)中(zhong)的“時代楷模”和“最美(mei)教(jiao)(jiao)(jiao)師(shi)(shi)”。開(kai)(kai)展(zhan)國家(jia)級(ji)教(jiao)(jiao)(jiao)學(xue)名師(shi)(shi)、國家(jia)級(ji)教(jiao)(jiao)(jiao)學(xue)成(cheng)果獎(jiang)(jiang)評(ping)選表彰(zhang),重點獎(jiang)(jiang)勵貢獻突(tu)出的教(jiao)(jiao)(jiao)學(xue)一線(xian)教(jiao)(jiao)(jiao)師(shi)(shi)。做好(hao)特(te)級(ji)教(jiao)(jiao)(jiao)師(shi)(shi)評(ping)選,發(fa)揮引領作用。做好(hao)鄉村學(xue)校從(cong)教(jiao)(jiao)(jiao)30年教(jiao)(jiao)(jiao)師(shi)(shi)榮譽(yu)證書(shu)頒(ban)發(fa)工作。各地要按照國家(jia)有關(guan)規(gui)定,因地制宜開(kai)(kai)展(zhan)多種形(xing)式的教(jiao)(jiao)(jiao)師(shi)(shi)表彰(zhang)獎(jiang)(jiang)勵活動,并落(luo)實相關(guan)優待政(zheng)策。鼓(gu)勵社(she)會團(tuan)體、企事業單位、民間組織對教(jiao)(jiao)(jiao)師(shi)(shi)出資獎(jiang)(jiang)勵,開(kai)(kai)展(zhan)尊師(shi)(shi)活動,營造尊師(shi)(shi)重教(jiao)(jiao)(jiao)良好(hao)社(she)會風(feng)尚。

  建設現代學(xue)校(xiao)(xiao)(xiao)制度(du),體(ti)(ti)現以人為本,突出教師主體(ti)(ti)地位,落實教師知情權(quan)(quan)、參與權(quan)(quan)、表達(da)權(quan)(quan)、監(jian)督權(quan)(quan)。建立健全教職工(gong)代表大(da)會制度(du),保(bao)障教師參與學(xue)校(xiao)(xiao)(xiao)決策的(de)民主權(quan)(quan)利。推行中國特色(se)大(da)學(xue)章程,堅持(chi)和完善(shan)黨委領導下(xia)的(de)校(xiao)(xiao)(xiao)長負責制,充分發揮教師在高(gao)等學(xue)校(xiao)(xiao)(xiao)辦學(xue)治校(xiao)(xiao)(xiao)中的(de)作(zuo)(zuo)用。維護教師職業(ye)(ye)尊(zun)嚴和合(he)法權(quan)(quan)益(yi),關心(xin)(xin)教師身心(xin)(xin)健康,克(ke)服職業(ye)(ye)倦(juan)怠,激發工(gong)作(zuo)(zuo)熱(re)情。
