百年大(da)計,教(jiao)(jiao)(jiao)育(yu)為(wei)本(ben);教(jiao)(jiao)(jiao)育(yu)大(da)計,教(jiao)(jiao)(jiao)師為(wei)本(ben)。為(wei)深入貫徹落實(shi)黨(dang)(dang)的(de)(de)十九(jiu)大(da)精神(shen),造就黨(dang)(dang)和(he)人(ren)民(min)滿(man)意的(de)(de)高素質(zhi)專(zhuan)業化創新型教(jiao)(jiao)(jiao)師隊伍,落實(shi)立德(de)樹人(ren)根本(ben)任務,培養德(de)智體美全(quan)(quan)(quan)面(mian)發展的(de)(de)社會(hui)主(zhu)義建(jian)設(she)者和(he)接班人(ren),全(quan)(quan)(quan)面(mian)提(ti)升國(guo)(guo)民(min)素質(zhi)和(he)人(ren)力資(zi)源質(zhi)量,加快教(jiao)(jiao)(jiao)育(yu)現(xian)代化,建(jian)設(she)教(jiao)(jiao)(jiao)育(yu)強(qiang)國(guo)(guo),辦好(hao)人(ren)民(min)滿(man)意的(de)(de)教(jiao)(jiao)(jiao)育(yu),為(wei)決勝(sheng)(sheng)全(quan)(quan)(quan)面(mian)建(jian)成(cheng)小康(kang)社會(hui)、奪取新時代中(zhong)(zhong)國(guo)(guo)特(te)色社會(hui)主(zhu)義偉大(da)勝(sheng)(sheng)利、實(shi)現(xian)中(zhong)(zhong)華民(min)族偉大(da)復興的(de)(de)中(zhong)(zhong)國(guo)(guo)夢奠定堅實(shi)基礎(chu),現(xian)就全(quan)(quan)(quan)面(mian)深化新時代教(jiao)(jiao)(jiao)師隊伍建(jian)設(she)改革提(ti)出如下意見。

  一(yi)、堅持(chi)興(xing)國必先強(qiang)師(shi),深刻認(ren)識教師(shi)隊(dui)伍(wu)建設的重要意義和總(zong)體(ti)要求

  1.戰略意義。教(jiao)(jiao)(jiao)師承擔著傳播(bo)知識、傳播(bo)思想、傳播(bo)真理的(de)歷史使(shi)命(ming),肩負著塑造(zao)(zao)靈魂、塑造(zao)(zao)生命(ming)、塑造(zao)(zao)人的(de)時代(dai)重(zhong)(zhong)任,是教(jiao)(jiao)(jiao)育(yu)發展的(de)第(di)一(yi)資源(yuan),是國家富強、民(min)族(zu)振興、人民(min)幸福的(de)重(zhong)(zhong)要基石。黨和(he)國家歷來高(gao)度重(zhong)(zhong)視教(jiao)(jiao)(jiao)師工作。黨的(de)十八大(da)以來,以習近平同志為核心的(de)黨中央(yang)將教(jiao)(jiao)(jiao)師隊(dui)伍建設擺在突(tu)出(chu)位置,作出(chu)一(yi)系(xi)列重(zhong)(zhong)大(da)決策部(bu)署,各(ge)地(di)區(qu)各(ge)部(bu)門和(he)各(ge)級各(ge)類學校采取(qu)有力措施認真貫徹落實,教(jiao)(jiao)(jiao)師隊(dui)伍建設取(qu)得顯著成就。廣大(da)教(jiao)(jiao)(jiao)師牢記使(shi)命(ming)、不忘初衷,愛(ai)崗敬業、教(jiao)(jiao)(jiao)書(shu)育(yu)人,改革創新、服務社(she)會,作出(chu)了(le)重(zhong)(zhong)要貢(gong)獻。

  當今世界正處在大(da)發(fa)(fa)展(zhan)大(da)變革(ge)大(da)調整之中,新(xin)(xin)(xin)一輪科(ke)技和(he)(he)(he)工(gong)(gong)業革(ge)命正在孕育(yu),新(xin)(xin)(xin)的(de)增(zeng)長動能(neng)不(bu)(bu)斷(duan)積聚。中國特色社(she)會主義進入了新(xin)(xin)(xin)時代(dai)(dai),開啟了全(quan)(quan)面建設社(she)會主義現代(dai)(dai)化(hua)國家(jia)的(de)新(xin)(xin)(xin)征程(cheng)。我國社(she)會主要(yao)(yao)(yao)矛盾已經轉化(hua)為(wei)人(ren)(ren)(ren)民日益增(zeng)長的(de)美好生活需(xu)要(yao)(yao)(yao)和(he)(he)(he)不(bu)(bu)平(ping)(ping)(ping)衡不(bu)(bu)充分的(de)發(fa)(fa)展(zhan)之間的(de)矛盾,人(ren)(ren)(ren)民對(dui)(dui)公平(ping)(ping)(ping)而有(you)質(zhi)(zhi)量的(de)教(jiao)育(yu)的(de)向(xiang)往更加迫切(qie)。面對(dui)(dui)新(xin)(xin)(xin)方(fang)位、新(xin)(xin)(xin)征程(cheng)、新(xin)(xin)(xin)使命,教(jiao)師(shi)隊(dui)伍建設還不(bu)(bu)能(neng)完(wan)全(quan)(quan)適(shi)應。有(you)的(de)地(di)方(fang)對(dui)(dui)教(jiao)育(yu)和(he)(he)(he)教(jiao)師(shi)工(gong)(gong)作(zuo)(zuo)重視(shi)不(bu)(bu)夠,在教(jiao)育(yu)事業發(fa)(fa)展(zhan)中重硬件輕軟件、重外延輕內涵的(de)現象還比較(jiao)突出,對(dui)(dui)教(jiao)師(shi)隊(dui)伍建設的(de)支持力度亟須加大(da);師(shi)范(fan)教(jiao)育(yu)體系有(you)所削(xue)弱,對(dui)(dui)師(shi)范(fan)院(yuan)校(xiao)支持不(bu)(bu)夠;有(you)的(de)教(jiao)師(shi)素(su)質(zhi)(zhi)能(neng)力難以適(shi)應新(xin)(xin)(xin)時代(dai)(dai)人(ren)(ren)(ren)才培養需(xu)要(yao)(yao)(yao),思(si)想政治素(su)質(zhi)(zhi)和(he)(he)(he)師(shi)德水平(ping)(ping)(ping)需(xu)要(yao)(yao)(yao)提(ti)升,專(zhuan)業化(hua)水平(ping)(ping)(ping)需(xu)要(yao)(yao)(yao)提(ti)高;教(jiao)師(shi)特別是(shi)中小學教(jiao)師(shi)職(zhi)業吸引(yin)力不(bu)(bu)足(zu),地(di)位待遇有(you)待提(ti)高;教(jiao)師(shi)城鄉(xiang)結構、學科(ke)結構分布(bu)不(bu)(bu)盡合理(li),準入、招聘、交流、退出等機(ji)制(zhi)還不(bu)(bu)夠完(wan)善,管理(li)體制(zhi)機(ji)制(zhi)亟須理(li)順(shun)。時代(dai)(dai)越是(shi)向(xiang)前,知(zhi)識和(he)(he)(he)人(ren)(ren)(ren)才的(de)重要(yao)(yao)(yao)性就愈發(fa)(fa)突出,教(jiao)育(yu)和(he)(he)(he)教(jiao)師(shi)的(de)地(di)位和(he)(he)(he)作(zuo)(zuo)用就愈發(fa)(fa)凸顯。各級黨(dang)委和(he)(he)(he)政府要(yao)(yao)(yao)從戰略(lve)和(he)(he)(he)全(quan)(quan)局高度充分認識教(jiao)師(shi)工(gong)(gong)作(zuo)(zuo)的(de)極端重要(yao)(yao)(yao)性,把全(quan)(quan)面加強教(jiao)師(shi)隊(dui)伍建設作(zuo)(zuo)為(wei)一項重大(da)政治任務和(he)(he)(he)根本性民生工(gong)(gong)程(cheng)切(qie)實抓緊抓好。

  2.指(zhi)導思(si)想。全(quan)面(mian)貫(guan)徹(che)落(luo)實(shi)黨(dang)的(de)(de)十九大精(jing)神,以(yi)習(xi)近平(ping)新(xin)時代中(zhong)國特色社會主(zhu)義思(si)想為(wei)指(zhi)導,緊(jin)(jin)緊(jin)(jin)圍繞(rao)統籌推(tui)(tui)進(jin)(jin)“五位一體(ti)”總體(ti)布局和協調推(tui)(tui)進(jin)(jin)“四個全(quan)面(mian)”戰略(lve)布局,堅持和加(jia)強(qiang)黨(dang)的(de)(de)全(quan)面(mian)領導,堅持以(yi)人(ren)民為(wei)中(zhong)心的(de)(de)發展(zhan)思(si)想,堅持全(quan)面(mian)深化(hua)改革,牢固樹立新(xin)發展(zhan)理念,全(quan)面(mian)貫(guan)徹(che)黨(dang)的(de)(de)教(jiao)(jiao)(jiao)育(yu)(yu)方針,堅持社會主(zhu)義辦(ban)學方向,落(luo)實(shi)立德樹人(ren)根本任務,遵循(xun)教(jiao)(jiao)(jiao)育(yu)(yu)規律和教(jiao)(jiao)(jiao)師(shi)(shi)成長發展(zhan)規律,加(jia)強(qiang)師(shi)(shi)德師(shi)(shi)風建(jian)設,培養高素質教(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍,倡導全(quan)社會尊師(shi)(shi)重教(jiao)(jiao)(jiao),形成優秀人(ren)才爭(zheng)相(xiang)從教(jiao)(jiao)(jiao)、教(jiao)(jiao)(jiao)師(shi)(shi)人(ren)人(ren)盡展(zhan)其才、好(hao)(hao)教(jiao)(jiao)(jiao)師(shi)(shi)不(bu)斷涌現的(de)(de)良好(hao)(hao)局面(mian)。

  3.基(ji)本原則(ze)

  ——確(que)保方向。堅持(chi)(chi)黨管干部、黨管人(ren)才(cai),堅持(chi)(chi)依(yi)法治教(jiao)、依(yi)法執教(jiao),堅持(chi)(chi)嚴(yan)格管理監督與激勵關懷(huai)相結合,充分發揮黨委(黨組)的(de)(de)領導和(he)把關作用,確(que)保黨牢牢掌握教(jiao)師(shi)隊伍建設的(de)(de)領導權,保證教(jiao)師(shi)隊伍建設正確(que)的(de)(de)政(zheng)治方向。

  ——強化保(bao)障。堅持(chi)教育優先發(fa)展(zhan)戰略,把教師工(gong)作置(zhi)于教育事業(ye)發(fa)展(zhan)的重點支(zhi)持(chi)戰略領域,優先謀(mou)劃教師工(gong)作,優先保(bao)障教師工(gong)作投入,優先滿足教師隊伍建(jian)設需要(yao)。

  ——突出(chu)師(shi)(shi)德(de)。把(ba)提高教(jiao)(jiao)師(shi)(shi)思(si)想(xiang)政(zheng)治素質和職業道德(de)水平擺在首要位(wei)(wei)置(zhi),把(ba)社會主(zhu)義(yi)核心價值觀貫穿(chuan)教(jiao)(jiao)書育人全(quan)(quan)過(guo)程(cheng),突出(chu)全(quan)(quan)員全(quan)(quan)方(fang)位(wei)(wei)全(quan)(quan)過(guo)程(cheng)師(shi)(shi)德(de)養成(cheng),推動教(jiao)(jiao)師(shi)(shi)成(cheng)為先(xian)進思(si)想(xiang)文(wen)化的傳播者、黨(dang)執政(zheng)的堅定支持者、學生健康成(cheng)長的指導(dao)者。

  ——深化(hua)(hua)改(gai)革。抓住關鍵環節,優化(hua)(hua)頂層設計,推動實踐(jian)探索,破解發展瓶頸,把管理體制改(gai)革與機制創新(xin)作為突破口,把提高教師地位(wei)待遇作為真(zhen)招實招,增強教師職業吸引力。

  ——分類(lei)施策。立足我國國情(qing),借(jie)鑒國際經驗(yan),根據各(ge)級各(ge)類(lei)教師的不同特(te)點(dian)和(he)發(fa)展實(shi)際,考慮區域、城鄉(xiang)、校際差(cha)異,采取有針(zhen)對性的政(zheng)策舉措,定向發(fa)力(li),重視專業發(fa)展,培養一(yi)批教師;加大資源供給(gei),補充(chong)一(yi)批教師;創新體(ti)制機制,激活一(yi)批教師;優化隊伍結(jie)構,調配一(yi)批教師。

  4.目標任務。經過(guo)5年左右努力,教(jiao)師(shi)培(pei)養培(pei)訓體系基(ji)本健全(quan),職業(ye)發展通(tong)道比較暢通(tong),事權人權財權相(xiang)統一的教(jiao)師(shi)管(guan)理體制普遍建立,待遇(yu)提(ti)升保障(zhang)機制更加完善(shan),教(jiao)師(shi)職業(ye)吸引力明顯增(zeng)強。教(jiao)師(shi)隊伍(wu)規模、結構、素(su)質能力基(ji)本滿足(zu)各級各類(lei)教(jiao)育發展需要。

  到2035年,教(jiao)(jiao)師(shi)(shi)綜合素質、專業(ye)(ye)化(hua)水平和創新能力(li)大(da)幅提升,培養造就(jiu)數以(yi)(yi)百萬(wan)計的骨(gu)干教(jiao)(jiao)師(shi)(shi)、數以(yi)(yi)十萬(wan)計的卓越教(jiao)(jiao)師(shi)(shi)、數以(yi)(yi)萬(wan)計的教(jiao)(jiao)育家型(xing)教(jiao)(jiao)師(shi)(shi)。教(jiao)(jiao)師(shi)(shi)管理體(ti)制機制科(ke)學高效,實現教(jiao)(jiao)師(shi)(shi)隊伍治(zhi)理體(ti)系和治(zhi)理能力(li)現代化(hua)。教(jiao)(jiao)師(shi)(shi)主動適應信息化(hua)、人工智(zhi)能等新技術變(bian)革,積極(ji)有效開展教(jiao)(jiao)育教(jiao)(jiao)學。尊師(shi)(shi)重(zhong)教(jiao)(jiao)蔚(yu)然(ran)成(cheng)風,廣大(da)教(jiao)(jiao)師(shi)(shi)在崗(gang)位上有幸福(fu)感、事業(ye)(ye)上有成(cheng)就(jiu)感、社會上有榮(rong)譽感,教(jiao)(jiao)師(shi)(shi)成(cheng)為讓人羨(xian)慕(mu)的職業(ye)(ye)。

  二(er)、著力提升思(si)想政(zheng)治素質,全(quan)面加強(qiang)師德(de)師風建設

  5.加強教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)和(he)黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)隊伍建設(she)。將全面從(cong)嚴治(zhi)黨(dang)(dang)(dang)(dang)要求落實到(dao)每個教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan),把黨(dang)(dang)(dang)(dang)的(de)(de)(de)政(zheng)(zheng)治(zhi)建設(she)擺在首(shou)位,用(yong)習(xi)近平(ping)新時代(dai)中國特色社會主義思想(xiang)武裝(zhuang)頭(tou)腦(nao),充分發揮(hui)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)教(jiao)(jiao)(jiao)(jiao)(jiao)育管理(li)監(jian)督黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)和(he)宣傳引(yin)導凝聚師(shi)(shi)生(sheng)的(de)(de)(de)戰斗堡壘作用(yong),充分發揮(hui)黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)(de)先鋒模范(fan)作用(yong)。選優(you)配強教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)書(shu)記(ji),注(zhu)重選拔黨(dang)(dang)(dang)(dang)性(xing)強、業務精(jing)、有威信(xin)、肯奉獻的(de)(de)(de)優(you)秀黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)擔任教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)書(shu)記(ji),實施(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)書(shu)記(ji)“雙帶頭(tou)人”培(pei)育工程,定期(qi)開展教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)黨(dang)(dang)(dang)(dang)支(zhi)(zhi)部(bu)書(shu)記(ji)輪訓。堅持黨(dang)(dang)(dang)(dang)的(de)(de)(de)組織(zhi)生(sheng)活(huo)(huo)各(ge)項制(zhi)(zhi)度(du),創新方(fang)式(shi)方(fang)法(fa),增強黨(dang)(dang)(dang)(dang)的(de)(de)(de)組織(zhi)生(sheng)活(huo)(huo)活(huo)(huo)力。健全主題黨(dang)(dang)(dang)(dang)日活(huo)(huo)動制(zhi)(zhi)度(du),加強黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)日常(chang)(chang)管理(li)監(jian)督。推進“兩學一做”學習(xi)教(jiao)(jiao)(jiao)(jiao)(jiao)育常(chang)(chang)態化制(zhi)(zhi)度(du)化,開展“不忘初(chu)心、牢記(ji)使(shi)命”主題教(jiao)(jiao)(jiao)(jiao)(jiao)育,引(yin)導黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)增強政(zheng)(zheng)治(zhi)意(yi)(yi)識(shi)(shi)、大(da)局意(yi)(yi)識(shi)(shi)、核心意(yi)(yi)識(shi)(shi)、看齊意(yi)(yi)識(shi)(shi),自覺愛黨(dang)(dang)(dang)(dang)護黨(dang)(dang)(dang)(dang)為黨(dang)(dang)(dang)(dang),敬業修德,奉獻社會,爭做“四有”好(hao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)的(de)(de)(de)示范(fan)標桿(gan)。重視做好(hao)在優(you)秀青年(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)、海外留(liu)學歸國教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)中發展黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)工作。健全把骨干(gan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)養(yang)成黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan),把黨(dang)(dang)(dang)(dang)員(yuan)(yuan)(yuan)(yuan)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)培(pei)養(yang)成教(jiao)(jiao)(jiao)(jiao)(jiao)學、科研、管理(li)骨干(gan)的(de)(de)(de)“雙培(pei)養(yang)”機制(zhi)(zhi)。

  配齊建強高等學(xue)(xue)校思(si)(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)隊(dui)伍和黨務工(gong)(gong)作(zuo)隊(dui)伍,完善選拔、培養、激勵機制,形成一(yi)支專(zhuan)職(zhi)為主、專(zhuan)兼結合、數量(liang)充足(zu)、素(su)質(zhi)優(you)良的工(gong)(gong)作(zuo)力量(liang)。把從事學(xue)(xue)生思(si)(si)想(xiang)政(zheng)治教(jiao)育計入高等學(xue)(xue)校思(si)(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)兼職(zhi)教(jiao)師的工(gong)(gong)作(zuo)量(liang),作(zuo)為職(zhi)稱評(ping)審的重要依據,進一(yi)步(bu)增強開展思(si)(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)的積極性和主動性。

  6.提高(gao)思想(xiang)(xiang)政治素(su)質。加強(qiang)理(li)想(xiang)(xiang)信(xin)(xin)念(nian)教(jiao)(jiao)育(yu),深入學習領會(hui)習近(jin)平新時代(dai)中(zhong)國(guo)(guo)(guo)特色(se)社(she)會(hui)主(zhu)義思想(xiang)(xiang),引導教(jiao)(jiao)師(shi)樹立正確的(de)歷史觀(guan)、民族觀(guan)、國(guo)(guo)(guo)家觀(guan)、文化(hua)觀(guan),堅定(ding)中(zhong)國(guo)(guo)(guo)特色(se)社(she)會(hui)主(zhu)義道路自信(xin)(xin)、理(li)論自信(xin)(xin)、制(zhi)度自信(xin)(xin)、文化(hua)自信(xin)(xin)。引導教(jiao)(jiao)師(shi)準確理(li)解和把握社(she)會(hui)主(zhu)義核心(xin)價值觀(guan)的(de)深刻(ke)內涵,增強(qiang)價值判斷、選(xuan)擇、塑造能力(li),帶頭(tou)踐行社(she)會(hui)主(zhu)義核心(xin)價值觀(guan)。引導廣大教(jiao)(jiao)師(shi)充分(fen)認識(shi)中(zhong)國(guo)(guo)(guo)教(jiao)(jiao)育(yu)輝(hui)煌成就,扎根中(zhong)國(guo)(guo)(guo)大地,辦好中(zhong)國(guo)(guo)(guo)教(jiao)(jiao)育(yu)。

  24.推進高等(deng)學(xue)(xue)校教師(shi)薪(xin)酬制度(du)改革。建立體現以增加知識價值為導向的(de)(de)(de)收入(ru)(ru)分(fen)配機制,擴大高等(deng)學(xue)(xue)校收入(ru)(ru)分(fen)配自(zi)主權,高等(deng)學(xue)(xue)校在核定的(de)(de)(de)績(ji)效(xiao)工資(zi)總量內自(zi)主確定收入(ru)(ru)分(fen)配辦法。高等(deng)學(xue)(xue)校教師(shi)依法取得的(de)(de)(de)科技成果轉化獎勵收入(ru)(ru),不納入(ru)(ru)本單位(wei)(wei)工資(zi)總額基(ji)數(shu)。完善適應高等(deng)學(xue)(xue)校教學(xue)(xue)崗位(wei)(wei)特點的(de)(de)(de)內部激勵機制,對專(zhuan)職(zhi)從事教學(xue)(xue)的(de)(de)(de)人員(yuan),適當提高基(ji)礎(chu)性績(ji)效(xiao)工資(zi)在績(ji)效(xiao)工資(zi)中(zhong)的(de)(de)(de)比重,加大對教學(xue)(xue)型名師(shi)的(de)(de)(de)崗位(wei)(wei)激勵力度(du)。

  25.提(ti)升(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)社(she)會地(di)位。加大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)表彰力(li)度(du)。大(da)力(li)宣傳教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)中的“時代楷(kai)模”和“最美(mei)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)”。開(kai)展(zhan)(zhan)國(guo)家(jia)(jia)級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)學名(ming)師(shi)(shi)、國(guo)家(jia)(jia)級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)學成(cheng)果獎(jiang)(jiang)評(ping)選表彰,重(zhong)點獎(jiang)(jiang)勵(li)貢獻突出的教(jiao)(jiao)(jiao)(jiao)(jiao)學一線教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)。做好(hao)特級(ji)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)評(ping)選,發(fa)揮引領作(zuo)(zuo)用。做好(hao)鄉村學校從教(jiao)(jiao)(jiao)(jiao)(jiao)30年(nian)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)榮(rong)譽證書(shu)頒(ban)發(fa)工作(zuo)(zuo)。各地(di)要按照國(guo)家(jia)(jia)有關規定,因地(di)制宜開(kai)展(zhan)(zhan)多種形式的教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)表彰獎(jiang)(jiang)勵(li)活動,并落實相關優待政(zheng)策(ce)。鼓勵(li)社(she)會團體、企事業單位、民間組(zu)織對教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)出資獎(jiang)(jiang)勵(li),開(kai)展(zhan)(zhan)尊師(shi)(shi)活動,營造尊師(shi)(shi)重(zhong)教(jiao)(jiao)(jiao)(jiao)(jiao)良好(hao)社(she)會風尚(shang)。

  建設現代(dai)學(xue)校制度,體現以(yi)人為(wei)本,突出教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)主(zhu)體地位,落(luo)實教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)知情權(quan)(quan)、參(can)與權(quan)(quan)、表(biao)達(da)權(quan)(quan)、監督(du)權(quan)(quan)。建立健全教(jiao)(jiao)(jiao)(jiao)職工(gong)代(dai)表(biao)大會制度,保障(zhang)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)參(can)與學(xue)校決策的(de)(de)民主(zhu)權(quan)(quan)利。推行(xing)中國特(te)色大學(xue)章程,堅持和完善黨委(wei)領導下的(de)(de)校長負責制,充分發(fa)揮教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)在(zai)高等(deng)學(xue)校辦學(xue)治校中的(de)(de)作用。維護教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)職業(ye)尊嚴和合法權(quan)(quan)益,關心(xin)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)身心(xin)健康,克服職業(ye)倦怠,激發(fa)工(gong)作熱(re)情。

  26.強化(hua)組織保障。各(ge)級(ji)黨(dang)委(wei)和(he)(he)政府要(yao)滿腔熱情關(guan)心(xin)教(jiao)(jiao)師(shi)(shi)(shi)(shi),充分信任、緊緊依靠(kao)廣大(da)(da)教(jiao)(jiao)師(shi)(shi)(shi)(shi)。要(yao)切實(shi)加強領導,實(shi)行一(yi)把手負責(ze)制,緊扣廣大(da)(da)教(jiao)(jiao)師(shi)(shi)(shi)(shi)最關(guan)心(xin)、最直(zhi)接、最現實(shi)的(de)重(zhong)大(da)(da)問(wen)題,找準(zhun)教(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)的(de)突破口(kou)和(he)(he)著力(li)(li)點,堅持發展(zhan)抓(zhua)公平、改革抓(zhua)機制、整(zheng)體(ti)抓(zhua)質量、安全(quan)抓(zhua)責(ze)任、保證(zheng)抓(zhua)黨(dang)建,把教(jiao)(jiao)師(shi)(shi)(shi)(shi)工作(zuo)(zuo)記在心(xin)里、扛在肩上、抓(zhua)在手中(zhong),擺上重(zhong)要(yao)議(yi)事(shi)(shi)日程,細(xi)化(hua)分工,確定路(lu)線圖、任務書、時(shi)間表和(he)(he)責(ze)任人。主要(yao)負責(ze)同志和(he)(he)相關(guan)責(ze)任人要(yao)切實(shi)做(zuo)到實(shi)事(shi)(shi)求是(shi)、求真務實(shi),善始善終、善作(zuo)(zuo)善成,把準(zhun)方向、敢(gan)于擔當,親(qin)力(li)(li)親(qin)為、抓(zhua)實(shi)工作(zuo)(zuo)。各(ge)省、自治區、直(zhi)轄市黨(dang)委(wei)常委(wei)會(hui)每年至少研(yan)究一(yi)次教(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)工作(zuo)(zuo)。建立教(jiao)(jiao)師(shi)(shi)(shi)(shi)工作(zuo)(zuo)聯(lian)席(xi)會(hui)議(yi)制度,解決(jue)教(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)重(zhong)大(da)(da)問(wen)題。相關(guan)部門(men)要(yao)制定切實(shi)提高教(jiao)(jiao)師(shi)(shi)(shi)(shi)待遇(yu)的(de)具體(ti)措施。研(yan)究修(xiu)訂教(jiao)(jiao)師(shi)(shi)(shi)(shi)法。統籌現有(you)資源,壯大(da)(da)全(quan)國教(jiao)(jiao)師(shi)(shi)(shi)(shi)工作(zuo)(zuo)力(li)(li)量,培育一(yi)批專(zhuan)業機構,專(zhuan)門(men)研(yan)究教(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)(dui)伍(wu)(wu)建設(she)(she)重(zhong)大(da)(da)問(wen)題,為重(zhong)大(da)(da)決(jue)策提供支撐。

  27.強(qiang)化經(jing)費(fei)保(bao)障。各級政(zheng)(zheng)府(fu)要(yao)將教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)伍(wu)(wu)建設(she)(she)作為(wei)教(jiao)(jiao)(jiao)育(yu)投入(ru)(ru)(ru)(ru)重點(dian)予(yu)以優(you)(you)先(xian)保(bao)障,完善支出(chu)保(bao)障機制,確保(bao)黨和國家關(guan)于(yu)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)伍(wu)(wu)建設(she)(she)重大(da)決策(ce)部署落(luo)實到(dao)位。優(you)(you)化經(jing)費(fei)投入(ru)(ru)(ru)(ru)結(jie)構,優(you)(you)先(xian)支持教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)伍(wu)(wu)建設(she)(she)最(zui)薄弱、最(zui)緊迫的(de)(de)領(ling)(ling)域(yu),重點(dian)用于(yu)按規定提(ti)高教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)待遇(yu)保(bao)障、提(ti)升教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)專業素質能力(li)。加大(da)師(shi)(shi)(shi)(shi)范教(jiao)(jiao)(jiao)育(yu)投入(ru)(ru)(ru)(ru)力(li)度。健(jian)全以政(zheng)(zheng)府(fu)投入(ru)(ru)(ru)(ru)為(wei)主、多渠道籌集(ji)教(jiao)(jiao)(jiao)育(yu)經(jing)費(fei)的(de)(de)體(ti)制,充分調動社會力(li)量投入(ru)(ru)(ru)(ru)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)伍(wu)(wu)建設(she)(she)的(de)(de)積極性。制定嚴格的(de)(de)經(jing)費(fei)監管制度,規范經(jing)費(fei)使用,確保(bao)資(zi)金使用效益(yi)。各級黨委和政(zheng)(zheng)府(fu)要(yao)將教(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊(dui)伍(wu)(wu)建設(she)(she)列入(ru)(ru)(ru)(ru)督查督導(dao)工作重點(dian)內容,并將結(jie)果作為(wei)黨政(zheng)(zheng)領(ling)(ling)導(dao)班子(zi)和有(you)關(guan)領(ling)(ling)導(dao)干部綜合考核評價、獎懲任免的(de)(de)重要(yao)參考,確保(bao)各項政(zheng)(zheng)策(ce)措(cuo)施(shi)全面落(luo)實到(dao)位,真正(zheng)取得實效。
